star this property answer text <p>No assessment has been made.</p><p> </p><p>The £20 per week uplift to Universal Credit and Working Tax Credit was announced by the Chancellor as a temporary measure in March 2020 to support those facing the most financial disruption as a result of the public health emergency. This measure remains in place until March 2021. As the Government has done throughout this crisis, it will continue to assess how best to support low-income families, which is why we will look at the economic and health context before making any decisions.</p><p> </p><p>There are no plans to extend the temporary £20 uplift to legacy benefits. Claimants on legacy benefits can make a claim for Universal Credit (UC) if they think they will be better off and should check carefully their eligibility and entitlements under UC before applying, as legacy benefits will end when claimants submit their UC claim and they will not be able to return to them in the future. For this reason, prospective claimants are signposted to independent benefits calculators on GOV.UK. Neither DWP nor HMRC can advise individual claimants whether they would be better off moving to UC or remaining on legacy benefits.</p><p> </p><p>No assessment has been made with regards to suspending the benefit cap. There are currently no plans to change the Benefit Cap.</p>

star this property answer text <p>Given Long COVID is an emerging condition, the Government cannot comment whether consideration should be given to its addition to the list of conditions classed as a disability under the Equality Act 2020. An individual is defined as disabled under the Equality Act 2010 if they have a physical or mental impairment that has a “substantial” and “long-term” negative effect on their ability to carry out normal daily activities. The Act defines “long-term” as where an impairment has lasted, or is likely to last for at least 12 months, or where the impairment is likely to last for the rest of a person’s life. “Substantial” on the other hand is defined as an impairment that is more than minor or trivial.</p><p> </p><p>COVID-19 is a new disease and therefore it is not yet clear what the physical, psychological and rehabilitation needs will be for those experiencing long-term effects of the virus. The Government is funding ambitious and comprehensive research into the long-term physical and mental health effects of COVID-19 to better understand how to help and support those affected, with the most recent research call published on 25 March 2021 by the National Institute of Health Research/UK Research Institute.</p>

star this property answer text <p>Data from the independent Office for National Statistics (ONS) shows that in 2018 75,000 people in the West Midlands are employed on zero hours’ contracts – representing just 2.7% of people employed in the West Midlands.</p><p> </p><p>In the UK in 2018 the ONS estimate that 844,000 people were employed on zero hours’ contracts – 2.6% of all people employed.</p><p> </p><p>A record number of people (32.7 million) in the UK are employed. Since 2010 nearly 80% of the growth in employment has been in full-time work and over 75% has come from permanent employment’. Average wages have grown faster than inflation for 15 consecutive months.</p> more like this

star this property answer text <p>The Office for National Statistics (ONS) use the Labour Force Survey (LFS) to provide estimates for the number of people employed on zero hours’ contracts.</p><p> </p><p>The ONS figures for people in employment on zero hours’ contracts broken down by age, do not go back to 2010 and are only currently available up to April-June 2018. Therefore no directly comparable figures to the youth unemployment statistics cited are available.</p><p> </p><p>The majority of young people are not employed on zero hours’ contracts. In 2018 (Apr-Jun) there were 261,000 16-24 year olds on a zero hours’ contracts – representing only 6.9% of employed 16-24 year olds.</p><p> </p><p>This is down from 299,000 young people (7.8% of employed young people) in 2017 (Apr-Jun), but a slight increase from the first comparable data available, which shows in 2014 (Apr-Jun) there were 235,000 young people on a zero hours’ contract (or 6.3% of employed young people).</p><p> </p><p>Many people in full-time education are employed on zero hours’ contracts, in part because of the flexibility they provide. 18.5% of all people in 2018 (Apr-Jun) on zero hours’ contracts were in full-time education – compared to 2.3% of people not on a zero hours’ contract.</p><p> </p><p>The ONS data shows that the majority of people on zero hours’ contracts are happy with the hours provided by their zero hours’ contract.</p>

