The Office for Coordination of Humanitarian Affairs (OCHA) has reported over 770 security incidents throughout CAR since January 2014. 67 of these incidents have directly targeted humanitarian personnel. DFID is working with agencies which have appropriate systems and a level of community acceptance to enable them to access some of the most vulnerable populations in CAR. Following an assessment of needs on the ground by DFID humanitarian experts who deployed to Erbil last Thursday 12 June, this includes:</p><p> </p><p> </p><p> </p><p>(i) – Activation of the UK's Rapid Response Facility (RRF), which provides emergency support via pre-approved organisations in the event of a humanitarian crisis overseas. Since 2011 DFID has provided £46.2m funding to BBC Media Action under a five year grant agreement.</p><p>The grant covers activities in eleven DFID priority countries, ten of which have been classified by ‘Freedom House' as ‘partly free' or ‘not free'. The criteria for country funding include the contribution to the grant's results framework, and fit within the UK aid programme. 	answer	answer is ministerial correction date of answer 24/07/2014 answer text <p> </p><p>The Department for International Development (DFID) is concerned by the increase in the number of people displaced from their homes in 2013 as highlighted in the Global Trends report. The report indicates the number of refugees, asylum-seekers and internally displaced around the world now stands at 51.2 million, an increase of 6 million reported in 2012 and, for the first time since the end of World War II, exceeding 50 million people.</p><p> </p><p>DFID is providing assistance to refugees and internally displaced people in many of the world’s major crises. One of the agencies receiving support is the United Nations High Commissioner for Refugees (UNHCR), which works in over 120 country contexts to assist displaced people, including: Syria, Kenya, South Sudan and Afghanistan. This assistance helps to meet basic needs and helps displaced people rebuild their lives whilst they await return, integration into their new community/country or resettlement. Although figures are difficult to quantify, OCHA estimate 5.9 million people have been affected by the insurgency in northeast Nigeria and an estimated 350,000 people have been displacedsince May 2013, both within Nigeria and across the borders into Chad, Niger and Cameroon. Most displaced people are living in host communities, although around 5,000 are in camps. We have announced £82.5 million for support inside the country, and £12.5 million for support to refugees. Improved access is critical to the effectiveness of the humanitarian response. At the Oslo Humanitarian Conference on 20 May, the DFID Parliamentary Under-Secretary of State called on all parties to facilitate safe and speedy access. The FCO Minister for Africa also raised this with senior Ministers when he visited Juba in April. UK officials raise our concerns regularly with the parties in Juba and Addis Ababa.</p><p> </p><p> </p><p> </p><p>The UK is actively supporting work to help tackle the food security crisis and cholera. We are providing £16 million of funding to the World Food Programme (WFP) to help provide food aid or cash for around 160,000 people, and £8.3 million to the Food and Agriculture Organisation (FAO) to help provide livelihoods support for 40,000 households. To help counter the growing cholera epidemic our support through the United Nation's Children Fund (UNICEF - £4 million) will include funding for the UNICEF cholera response and for critical Water, Sanitation and Hygiene supplies.
