star this property answer text <p>The Airports National Policy Statement (NPS) was designated on 26 <del class="ministerial">July</del> <ins class="ministerial">June</ins> 2018, paving the way for a development consent application. As part of the development of the Airports NPS, an Appraisal of Sustainability was undertaken which included analysis of surface impacts for all three options shortlisted by the Airports Commission.</p><p> </p><p>As part of the surface access requirements in the Airports NPS, the Government has specified that any applicant for development consent must submit a surface access strategy as part of their application.</p><p> </p> more like this

star this property answer text <p>The Department for Transport receives representations from a variety of organisations, including the Local Government Association and local highway authorities, regarding funding for local highways maintenance. Ministers have met the Local Government Association to discuss a range of issues including highways maintenance.</p><p>The responsibility for local highways maintenance in London, including repairing potholes, is a devolved matter and therefore falls to Transport for London and the London Boroughs. star this property answer text <p>The Government’s position on surface access for airports is that developers should pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>Through the Aviation Strategy the government is reviewing the effectiveness of the current policy and guidance, and considering how co-ordination between government processes for transport access improvements and airport plans may be improved.</p> more like this

star this property answer text <p>All United Kingdom commercial helicopter operators require an Air Operator Certificate (AOC) issued by the Civil Aviation Authority. The requirements for the granting of an AOC are set out in legislation, and are concerned with an operator’s ability to fulfil their responsibilities for safety. This approval process is not designed to take into account the environmental effect of individual flights. It would not be possible to take the views of affected residents into account because the AOC is not based on specific flying routes. Affected people with concerns over airspace or environmental effects, can inform the CAA using the <a href="http://www.caa.co.uk/default.aspx?catid=810&amp;pagetype=90" target="_blank">Airspace Use Report (FCS 1521) form</a> which can be downloaded from its website.</p><p> </p> more like this

star this property answer text <p>The Government already advises motorcyclists to wear high visibility clothing - Rules 86 and 87 of the Highway Code includes the advice to “wear a light or brightly coloured helmet and fluorescent clothing or strips, in daylight” and “wear reflective clothing or strips to improve your visibility in the dark”.</p><p> </p><p>The Government has no plans to bring forward proposals to make compulsory the use of reflective or fluorescent clothing for motorcyclists.</p> more like this

star this property answer text <p>The Government has provided specific guidance to every operator of a public service vehicle on the importance of safety and to ensure that tyres are correctly maintained and their condition routinely monitored. They are also advised not to use tyres of 10-years of age or more on the steering axle of a bus or coach. This guidance has been reinforced during vehicle inspections by the Driver and Vehicle Standards Agency.</p><p> </p><p>Ensuring compliance with the guidance is important and the Government made clear that it has not ruled out further measures.</p> more like this

star this property answer text <p>The guidance issued by the Department for Transport concerning the use of older tyres continues to be implemented into the maintenance regime of the bus and coach fleet. Official analysis suggests it has been effective. Out of 28,524 roadworthiness inspections conducted by the Driver and Vehicle Standards Agency, the Agency found that approximately 0.23% of vehicles failed to meet the legal minimum requirements for tyres, and approximately 0.03% had tyres older than 10 years.</p><p> </p><p>The Department for Transport has also discussed with a Traffic Commissioner and the Driver and Vehicle Standards Agency how to reinforce the advice provided to vehicle operators in relation to the age of tyres. Enhanced procedures are expected be in place shortly.</p><p> </p><p>Separately, as previously announced to the House, a programme of research is underway that will report at the beginning of 2019. This research should provide a deeper understanding of the effect of age on the various materials used in tyre construction. The Government does not rule out further measures once this evidence is available.</p><p> </p><p>A response to the Honourable Member’s letter had been held by officials in draft pending review of recent evidence, and I apologise for the delay. I have now written to the Honourable Gentleman separately setting out in more detail what the Department has done to address these issues.</p><p> </p>