star this property answer text <p><del class="ministerial">As both the Prime Minister and Chancellor have made clear, the Government will do whatever it takes to support people affected by COVID 19 and we have been clear in our intention that no one should be penalised for doing the right thing. These are rapidly developing circumstances and we continue to keep the situation under review and will keep Parliament updated accordingly.</del></p><p><ins class="ministerial">The Government has been clear in its commitment to support those affected in these difficult times and we have made a number of changes to the welfare system in the past fortnight to ensure people are supported in doing this. These changes include:</ins><br /></p><ul><li><ins class="ministerial">making it easier to access benefits. Those applying for Contributory ESA will be able to claim from day 1 – as opposed to day 8 - and we have removed the need for face-to-face assessment. Both Universal Credit and Contributory ESA can now be claimed by phone or online;</ins></li><li><ins class="ministerial">increasing the standard allowance of Universal Credit and working tax credit for this year by around £1000 per year;</ins></li><li><ins class="ministerial">temporarily relaxing the application of the Minimum Income Floor (MIF) for all self-employed claimants affected by the economic impact of COVID-19 to ensure that the self-employed can access UC at a more generous rate; and</ins></li><li><ins class="ministerial">increasing in the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that it covers the cheapest third of local rents – which is on average £600 in people’s pockets.</ins></li></ul><p><ins class="ministerial">Together, these measures represent an injection of over £6.5 billion into the welfare system.</ins></p><p><ins class="ministerial">The Chancellor has also confirmed that, depending on their status, workers on zero hours contracts may be eligible for the Coronavirus Job Retention Scheme and we would urge people to explore this avenue too.</ins></p>

star this property answer text <p>The Government is committed to supporting people through this unprecedented time. We have introduced a number of measures, including the Self-Employment Income Support Scheme and the Coronavirus Job Retention Scheme (CJRS), as well as ensuring Statutory Sick Pay (SSP) is payable from day 1, to ensure people are supported.</p><p> </p><p>Unemployed people who are not eligible for SSP or CJRS, may be able to claim Universal Credit (UC), ‘new style’ Jobseeker’s Allowance, or ‘new style’ Employment and Support Allowance, and this will include those people who are self-isolating in accordance with government guidelines.</p><p> </p><p>People on zero hour contracts who are already claiming UC do not need to take any actions, as UC will auto adjust to represent the income received within that assessment period.</p><p> </p><p>More information about the support available during the Covid-19 outbreak is available at: <a href="http://www.gov.uk/coronavirus" target="_blank">www.gov.uk/coronavirus</a>.</p><p> </p><p><strong> </strong></p>

star this property answer text <p>It is wrong to say that workers on zero-hour contracts, who are not working as a result of the covid-19 outbreak, are unable to qualify for Universal Credit because they are considered to have employment.</p><p><strong> </strong></p><p>Universal Credit is payable in and out of work including for those working zero-hour contracts, part-time or temporary jobs.</p><p> </p><p>The amount of Universal Credit paid to claimants reflects, as closely as possible, the actual circumstances of a household during each monthly assessment period. Monthly assessment periods align to the way the majority of employees are paid and also allows Universal Credit to be adjusted each month. This means that if a claimant’s income falls, they will not have to wait several months for a rise in their Universal Credit.</p><p /><p>The Chancellor has also confirmed that, depending on their status, workers on zero hour contracts may be eligible for the Coronavirus Job Retention Scheme and we would urge people to explore this avenue too.</p>

Where appropriate, partners can submit a grant application to receive funding to support the operational running of a Youth Hub. We published Youth Hub funding details in <a href="https://questions-statements.parliament.uk/written-questions/detail/2023-06-19/190112" target="_blank">PQ 190112</a>. Alongside this, we recently expanded eligibility for the Youth Offer allowing more young people on Universal Credit to see a Work Coach in a Youth Hub, receive intensive support at the start of their claim or to benefit from the expertise of our Youth Employability Coaches.</p><p>The Youth Offer, including Youth Hubs, is subject to a Process Evaluation. Early emerging findings are being shared internally and will inform any improvements or future changes to the Youth Offer policy. The process evaluation will continue until Spring 2024. We aim to publish the findings once complete.</p>

