We are also working with different groups across Jordanian governorates to build concepts of good governance, including forming counsels from the local communities that work to monitor the performance of local governance institutions against its roles and responsibilities.</p><p> </p><p> </p><p> </p><p>b) The UK is helping the Palestinian Authority (PA) to build strong institutions and deliver essential services. Our support is governed by a Memorandum of Understanding which reaffirms the PA’s commitment to non-violence and a negotiated two-state solution, as well as its respect for human rights and delivering clean and accountable governance in the Occupied Palestinian Territories. We are also helping deliver institutional reform and improve public financial management, and working with civil society to help citizens become more effective at holding the PA to account.</p><p> </p><p> </p><p> </p><p>c) DFID does not does not have any anti-corruption or good governance programmes in Turkey.</p><p> </p><p> </p><p> </p><p>d) The UK promotes good governance and anti-corruption in Nigeria through a range of technical assistance programmes which support democratisation, better use of Nigerian resources, improved transparency in the oil sector, increased capacity of civil society and more robust enforcement of anti-corruption legislation. No UK aid money goes directly to the Government of Nigeria to ward against corruption.</p><p> </p><p> </p><p> </p><p>e) Since the revolution, UK funded programmes in Tunisia have supported the development and application of a code of conduct for public servants, have strengthened risk management, audit practices and the development of a whistle blowing framework, and have enhanced transparent public procurement. The UK has also supported the development of an anti-corruption strategy and strengthened the role of the National Anti-Corruption Agency.</p><p> </p><p> </p><p> </p><p>f) DFID and FCO have developed a cross-governmental strategy to support effective, prioritised and coordinated action at the international and multilateral level to strengthen governance in Mali and the wider Sahel region. We strongly condemn their use of sexual slavery, sexual violence, rape and kidnapping. Likewise, we have seen reports of children in Daesh-held areas being forced into military training after the militant group closed down their schools - leaving an estimated total of over 670,000 children without the opportunity of a proper education.</p><p>In Syria and Iraq, DFID continues to work with the UN and the international community to ensure all civilians’ rights are protected. However, we do not earmark our aid as being solely for Daesh victims or victims of other groups. The UK is committed to supporting the most vulnerable people wherever they are, in accordance with international humanitarian principles of humanity, neutrality, independence and impartiality. Consequently all UK funded humanitarian assistance is distributed on the basis of need, and need alone, regardless of politics, religion, ethnicity or place of origin.</p><p>The UK has pledged over £2.3 billion for the response to the Syria crisis. Some of this funding is enabling partner agencies to provide specialist assistance to those affected by sexual and gender-based violence (SGBV), including safe spaces, psychosocial support, cash assistance and reproductive healthcare. By June 2015, UK assistance had provided SGBV focussed interventions to over 197,000 individuals in Syria and the region. In addition, more than 673,000 children have been reached with child protection initiatives across Syria and the region.</p><p>Ultimately, the best way of safeguarding these children is by defeating Daesh and establishing a lasting peace in both Syria and Iraq. Madaya has been surrounded by regime and allied forces since July 2015, leading to sharply deteriorating conditions for an estimated 40,000 people, most of whom are women and children. Around 20,000 residents currently face life-threatening deprivation of the basics for survival. Prior to 11 January 2016, humanitarian assistance was last delivered on 18 October, as part of a joint UN/ Syrian Arab Red Crescent/ICRC convoy, that provided assistance to Madaya, Zabadani, Foah and Kefraya under the terms of a ceasefire agreement.</p><br /><p>The UK is deeply concerned that nearly 400,000 people live in besieged areas and roughly 4.5 million in hard-to-reach areas in Syria. Due to constrained humanitarian access, we are unable to provide a systematic and updated picture of humanitarian needs across besieged and hard-to-reach areas. The appalling numbers of people living in besieged areas is indicative of the continued flouting of International Humanitarian Law and disregard for civilian lives by the regime, Daesh and armed groups inside Syria.</p><br /><p>The UK has been at the forefront of the response to the crisis in Syria and the region. We have pledged over £1.1 billion, making us the second largest bilateral donor after the US. We have provided support to the UN and international NGOs (INGOs) since the start of the conflict to deliver aid in hard to reach and besieged areas of Syria, including Madaya. However, progress is too slow. However, reports from humanitarian actors, including the UN, demonstrate the significant presence of civilians in areas to which access has been denied. Children continue to be killed, injured and recruited by parties to the conflict. According to the UN, 35 schools were attacked in 2015 alone, with one quarter of all Syrian schools now closed, damaged or destroyed. Consequently 2.1 million children inside Syria are out of school. This will have profound implications for years to come if it is not urgently addressed.</p><p> </p><p>That is why the UK helped to launch and mobilise international support for the No Lost Generation Initiative (NLGI). As part of this support, we have allocated £115 million to provide protection, psychosocial support and education for children affected by the crisis in Syria and the region. As a result, more than 308,000 children have been reached with child protection initiatives inside Syria, mainly in the form of psychosocial consultations and child-friendly spaces. In addition, almost 228,000 children have received formal and informal education inside Syria, allowing them to catch up on lost learning time.</p><p> </p><p>The &quot;Supporting Syria and the Region London 2016&quot; Conference was held on 4 February last week, and more than US$11 billion was pledged to support people in Syria and the region affected by the conflict, the largest amount raised in one day for a humanitarian crisis. DFID is working on the ground to make sure that vital supplies reach those affected by the earthquake of early 2015. Through its partners, DFID is providing winter support to approximately 42,000 families (over 200,000 people). We welcome the adoption of the National Reconstruction Authority Bill and formation of the National Reconstruction Authority.</p><p>DFID and FCO Ministers have discussed their concerns with Ministers from the Governments of Nepal and India. The British Ambassador in Kathmandu is also working closely with others in the international community and is in close contact with Prime Minister Oli and his cabinet.</p><p>There has been an increase in the level of goods, including fuel, entering Nepal via India.
