	answer	answer is ministerial correction date of answer 14/05/2024 answer text <p>We all remember vividly where we were when we heard the news of that awful atrocity in August 1998, and I pay tribute to Michael Gallagher and the other Omagh families who have pursued their case with great dignity and tenacity.</p><p> </p><p>The Government is doing everything in its power to ensure that the Omagh Bombing Inquiry, under the expert guidance of Lord Turnbull, provides answers. Along with the significant powers provided to it under the Inquiries Act 2005, the Inquiry will need the cooperation of Irish agencies to be as effective as possible.</p><p> </p><p>I raised this directly with the Irish Foreign Minister and Tánaiste at the British-Irish Intergovernmental Conference on Monday 29 April, and I am pleased that he committed to full Irish Government co-operation with the Omagh bombing inquiry. The Government’s focus is on ensuring that the inquiry has every chance of success, and the Irish Government’s role in that is crucial.</p><p> </p><p>At the last two British-Irish Intergovernmental Conferences, the Secretary of State and I pressed the Irish Government to cooperate fully with both the Omagh inquiry and the Independent Commission for Reconciliation and Information Recovery to provide information for victims and families who desire it. The coroner in the Kingsmill Inquest found, “the border between Northern Ireland and Ireland was “exploited by terrorists” and allowed for “… planning, training, organisation, weapons storage and retreat at a safe physical and legal distance from the authorities that would be faced with investigating terrorist acts in Northern Ireland”.</p><p> </p><p>It is clear that, for many families, effective information recovery will also require the cooperation of the Irish Government and its agencies. 	answer	answer is ministerial correction date of answer 14/05/2024 answer text <p>The Kingsmill massacre is an appalling example of the pain and suffering inflicted by the Provisional IRA during the Troubles. The families have fought for many decades to get information and accountability from those responsible. The Government hopes that the findings delivered by the coroner have brought some form of comfort to the families affected.</p><p> </p><p>The coroner, in his findings, expressed gratitude for the assistance the inquest received from the Irish authorities. It is the Government’s view, however, that such cooperation should not be limited to high-profile cases. It is disappointing that the Irish Government has, to date, declined to commit to cooperating with the new Independent Commission for Reconciliation &amp; Information Recovery to help facilitate the provision of information to families who request it. This was set out in June 2023 in the Creative Industries Sector Vision, which was accompanied by £77 million of new funding to support the sector’s growth. This is on top of a range of tax reliefs introduced or expanded since 2007 covering film, television, animation, video games, orchestras, theatres and more.</p><p>His Majesty’s Government is working across Departments to develop an approach on artificial intelligence and copyright which allows this technology and the creative industries - including video games - to grow in partnership.</p><p>The Sector Vision includes an objective to increase public and private investment in creative industries’ innovation, contributing to the UK increasing its research and development (R&amp;D) expenditure to drive R&amp;D-led innovation. In the 2023 Autumn Statement, Her Majesty’s Treasury also announced a DCMS-led review on public investment in R&amp;D spending for the creative industries.</p><p>The Sector Vision is supported by £310 million in Government spending, including the following support for AI innovation across the creative industries, including video games:</p><ul><li><p>£76.5 million CoSTAR programme - an infrastructure network for world-class R&amp;D in screen and performance technology. The new national network of five CoSTAR Labs includes the Realtime Lab in Dundee which will bring together local video games development expertise with academic expertise in R&amp;D and AI at Abertay University and the University of Edinburgh.</p></li><li><p>£50 million Creative Clusters programme - joining up academics with business in the creative sector to drive innovation and research to improve growth.</p></li><li><p>£30 million Creative Catalyst programme - delivering small scale innovation funding to creative businesses.</p></li></ul><p>In the <a href="https://www.gov.uk/government/publications/uk-innovation-strategy-leading-the-future-by-creating-it" target="_blank">UK Innovation Strategy</a> the creative industries, including video games, are identified as critical to the government’s ambition to make the UK a global hub for innovation, engaging in innovation at a higher rate than other sectors and more productive than the UK average. As formal delegation of specialised services to integrated care boards (ICBs) begins from 1 April 2024, all spend on commissioning these services in previous years has been the responsibility of NHS England, and not the ICBs. For 2024/25, NHS England is delegating £5.3 billion of commissioning resource to ICBs in the three regions, where delegation will begin from April 2024. This figure excludes high-cost drugs and devices spend.</p><p>The nine joint committee arrangements arose from a robust process, which included a readiness assessment, the Pre-Delegation Assessment Framework, made between the ICBs and NHS England regional teams, followed by a National Moderation Panel, and final decision taken by the NHS England Board. There is a comprehensive programme structure in place to support the ICBs in the four regions that are working towards delegation in April 2025, to support them in being ready to take on the responsibilities. NHS England is continuing to work alongside ICBs to ensure that delegation agreements are in place, including ensuring appropriate collaborative arrangements are developed to support ICB commissioning of specialised services. These arrangements will be monitored by NHS England through its assurance processes for specialised services.</p><p>A webinar series for commissioning staff, including colleagues in ICBs, was delivered in 2023 across different aspects of specialised services, and there are additional webinars planned in 2024. There has been, and will continue to be, local engagement between regional commissioning teams and ICB teams, as the future operating model is co-developed. A suite of support materials has been shared with teams and continues to be updated. As examples, these include: Commissioning Change Management Business Rules; Finance and Accounting Standard Operating Procedure; and the Contracting Standard Operating Procedure.</p><p>NHS England develops services specification and clinical policies through its Clinical Reference Groups. There are 250 published service specifications which include clinical pathway, quality, and other relevant standards, which are specific to the clinical service. Regional commissioning teams, overseen by the statutory joint committees, are responsible for implementing the specifications in their commissioning of services, along with assessing compliance against national standards. We are taking significant and wide-ranging action to drive improvements to air quality, as set out in the Department for Environment, Food and Rural Affairs’ Environmental Improvement Plan. The United Kingdom Health Security Agency’s (UKHSA) Cleaner Air Programme also aims to help reduce people’s exposure to air pollution, tackle disparities in exposure, and improve outcomes for all, including through increasing the evidence base and improving awareness and understanding of the health impacts of air pollution.
