star this property answer text <p>The DWP Youth Offer provides individually tailored work coach support to young people aged 16 to 24 who are in the Universal Credit Intensive Work Search group. This includes the Youth Employment Programme, Youth Employability Coaches and Youth Hubs across Great Britain. Therefore, the sum of those enrolled on the Youth Employment Programme, referred to a Youth Hub and referred to a Youth Employability Coach will be greater than the total number of individuals supported by the Youth Offer for each financial year.</li><li>A claimant can start on the Youth Offer multiple times. E.g. a claimant could be referred to a Youth Hub in FY21/22 and referred to a Youth Employability Coach in FY22/23. Therefore, some individuals will be included in the totals for more than one financial year.</li><li>This data is produced from a manual process and although care is taken when processing and analysing Youth Hub and Youth Employability Coach referrals, the data collected might be subject to the inaccuracies inherent in any large-scale recording system which features manual data. Therefore, Youth Hub and Youth Employability Coach figures are likely to underestimate the number of young people who have received Youth Hub and/or Youth Employability Coach support.</li><li>When a claimant enrols on the Youth Employment Programme or is referred to a Youth Hub or Youth Employability Coach they are classified as having started on the Youth Offer. We do not have a separate measure of engagement.</li><li>Figures have been rounded to the nearest 100.</li></ol>

star this property answer text <p>Youth Hubs are part of the wider DWP Youth Offer which also includes the Youth Employment Programme and Youth Employability Coaches. Youth Hubs across Great Britain bring together employment support from a Jobcentre Plus Work Coach and place-based support from local partnerships to help young people into work. The support offered in a Youth Hub is dependent on local needs and includes skills, training, employment provision and dedicated support services.</p><p> </p><p>Due to changes in claimant needs new Youth Hubs may open, and existing Youth Hubs may close. The number of open Youth Hubs and their required Youth Hub Work Coach resource may therefore fluctuate, as claimants access wider Youth Offer support.</p><p> </p><p>The figures included offer a Full Time Equivalent (FTE) of Youth Hub Work Coaches. star this property answer text <p>As a result of the rollout of automatic enrolment, the Government has ensured millions more women save into a pension, many for the first time. <a href="https://www.gov.uk/government/statistics/workplace-pension-participation-and-savings-trends-2009-to-2021" target="_blank">DWP Analysis</a> shows that in 2021, 87% of women working in the private sector who were eligible for Automatically Enrolled (AE) were contributing to a pension, up from 40% in 2012.</p><p>The Government recognises that there is still more to be done, which is why we remain committed to implementing the 2017 AE Review measures. This will involve lowering the age for automatic enrolment to age 18 and removing the lower earnings limit (LEL) to make contributions payable from the first pound of earnings. Lowering the age will bring more women, alongside men, into AE, while removing the LEL will disproportionately benefit lower earners, including people working in multiple low-paid part time jobs who are predominantly women.</p><p>In addition, the earnings trigger, which is one of the key factors that determines who gets enrolled into a workplace pension scheme through AE, has been maintained at its current level of £10,000 a year since 2014. Our decision to ensure the earnings trigger maintains its value for 2023/24, has meant that 32,000 more savers have been brought into pension saving compared to increasing the trigger in line with average weekly earnings. 62% of these new savers will be women.</p>

In 2020, I committed to the continued existence of the charge cap.</p><p> </p><p>At the same time, I am determined to make it easier for pension schemes to invest in illiquid assets and get better outcomes for savers. The Pension Charges Survey 2020 showed that two thirds of defined contribution schemes had zero direct investments in illiquid assets – which include infrastructure and green energy projects and venture capital investments which have the potential to achieve long-term benefits to savers. The survey also highlighted that when it came to diversifying the investment portfolio the performance fees that often form part of many of the opportunities within illiquid asset classes were seen as one of the barriers.</p><p> </p><p>In November 2021, I launched a consultation entitled ‘Enabling investment in productive finance’ to explore whether the removal of well-designed performance fees from the regulatory charge cap would improve member outcomes in the long-term by making it easier to pay such fees when investing in illiquid assets. A fundamental part of this is also ensuring trustees can exercise their fiduciary duty and protect members from high and unfair charges. There is no compulsion to pay performance fees but if trustees believe that there is an opportunity to improve member outcomes, we do not want to hold them back from seizing this.</p><p> </p><p>We received 54 responses to the consultation from pension schemes, asset managers, consumer rights groups and others on the impact our proposal would have on member protection and in helping to deliver better outcomes for pension savers. This included evidence of the impact any changes would have.</p><p> </p><p>We aim to publish a summary of the input and the views we received, as well as the Government’s proposed next steps in the coming weeks as part of a wider set of proposals and reform that the Government plans to bring forward to help pension scheme trustees access as wide a range of assets as possible.</p><p> </p>
