star this property answer text <p>The UK has welcomed the Access to COVID-19 Tools (ACT) Accelerator since its launch on 24 April 2020. We look forward to further engagement with this collaborative arrangement and continue to support the work done under the ACT Accelerator to develop new vaccines, treatments and tests, and to accelerate global access to these essential health technologies for everyone. We are engaging with our international partners on the best ways to support equitable and affordable access to new innovations, and the UK is committed to collaborating with public and private partners in the UK and internationally. This includes exploring voluntary arrangements and approaches such as non-exclusive voluntary licensing, which promote affordable access for all while also providing incentives to create new inventions. We believe that a voluntary approach to intellectual property has advantages over mandatory approaches, and creates a sounder basis for long-lasting, beneficial relationships, and incentives to create new innovations.</p>

star this property answer text <p>The UK believes that a robust and fair intellectual property system is a key part of the innovation framework that allows economies to grow, while enabling society to benefit from knowledge and ideas. We have long supported affordable and equitable access to essential medicines, including in low and middle-income countries. We are committed to collaborating with public and private partners in the UK and internationally. This includes exploring voluntary arrangements and approaches that promote affordable access for all while also providing incentives to create new inventions, to accelerate development and equitable access in all countries and to ensure affordable health technologies for responding to COVID-19. There are a number of existing mechanisms that facilitate pooling and sharing intellectual property that could be expanded to cover COVID-19, such as the Medicines Patent Pool, which have the potential to provide a more efficient way forward than creating new mechanisms.</p> more like this

star this property answer text <p>The Government provides funding to the World Health Organisation (WHO) through a number of specific health programmes and through core funding. In the next 12 months, our core funding will support WHO deliver its 13<sup>th</sup> General Programme of Work that seeks to protect 1 billion people from health emergencies, provide 1 billion more people with access to universal health coverage, and enable 1 billion more people to live healthier lives. Our health programme support addresses specific UK priorities within the 13<sup>th</sup> General Programme of Work, for example, health systems strengthening, global health security and work to end the preventable deaths of mothers, children and new-borns.</p><p>The UK is the second largest Member State funder to WHO overall; this amount varies year upon year based on need – this was around 10% of WHO’s income over the last two years. The UK’s contribution to WHO for COVID-19 response is world-leading and will likely significantly increase UK’s share.</p>

star this property answer text <p>Around 1.3% of UK Official Development Assistance was delivered through the World Health Organisation in 2018 calendar year (latest period for which figures are available).</p><p>This reflects that WHO is a primarily technical and policy-focused agency and is one, important, aspect of the UK’s operational delivery of health and humanitarian programmes.</p><p>This percentage is likely to be higher for 2020 onwards due to the UK’s significant additional contribution to WHO for the COVID-19 response (an additional £75 million committed specifically for COVID-19 on top of existing programming, for 2020).</p> more like this

star this property answer text <p>DFID expects WHO’s Health Emergencies Programme (WHE), established in 2016, to continuously improve and develop its critical work.</p><p>As an example, in our annual reviews of performance, we have noted the need for WHE to continue to develop its capabilities around human resources – to ensure it can get the right people, in the right place at the right time.</p><p>Any review of WHE’s should come after the world has successfully addressed the COVID-19 pandemic and should consider the whole global response across countries and the international system, as well as WHO. star this property answer text <p>The UK is a key donor to the World Health Organisation (WHO) and have already contributed £75 million to help the organisation lead international efforts to stop the spread of COVID-19 and end the pandemic, including: global coordination; planning for country level preparedness and response; global procurement and supply; the science and research and development agenda; and communications. This £75 million is going towards the WHO’s COVID-19 Strategic Preparedness and Response Plan (SPRP) and includes £10 million to the flash WHO appeal announced in February and March 2020 and a further £65 million for the SPRP was announced in April 2020. The SPRP outlines the public health measures that need to be taken to support countries to prepare for and respond to COVID-19. Funding that is provided to countries is allocated to NGOs when and as needed based on the individual country context. This funding will be spent this calendar year. The UK’s funding for the WHO is based on our assessment of the organisation’s needs and we continue to keep this under review.</p><p>Non-Governmental Organisations (NGOs) and civil society organisations are key partners for DFID in responding to the unprecedented challenges arising from COVID-19. We know that in many places NGOs will be best placed to meet the needs of those most vulnerable and at risk. CSO including NGOs and charities deliver roughly one quarter of DFID programmes around the world. A total of 40 charities and NGOs will receive funding from DFID’s £20 million humanitarian support package or the £100 million global hygiene partnership with Unilever. NGOs are also receiving £24 million of extra funding through the DFID COVID-19 Hygiene and Behaviour Change Coalition.</p>

The UK has also long supported affordable and equitable access to essential medicines through our funding. We have committed over £313 million of UK aid to the Coalition for Epidemic Preparedness Innovations (CEPI), the COVID-19 Therapeutics Accelerator and the Foundation for Innovative New Diagnostics (FIND), supporting equitable access to COVID-19 medical technologies.</p><p>We are seeking additional detail from the World Health Organisation on how the COVID-19 Technology Access Pool (C-TAP) will fit into the wider global governance for development of COVID-19 medical technologies (including the ACT-Accelerator). The UK supports the work of the Medicines Patent Pool as an existing mechanism to facilitate pooling and IP sharing. We remain committed to collaborating with public and private partners on additional arrangements to support equitable and affordable access, including options for non-exclusive voluntary licensing. We believe that a voluntary approach to intellectual property has advantages over mandatory approaches, and creates a sounder basis for long-lasting, beneficial relationships, and incentives to create new much-needed innovations.</p>

star this property answer text <p>It is estimated that there are just over 11,600 older people from Commonwealth or former Commonwealth countries who served in the British Armed Forces prior to their countries gaining independence. Of this number, it is known that around 6,200 are living in absolute poverty.</p><p>Through the Commonwealth Veteran’s Programme, DFID provides regular cash transfers to Commonwealth veterans and their widows and widowers in 29 countries to ensure they receive the equivalent of two healthy meals a day to prevent them from going hungry.</p> more like this