star this property answer text <p>No assessment has been made of gender on a young person’s level of engagement with school and employment.</p><p> </p><p>However, the Government is committed to providing targeted support for all young people so that everyone, no matter what their start in life, is given the very best chance.</p><p> </p><p>The Government has raised the participation age to ensure that all young people are supported to continue their education until at least age 18, and invested nearly £7 billion during academic year 2018/19, to ensure there is a place in education or training for every 16 to 19-year old.</p><p> </p><p>Local Authorities (LAs) have a statutory duty to identify and track the participation of 16 and 17 year olds, supporting those who are not participating to do so and making sure that there is sufficient, suitable education and training provision to meet their needs. The September Guarantee places a further duty on LAs to ensure that all year 11 pupils (and year 12 pupils on one year courses) receive an offer of a place in education/training for the following September. It aims to ensure that all young people, regardless of what they achieved in school, understand that there are opportunities that will help them to progress, and to ensure that they get the advice and support they need to find a suitable place.</p><p> </p><p>The latest data for the end of 2017 (provisional) shows that 86.8% of 16-18-year-old females are in Education and Training, compared to 85.1% of males. Source is the ‘Participation in education, training and employment: 2017’ published statistics.</p><p> </p><p>In January to March 2019 the number of young people aged 16-24 who were not in education, employment or training (NEET) in the UK was at a near record low (764,000) – down 364,000 since 2010. As part of this the number of women aged 16-24 who were NEET was at a near record low (383,000) – down 238,000 since 2010. The number of men aged 16-24 who were NEET was also near a record low – at 381,000 – down 126,000 since 2010.</p><p> </p><p>The latest figures from the independent ONS, show that in February-April 2019 UK employment rate is at a joint record high of 76.1% - and as part of this the female employment rate is at a record high (72.0%). The male employment rate was 80.3% - up 5.3% points since 2010.</p>

star this property answer text <p>We acknowledge the Youth Employment Group’s report calling for the Government to adopt a Young Person’s Guarantee and note the five recommended policy proposals.</p><p> </p><p>The Government is committed to delivering targeted support for all young people, no matter what their start in life or the challenges they face, to give them the best chance of getting into work.</p><p> </p><p>Within DWP, the Youth Offer provides individually tailored work coach support to young people aged 16-24 who are on the Universal Credit and searching for work. We have recently expanded Youth Offer support to enable more young people on Universal Credit to see a work coach in a Youth Hub or to benefit from the expertise of our Youth Employability Coaches.</p><p> </p><p>By extending the Youth Offer to other Universal Credit claimants we are helping more young people not in education, employment or training who claim Universal Credit to access this essential support. Some Youth Hubs will also offer a drop-in facility where these young people who do not have a UC claim will be able to access support.</p><p> </p><p>Lastly, we recognise that ensuring young people have the most appropriate support, education or training to enable them to enter sustained employment and progress in their careers requires a cross-government approach. In partnership with DfE and DCMS, we have established a new cross Government Forum on Youth Skills for Life and Work. The forum provides an opportunity for departments to identify and act on opportunities to work closer together on crosscutting youth issues and to equip young people with the skills for life and work that they will need to fulfil their potential and drive growth for the country.</p>

star this property answer text <p>This Government is committed to enabling young disabled people to fulfil their potential and achieve their aspirations. We provide a wide suite of programmes and initiatives to support them, including:</p><p> </p><ul><li>Jobcentre support for schools, which targets young people that schools identify as being at risk of becoming NEET (not in employment, education or training), or who may otherwise be disadvantaged in the labour market – for example those with a health or disability issue.</li><li>The Young Person’s Supported Work Experience programme, which will offer a personally tailored supported work experience opportunity to enable young people (aged 18 – 24) to benefit fully from time in the work place. This proof of concept is being tested in five districts.</li><li>The Local Supported Employment (LSE) proof of concept ‘place and train’ model, which aims to move disabled people into real jobs, at the going rate of pay, with support for both the individual and employer.</li><li>Supported Internships, which, all qualified post-16 education providers in England have been able to deliver Since September 2013. These are personalised study programmes, based primarily at a prospective employer, for young people with complex learning difficulties and/or disabilities.</li><li>Access to Work, which already offers support to disabled people undertaking a number of opportunities that help them to prepare for paid employment, including work experience, apprenticeships, supported internships and traineeships.</li></ul><p>DWP also recognises the value of voluntary work in developing skills which can be transferred into the world of paid work, as well as benefitting local communities and wider society.</p><ul><li>Disabled young people who are claiming Universal Credit can have their weekly work search hours reduced by up to 50 per cent to accommodate voluntary work.</li><li>Those who are receiving Employment and Support Allowance can try out work when this has been agreed beforehand with their work coach, without their benefit being affected. Restrictions on this Permitted Work were relaxed in April 2017 so that any ESA claimant can do this work within certain limits.</li></ul>

