star this property answer text <br /><p>The UK is playing a leading role in the humanitarian response to the current instability in South Sudan. Through the Common Humanitarian Fund, the UK is financing emergency health and education provision for internally displaced persons and returning refugees, together with UN, US and Norway. We continue to monitor the situation closely and alongside our humanitarian support, we are playing an active role in the ongoing peace negotiations.</p><br /><p>In terms of our non-humanitarian health and education development programmes, these continue to operate in both the stable and conflict affected states of South Sudan. DFID is providing essential drugs, health worker salaries, and support for girls to complete secondary education as well as a range of other development programmes including skills training for out of school youth, and cash for public works and agricultural production.</p><br /><p>Regular dialogue and provision of technical assistance by DFID and other partners has resulted in the South Sudan government providing operational transfers to counties and grants to primary schools and healthcare centres in their 2015/16 budget, largely financed through oil revenues. Through an IMF Trust Fund, the UK, EU and Norway are helping the government to strengthen oil sector transparency, while UK supports South Sudan Customs Department to collect non-oil revenues.</p>

star this property answer text <p> </p><p>According to the latest update from the UN Office for the Coordination of Humanitarian Affairs (OCHA) on 15 June 2014, the cumulative number of verified Internally Displaced Persons (IDPs) in Darfur who have been displaced since January 2014 and have yet to return to their areas of origin is <strong>264,528</strong>. This figure is in addition to the estimated number of over 2 million people who, at the end of 2013, have been living in longer term displacement. It is not possible to determine retroactively the number of visits that have occurred over the past two years but DFID staff do travel regularly to Darfur. To date in 2014, there have been a total of six separate visits with a total of eight DFID staff participating, including two by the Head of DFID Sudan.</p><p> </p><p> </p><p> </p><p>DFID has provided support to a wide range of development and humanitarian organisations working in Darfur both directly and through different joint funds such as the Common Humanitarian Fund (CHF) and the Darfur Community Peace and Stability Fund (DCPSF). Direct funds go to organisations including the following: the World Food Programme, Catholic Relief Services, World Vision Sudan, Oxfam America, Norwegian Church Aid Sudan and United Methodist Committee on Relief. Organisations getting funding through the joint funds include agencies, funds and programmes of the United Nations, International Organisations, International Non-Governmental Organisations (INGOs) and National Non-Governmental Organisations (NNGOs).</p><p> </p>

star this property answer text <p> </p><p>The British Embassy in Juba has, alongside national and international partners, actively lobbied the Government of South Sudan on the Voluntary and Non-Governmental Humanitarian Organizations Bill currently before the South Sudan parliament. The United Kingdom wants to see proportionate and well-designed legislation that provides a clear legal framework within which citizens and civil society organisations can engage in humanitarian activity, enjoy freedom of association and engage in monitoring and accountability systems in accordance with democratic principles. star this property answer text <p>As reported in “Statistics on International Development 2017” (available at www.gov.uk) the UK’s humanitarian support to Nepal was £5 million in 2012, nothing in 2013 and 2014, £35.9 million in 2015 and £13.2 million in 2016. In 2016, the UK committed a further £83 million for Post-Earthquake Reconstruction (2016 – 2022). Although disrupted by the 2015 earthquake, we have maintained our commitment to healthcare and sustainable development over the period.</p><p> </p> more like this

star this property answer text <p>As with bilateral aid, multilateral aid is subject to robust scrutiny by the International Development Committee and the Independent Commission on Aid Impact (ICAI). For example, ICAI published a review on “How the Department for International Development (DFID) works with multilateral agencies to achieve impact”, in June 2015 and the International Development Committee published an interim report on “UK Aid - Allocation of resources”, in March 2016.</p><p>The Secretary of State has clearly stated her commitment to driving higher results and ensuring value for money and transparency from DFID’s multilateral partners. DFID has taken a strategic approach to scrutinising the impact of our investment in multilateral organisations through the Multilateral Aid Review, the latest review is due to be published soon. The UK is also an active member of the Multilateral Organisation Performance Assessment Network (MOPAN), which brings together 18 donor countries with a common interest in assessing multilateral effectiveness. MOPAN will commission its own assessments of multilateral organisations.</p>

star this property answer text <p>At the Conference on Supporting Syria and the Region being held in London on 4<sup>th</sup> February, we want the international community to agree a new goal that all Syrian refugee children and affected host country children are in education – formal school or non-formal – by the end of 2016/17. Equally, for inside Syria, it is our aim to increase access to good quality schooling or other learning opportunities such as self-learning and non-formal education. In neighbouring countries we will also increase access to vocational or skills training and higher education for children and youth.</p><p>At the Conference our ambition is that international donors, governments from countries in the region hosting refugees, non-governmental organisations and the private sector come together to agree a set of reciprocal financial and policy commitments. The UK and co-hosts are working with donors and other partners to secure increased funding for education under the UN-led appeals for 2016 and longer term, multi-year education funding commitments to ensure sustainability. We are also working with refugee hosting governments in particular to agree the policy commitments necessary to turn increased funding into delivery on the ground.</p>

star this property answer text <p>DFID and the Foreign and Commonwealth Office (FCO) make regular assessments of the economy of Nepal and its ability to attract Foreign Direct Investment (FDI), including from the UK. Analysis suggests that there is potential for FDI in areas such as hydropower, education and tourism. However, constraints to investment remain from poor transport, energy and urban infrastructure, and aspects of the regulatory environment. The UK is working with the Government of Nepal to address these barriers to growth.</p><p> </p><p>DFID, through its funding of Investment Board Nepal, helped to secure $1.2bn of investment for the new Arun 3 Hydropower project, which will double Nepal’s hydropower generation and energy exports to neighbouring countries. DFID funding supported the Nepal Tourism industry to recover following the 2015 earthquake, and has supported the construction of and marketing for the Great Himalayan Trails. Support has also been provided to approximately 250,000 small-scale entrepreneurs and farmers to significantly improve their business practices, for example through better management of crop diseases, and contributed to increased incomes.</p>

This support is provided on the basis of need, irrespective of race, religion or ethnicity, and in line with international humanitarian principles; it is not possible to provide figures on assistance specifically provided to Yezidis or other religious groups. star this property answer text <p>DFID has conducted a series of research studies on pastoralism, including on the effects of climate change and environmental stresses. Papers and reports from this research are published here: <a href="https://www.gov.uk/dfid-research-outputs?keywords=pastoralism+and+climate+change" target="_blank">https://www.gov.uk/dfid-research-outputs?keywords=pastoralism+and+climate+change</a>.</p><p>DFID has recently announced a new programme the “Supporting Pastoralism &amp; Agriculture in Recurrent &amp; Protracted Crises (SPARC)” programme (2020 - 2026) which aims to assist poor and vulnerable people to better cope with and build their resilience to climate change and recurring shocks, delivering evidence which will improve DFID programmes and policies supporting pastoral communities. The programme builds on a number of previous programmes which have focused on improving the resilience of pastoralist communities, including the Karamoja Resilience programme in Northern Uganda, and the Building Resilience and Adapting to Climate Extremes and Disasters (BRACED) programme in the Sahel.</p>
