In the financial &amp; insurance activities sector, the overall gender pay gap is (including both part time and full time workers) down from 44.3% in 2011 to 40.2% in 2014. However, the sector still has a completely unacceptable pay gap of around twice the national average, so more needs to be done. We are strongly encouraging more girls to consider maths and science-related careers through the “Your Life” initiative. Women in the sector will also benefit from the many other measures we are taking to drive the pay gap down further, including extending flexible working to all employees; introducing Shared Parental Leave; and bringing in new childcare tax provisions. We are also providing free software to companies for them to calculate any pay gaps and to analyse the causes of them.</p><p> </p><p> </p><p>The UK takes a voluntary approach increasing the numbers of women on boards. We are making progress with the Lord Davies business-led initiative to achieve 25% women on boards by 2015 and have moved from 12.5% to nearly 23% of women on the boards of the top 100 companies since 2011. For the first time, every board of Britain’s top 100 companies has at least one woman. These will be give young people the skills, qualifications and self-discipline needed to turn their back on crime and become productive members of society.</p><p> </p><p>In addition, a competition is underway for new contracts which will aim to more than double the number of hours young people in Young Offenders Institutions spend in education each week.</p><p> </p><p>Evidence relating to education in custody has been included in recent publications by the Ministry of Justice and Youth Justice Board (YJB). 	answer	answer is ministerial correction date of answer 27/11/2014 answer text <p /> <p>The National Offender Management Service (NOMS) will not tolerate violence of any kind in prisons and takes any instance extremely seriously. It insists on respectful and decent behaviour from staff, prisoners and others with whom we work. Where discrimination, harassment or bullying, either homophobic or for any other reason occurs, we take prompt and appropriate action. All violence (including bullying, victimisation and harassment), is dealt with quickly and robustly, with serious incidents referred to the police for prosecution.</p><p> </p><p>Current policy contained in Prison Service Instruction (PSI) 64/2011 states that every verbal or physical act of violence must be challenged, and this includes bullying. The National Offender Management Service works closely with schemes such as the Shannon Trust reading network, which includes peer mentoring to improve reading levels.</p><p> </p><p>The Howard League for Penal Reform, English PEN and Liberty have made representations concerning prisoner access to books. There have been no changes in the availability of books in prisons. Every prison has a library, to which every prisoner has access. As part of this, reducing the incidence of suicide is a key priority. Our recent White Paper sets out the specific steps that we are taking to improve safety. They include investing over £100m to recruit an additional 2,500 staff across the estate by the end of 2018. The National Offender Management Service has launched a suicide and self-harm reduction project, led by an experienced prison governor, which is driving work in this area. This includes implementing the recommendations of a review of the Assessment, Care in Custody and Teamwork (ACCT) process, the multi-disciplinary case management process that is the main tool for managing prisoners at risk of suicide and self-harm. Providing the right intervention and treatment is vital to improving the outcomes for people who are in distress, and all prisons have established procedures in place to identify, manage and support people at risk of suicide or self-harm. But we recognise that more can be done. That is why we have invested in specialist mental health training for prison officers and allocated more funding for prison safety. In addition, approximately 10,000 girls aged under 15 who have migrated to England and Wales are likely to have suffered FGM. <br><br>The full report, with data disaggregated to a local level, will be released in the new year.<br><br>In addition, since April 2014 NHS staff have been required to record in a patient’s healthcare record whenever it is identified that the patient has <br>suffered FGM. We have legislation in place to protect people from hostility, hatred and violence.<br><br>In May, we published our refreshed cross-Government hate crime action plan—Challenge it, Report it, Stop it, setting out the progress we have made and further steps we will take to address the issue. Specific actions to tackle anti-Muslim hatred include supporting educational workshops for young people, running a series of regional roadshows across the country to engage with communities, and publishing new hate crime guidance for police officers which provides advice on dealing with anti-Muslim hatred.<br><br>We also continue to support the work of cross-government Anti-Muslim Hatred Working Group, which includes community representatives, to identify what more can be done to prevent anti-Muslim hatred, and respond to any emerging issues.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.<br><br>The Home Office does not disaggregate religious hate crime by religion. We have legislation in place to protect people from hostility, hatred and violence.<br><br>In May, we published our refreshed cross-Government hate crime action plan—Challenge it, Report it, Stop it, setting out the progress we have made and further steps we will take to address the issue. Specific actions to tackle anti-Muslim hatred include supporting educational workshops for young people, running a series of regional roadshows across the country to engage with communities, and publishing new hate crime guidance for police officers which provides advice on dealing with anti-Muslim hatred.<br><br>We also continue to support the work of cross-government Anti-Muslim Hatred Working Group, which includes community representatives, to identify what more can be done to prevent anti-Muslim hatred, and respond to any emerging issues.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.