star this property answer text <p>The Government recognises that young people have been especially vulnerable during the pandemic and are committed to providing support to help them move into work in these difficult times. Our £30bn Plan for Jobs includes specific interventions targeted at young people</p><p> </p><p>From September 2020 we started the implementation of the DWP Youth Offer for all 18 to 24 year olds making a claim to Universal Credit and who are in the Intensive Work Search Group.</p><p> </p><p>Our 13-week Youth Employment Programme delivers wrap-around support for many of the Plans for Jobs initiatives, and helps young people to take up work-related training or a job, such as Kickstart, which has seen young people starting work, a traineeship, an apprenticeship and Sector-based Work Academy Programmes. The Youth Employment Programme is live and our dedicated Work Coaches are delivering the programme to young people.</p><p> </p><p>The Jobcentre team in Coventry have developed a Youth Hub based at the Coventry Jobshop to provide outreach support for young people in Coventry, and have partnered with employers in the area to deliver Mentoring Circles and Sector Work Academy Programmes. In addition, our Jobcentre Youth Employability Coaches are providing flexible support to young people with significant complex needs and barriers to help them move into employment and offering six weeks of in-work support when they start work.</p>

star this property answer text <p>Whilst we are yet to make a detailed assessment of this specific report, the Department for Work and Pensions recognises the value of research and insight from key stakeholders including The Prince’s Trust to enable us to better understand the challenges faced by young people and the impact this has on their behaviour and motivations. We consider a broad range of perspectives when designing polices to better support young people, ranging from our regular engagement with youth stakeholder organisations like The Prince’s Trust and Youth Employment Group, to the Department’s own commissioned research and regularly speaking directly with young people themselves.</p><p> </p><p>The Youth Offer provides individually tailored Work Coach support for 16-24-year olds on Universal Credit to help them find work. Eligibility for the Youth Offer has, as of the 25<sup>th</sup> September 2023, been expanded to include young people on Universal Credit who are not currently searching for work, including young parents and carers. This means that an additional 33,500 young people will be able to access the Youth Offer in order to progress in employment.</p>

star this property answer text <p>We acknowledge that it is important that Jobcentres continue to support young people through the economic recovery post-COVID-19. They have already started to re-engage with new and existing claimants and are signposting them to appropriate support.</p><p> </p><p>Anyone over the age of 18 can claim New Style Employment and Support Allowance and Jobseeker’s Allowance if they have sufficient paid National Insurance contributions. Neither of those benefits is means-tested. Those on low incomes and with limited capital can claim Universal Credit or legacy Jobseeker’s Allowance.</p><p> </p><p>For Universal Credit, New Claims Advances of up to 100% of potential entitlement are available within a few days if a claimant needs support during their first assessment period. Face-to-face checks for Universal Credit advances have been scrapped due to Covid-19, so people get the support they need despite COVID-19 restrictions. We have also increased the Standard Allowance for everyone by over £80 a month on top of the existing 1.7% (CPI) increase already announced. This additional increase means all claimants will be up to £1040 better off.</p><p> </p><p>DWP is also engaging with a number of external stakeholders including the Youth Employment Group (set up by the Prince’s Trust, Youth Employment UK, the Institute for Employment Studies, the Youth Futures Foundation and Impetus) as well as continuing to work across Whitehall to develop appropriate support aimed at young people.</p>

star this property answer text <p>We are developing a digital service for claiming Personal Independence Payment (PIP) which brings the current PIP telephony claim and paper form together.</p><p>We have tested a number of different design approaches with users and, based on feedback, are developing an application process that is more tailored to individual needs. From April 2016 we started making the online PIP claim available to a small number of PIP claimants on a voluntary basis. This will allow us to get direct feedback, make ongoing improvements and ensure this new service is effective and secure before it is available nationally.</p> more like this

