We look forward to further engagement with this collaborative initiative and continue to support the work done under the ACT Accelerator to develop new vaccines, treatments and tests, and to accelerate global access to these essential health technologies for everyone. The UK has also long supported affordable and equitable access to essential medicines through our funding. We have committed over £313 million of UK aid to the Coalition for Epidemic Preparedness Innovations (CEPI), the COVID-19 Therapeutics Accelerator and the Foundation for Innovative New Diagnostics (FIND), supporting equitable access to COVID-19 medical technologies.</p><p>We are seeking additional detail from the World Health Organisation on how the COVID-19 Technology Access Pool (C-TAP) will fit into the wider global governance for development of COVID-19 medical technologies (including the ACT-Accelerator). The UK supports the work of the Medicines Patent Pool as an existing mechanism to facilitate pooling and IP sharing. We remain committed to collaborating with public and private partners on additional arrangements to support equitable and affordable access, including options for non-exclusive voluntary licensing. Nor does it mean the UK and EU have stopped working together to alleviate global poverty and tackle shared global challenges. The UK frequently works alongside a range of development partners where we have a shared common goal.</p><p>As a Member State, the UK spent approximately 10% of all Official Development Assistance (ODA) through the EU each year. Going forward we will be able to make our own decisions about where, when and how we invest that money. Ministers will take decisions on ODA funding through normal departmental processes and bids to the Spending Review, in line with the conclusions of the Integrated Review. The Government remains committed to the 0.7% ODA/GNI target.</p><p>We will also continue to ensure development and global prosperity are at the heart of UK trade and investment policy. For example, we will look to improving our trade preferences scheme to create more trading opportunities for around 70 developing countries. 	answer	answer is ministerial correction date of answer 15/07/2020 answer text <p>The UK’s global health work supports countries to build and maintain strong health systems and promote universal health coverage, to enable partner countries to tackle all the causes of ill health, including tropical diseases.</p><p>UK aid is invested in several major neglected tropical disease (NTD) programmes, which are focused on building systems to treat and prevent Guinea worm, schistosomiasis, onchocerciasis, visceral leishmaniasis, lymphatic filariasis, and trachoma. These diseases were identified based on a detailed analysis of the burden of the disease, the UK’s comparative advantage in the area, and the availability and cost effectiveness of treatment and prevention. Although leprosy is not a focus disease, activities relating to leprosy can be included if these can be delivered effectively in conjunction with activities relating to the focus diseases. However, we are providing technical support through the International Monetary Fund Caribbean Regional Technical Assistance Centre (CARTAC) to St. Kitts and Nevis to strengthen financial stress testing frameworks for the insurance sector. As the effects of the COVID-19 crisis play out, the impact on girls’ education is becoming increasingly clear. The UK’s response to the pandemic aims to tackle the preventative measures to girls returning to education by mitigating short term risks by focussing on safety, nutrition, wellbeing and learning whilst schools are closed; and supporting countries to protect and maintain education budgets in the longer term.</p><p>DFID is adapting its bilateral education programmes in 18 countries. The Global Partnership for Education, to which the UK is the largest donor, is flexing over £200 million to support education sector stability in response to the pandemic. Polio eradication is no exception and polio vaccination campaigns were paused in order to ensure the safety of health workers and communities.</p><p>During this pause, the Global Polio Eradication Initiative (GPEI) has pivoted effectively to respond to COVID-19. It has provided personal protective equipment, trained health workers, contributed to COVID-19 surveillance, and informed communities on prevention measures. This is a clear example of how the UK’s investment in the polio programme strengthens global health security systems more broadly.</p><p>GPEI has resumed vaccination campaigns in Africa and is due to start in Asia in the coming weeks. Two million children in Afghanistan and Pakistan are due to receive polio vaccines next week [20th July].</p><p>As a result of the pandemic, there is an increased risk of polio and other infectious disease outbreaks. As such, support for GPEI is more critical than ever. 	answer	answer is ministerial correction date of answer 06/07/2020 answer text <p>The reduction in nutrition-specific spend between 2017 and 2018 is the result of several standalone nutrition programmes coming to an end, with nutrition activities integrated into broader health investments.</p><p>Donor investments in nutrition-specific activities are currently tracked through the OECD DAC Creditor Reporting System using a single code: ‘basic nutrition’. Only programmes that are solely focused on nutrition appear in the Creditor Reporting System under the basic nutrition code. Over the past few years, we have actively promoted integration of nutrition services into health investments. However, this has meant that spend on nutrition-specific activities is reported against other health codes rather than basic nutrition.</p><p>Independent analysis of donor nutrition financing noted that – relative to other donors – DFID disburses a greater proportion of nutrition-specific aid through health codes other than basic nutrition. This was ascribed to us having a greater emphasis on addressing nutrition through integrated health programmes.</p><p>We remain committed to supporting the scale up of high-impact nutrition-specific services – including through our investments in the Power of Nutrition and through a new partnership with UNICEF.</p><p>We will also be applying the new OECD DAC policy marker for nutrition from 2020 onwards. Malnutrition undermines immune function putting children at greater risk of getting sick and dying. The indirect impacts of COVID-19 are expected to increase acute malnutrition by at least 10% resulting in at least an additional 90,000 child deaths. DFID teams have been provided with practical guidance on how to address malnutrition during the pandemic. This emphasises the need to maintain services to treat malnutrition and to support safe infant and young child feeding.
