In addition UK will continue to focus on poverty reduction, humanitarian assistance including helping people to cope with pre-existing drought and economic crisis.</p><p> </p><p>In addition to the recently announced humanitarian assistance, UK Aid operates an extensive programme in Zimbabwe, working to support the poorest and most vulnerable as well as at the same time helping lay the foundations for a more prosperous, peaceful and democratic Zimbabwe, driving growth and poverty reduction. 	answer	answer is ministerial correction date of answer 19/01/2018 answer text <p>We welcomed President Kiir’s November decree calling for unhindered humanitarian access. However, data from the UN Office for the Coordination of Humanitarian Affairs (OCHA) shows that humanitarian aid continues to be obstructed by all parties to the conflict, including the Government of South Sudan. Challenges including levels of violence, physical obstructions to aid delivery and bureaucratic blockages still exist, despite the decree. OCHA reported that, in December 2017 alone, 111 incidents occurred where aid was obstructed, which indicates that the number of incidents has not reduced and that there has been no improvement in access since the decree. The Strategic Dialogue provides an important platform to raise issues of bilateral interest between the UK and Sudan. Key achievements of our phased engagement so far include influencing the Sudanese decision to open a humanitarian corridor to famine-hit areas of South Sudan, joint work on migration projects, and a commitment to engage on economic reform. 	answer	answer is ministerial correction date of answer 04/07/2018 answer text <p>The Sanctions and Anti-Money Laundering Act provides the power for the UK to impose sanctions regimes after the UK has left the EU, including against individuals involved in gross human rights abuses via the so-called Magnitsky clauses.</p><p>The UK is committed to promoting peace and strengthening human rights in South Sudan, and to holding to account those responsible for the worst violations. The UK currently has a range of powers that we use to sanction individuals flowing from the European Communities Act. This includes the power to sanction individuals for human rights abuses, which we deploy regularly to protect national security. 	answer	answer is ministerial correction date of answer 04/07/2018 answer text <p>Through sustained bilateral engagement by myself and senior officials across the region, the British Government is urging InterGovernmental Authority on Deveoplment (IGAD) member states and African Union leaders to take action against those who have violated the Cessation of Hostilities Agreement.</p><p>We welcome the renewed commitment by the parties in the Khartoum Declaration to a permanent ceasefire. Both the region and the parties to the conflict must ensure that the agreement is implemented in full and without delay, and that it is robustly and independently monitored. However, the new ceasefire does not negate the need to respond to the continued and repeated violations of the December 2017 Cessation of Hostilities Agreement.