We will be implementing the 2017 Automatic Enrolment Review ambitions in the mid-2020s.</p><p> </p><p>Our ambition to lower the age limit for automatic enrolment to 18 will normalise workplace pension saving for more young people as they start work for the first time. The 2017 Review estimated that this change would bring an estimated further 910,000 young people into automatic enrolment putting an estimated extra £0.8 billion into pension saving (of which £113m is in tax relief). As the 2017 review makes clear, there is a great deal of uncertainty as to how employers might go about managing the costs of additional contributions and thus the total cost of the package to government. We will update our assessment on the impact of implementing the review measures when appropriate using the best available evidence.</p><p> </p><p>The 2017 Review report was clear that implementation will be subject to learning from previous workplace pension contribution increases, discussions with employers and others on the right approach, and finding ways to make these changes affordable.</p><p> </p><p>We will do this in light of the impact of the pandemic and our overall support for economic recovery, while continuing to support long-term saving, balancing the needs of savers, employers; and tax-payers.</p><p> </p>

star this property answer text <p>As a result of the rollout of automatic enrolment, the Government has ensured millions more women save into a pension, many for the first time. <a href="https://www.gov.uk/government/statistics/workplace-pension-participation-and-savings-trends-2009-to-2021" target="_blank">DWP Analysis</a> shows that in 2021, 87% of women working in the private sector who were eligible for Automatically Enrolled (AE) were contributing to a pension, up from 40% in 2012.</p><p>The Government recognises that there is still more to be done, which is why we remain committed to implementing the 2017 AE Review measures. This will involve lowering the age for automatic enrolment to age 18 and removing the lower earnings limit (LEL) to make contributions payable from the first pound of earnings. Lowering the age will bring more women, alongside men, into AE, while removing the LEL will disproportionately benefit lower earners, including people working in multiple low-paid part time jobs who are predominantly women.</p><p>In addition, the earnings trigger, which is one of the key factors that determines who gets enrolled into a workplace pension scheme through AE, has been maintained at its current level of £10,000 a year since 2014. Our decision to ensure the earnings trigger maintains its value for 2023/24, has meant that 32,000 more savers have been brought into pension saving compared to increasing the trigger in line with average weekly earnings. 62% of these new savers will be women.</p>

star this property answer text <p>Automatic enrolment (AE) has helped millions more women to save into a pension, with pension participation rates among eligible women in the private sector rising from 40% in 2012 to 87% in 2022.</p><p> </p><p>The government is committed to build on the success of AE and is making progress on implementing the measures as set out in the 2017 review. The Pensions (Extension of Automatic Enrolment) Act 2023 was introduced into Parliament with government support and provides the necessary powers.</p><p> </p><p>Once implemented, the measures will disproportionately increase the pension saving of lower earners; a woman working part-time earning National Living Wage could see her pension almost double as a result when saving over her career.</p><p> </p><p>The AE framework cannot be straightforwardly extended to people who are self-employed, as there is no employer to enrol them into a scheme; select a scheme or make contributions.</p><p> </p><p>The department is currently working with research partners to explore the feasibility of building and testing retirement savings solutions in digital platforms. This includes accountancy software and payment platforms, used by self-employed people to manage their money.</p>

star this property answer text <p>The Government does not collect data on the number of workers earning less than the personal allowance who are also members of pension schemes that operate a net pay system. The Government does not hold employee level data on employees enrolled in net pay pension schemes, as such schemes are not obliged to report pension contributions to HM Revenue and Customs. The Government does not, therefore, hold information on the value of tax reliefs paid out to employees in net pay schemes.</p><p> </p><p>The latest official analysis of the eligibility of workers for automatic enrolment was published on 13 October 2016 in ‘Workplace Pensions: Update of analysis on Automatic Enrolment’. Information on age and earnings breakdowns for all workers can be found in table 3a on page 6.</p><p> </p><p>The Pensions Regulator provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax. Provided an employer has selected a qualifying pension scheme for automatic enrolment, they have complied with their automatic enrolment duties with respect to scheme choice.</p>