<br><br>The Home Office does not disaggregate religious hate crime by religion. We only hold recorded hate crime data at the police force area level and for the previous three years. This helps ensure that counter-narcotics assistance provided to countries which retain the death penalty is congruent with UK human rights principles. The Government strongly opposes the use of the death penalty in all circumstances. We are committed to treating all those who seek asylum with dignity and respect, including women and girls whose fear is based on gender related persecution, such as sexual violence in conflict situations. We provide accommodation and other support that ensure asylum seekers are not destitute while their claim is considered. The Home Office liaises closely with corporate partners on gender related issues, including active involvement in the wider Home Office strategy to tackle violence against women and girls (VAWG). We have developed an asylum gender action plan and have made good progress in improving the asylum process for women. We work closely with local authorities, children’s services and other agencies to ensure that asylum seeking children receive appropriate support and care. Local authorities, who lead on child protection, have a statutory duty under the Children Act to ensure that they safeguard and promote the welfare of all children, regardless of their immigration status or nationality. 	answer	answer is ministerial correction date of answer 12/02/2016 answer text <p>Any migrant death is a tragedy and the international community must act to reduce the likelihood of more migrants losing their lives in this way or falling victim to smuggling and trafficking.</p><p>The Government believes it is better to prioritise interventions upstream in countries of origin and transit in ways that reduce the need of migrants to leave their country of origin or move on from a safe third country. The UK is at the forefront of the response to the crisis in Syria and the region. On 4 February 2016, the Prime Minister announced that the UK will more than double our total pledge to the Syria crisis from £1.12 billion to over £2.3 billion. This is our largest ever response to a single humanitarian crisis.</p><p>Furthermore, more than $11 billion was pledged at the Supporting Syria Conference the UK co-hosted in London on 4th February, the largest amount raised in one day for a humanitarian crisis. The international community has pledged nearly $6 billion for 2016; with a further $5 billion for the coming years until 2020.</p><p>However, for those individuals who cannot be supported in the region, the UK operates three resettlement programmes: Gateway, Mandate and the Syrian Resettlement Scheme. The Government takes Organised Immigration Crime very seriously – we are working to smash the criminal gangs that are fuelling this terrible trade in people. In June 2015 the Prime Minister announced the creation of the Organised Immigration Crime Taskforce bringing together officers from the NCA, Border Force, Immigration Enforcement and the Crown Prosecution Service. The Taskforce was subsequently expanded in November 2015 to more than 100 officers, and has had its funding extended until 2020. The Government values the intelligence-led approach to tackling Organised Immigration Crime Europol helps to facilitate, including through Joint Operational Team Mare, and welcomes the launch by Europol on 22 February 2016 of the new European Migrant Smuggling Centre which will proactively support EU Member States in dismantling criminal networks involved in organised migrant smuggling. 	answer	answer is ministerial correction date of answer 22/12/2016 answer text <p>We continue to work closely with local authorities, the Department for Education, the Local Government Association, non-governmental organisations, and other Government departments to ensure the safety and wellbeing of the children transferred from France to the UK. The Government recently announced its intention to publish a Safeguarding Strategy which will bring together a number of strands of ongoing work and develop a more holistic, robust and evidence-based strategy to supporting these vulnerable children.</p><p>Children transferred to the UK were assessed on arrival by Home Office officials who are trained to identify indicators of human trafficking and modern slavery. Under the Dublin Regulation, safeguarding checks are conducted ahead of the children being reunited with their relatives.</p><p>The Government takes its responsibilities towards all vulnerable children extremely seriously. Since 10 October, we have transferred over 750 children from France. The current phase has been concluded. 	answer	answer is ministerial correction date of answer 02/05/2018 answer text <p>In accordance with section 67 of the Immigration Act 2016, the Government conducted a comprehensive consultation with local authorities across the UK in 2016 to assess capacity for the care of unaccompanied children. Following the consultation, the Government set the specified number for section 67 at 480. This is a one-off commitment. On 2 November the High Court confirmed that the Government’s approach to implementing section 67 was lawful.</p><p> </p><p>The Government maintains a continual dialogue with local authorities and Strategic Migration Partnerships. We welcome all offers from local authorities with capacity to look after unaccompanied asylum seeking children and will continue to utilise these offers to fulfil all of our existing commitments, including ensuring a more equal allocation of unaccompanied children across the country through the National Transfer Scheme.</p><p> </p><p>The Government is fully committed to transferring 480 unaccompanied children from Europe under section 67 of the Immigration Act 2016 (the ‘Dubs Amendment’). Over 200 unaccompanied children have arrived in the UK under section 67 of the Immigration Act 2016. Children have been transferred this year from France under section 67 and transfers are ongoing. On 10 March, the Government published the basis on which further transfers under section 67 will take place:</p><p> </p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/632633/Dubs_policy_statement_-_update.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/632633/Dubs_policy_statement_-_update.pdf</a>.</p><p> </p><p>To be eligible, children need to have been present in Europe before 20 March 2016, and it be determined, following individual assessment, that it would be in their best interests to be transferred to the UK.</p><p> </p><p>It is for participating Member States to refer children; there is no process for children to lodge an application for consideration under section 67. Member States have been asked to prioritise those likely to qualify for refugee status and the most vulnerable. Vulnerability may include, but is not restricted to UNHCR’s <em>Children at Risk </em>individual risk factors. These risk factors include: child victims of trafficking and sexual abuse; survivors of torture; survivors of violence; and, children with mental or physical disabilities.</p><p> </p><p>The primary responsibility for unaccompanied children with the authorities of the Member State in which they are present.
