The Nicaraguan government also broke off diplomatic relations with the Netherlands on 30 September. The ongoing deterioration of political and human rights in Nicaragua is a very serious matter, and we regularly underline our concerns directly with the Nicaraguan government and in multilateral fora. Under the Nicaragua Sanctions regime, we have imposed travel bans and asset freezes on several senior regime figures, including the Vice President, two Directors General of the National Police and the President of the National Assembly. The UK Embassy in Brazil regularly engages with government departments, indigenous leaders and civil society organisations in Brazil to discuss indigenous rights and raise our concerns about the security and human rights situation in the Amazon.</p><p>Earlier this month, FCDO officials in London met with Olimpio Guajajara, a leader of the Guardiões da Floresta collective, who spoke of the devastating impact of illegal logging and deforestation on his community.</p><p>Following the deaths of Dom Phillips and Bruno Pereira, the Brazilian Senate published a report which recognises the escalating security situation in the Amazon. Whilst the former Foreign Secretary has not discussed this specific case with the Mexican Foreign Minister, we continue to engage regularly with Mexican authorities at ministerial, official, and state level on a range of human rights issues in Mexico, including media freedom. Mexico's agreement to establish a bilateral human rights dialogue is a welcome step and, Minister Ford discussed human rights with the Mexican Deputy Foreign Minister in June. We work closely with civil society organisations on understanding and reducing the risks faced by journalists and human rights defenders. The World Health Organisation (WHO) recommendation in October 2021 for the use of the new Mosquirix (RTS,S) vaccine for the prevention of plasmodium falciparum malaria in children living in Sub Saharan Africa and in other regions with moderate to high transmission is a significant milestone.</p><p>Other cost-effective and proven malaria interventions must continue alongside the roll out of any vaccine to ensure high levels of protection against the disease. The UK is committed to tackling malaria, which is closely linked to our ambition to end preventable deaths of mothers, babies and newborns. In 2016, this related to 72% of reported accidents that took place on local roads in England.</p><p> </p><p>By way of context, cycling in England has increased over the time period in question, rising from 3.7 billion kilometres in 2007 to 5.0 billion kilometres in 2016.</p><p> </p><p>It should be noted that contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene.</p><p> </p><p>Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included.
