answer text
As explained by the International Trade Secretary on 7 July 2020, all of the allegations recorded on the Tracker have been subject to detailed analysis by reference to the relevant principles of International Humanitarian Law (IHL) and in the light of all the information and intelligence available. An evaluation has then been made, in respect of each incident, whether it is possible that it constitutes a breach of IHL or whether it is unlikely that it represents a breach. The assessment of whether it is possible that an incident constituted a breach of IHL uses all available sources of information, including some that are necessarily confidential and sensitive. We are therefore not able to go into the details of individual assessments.

more like this

Sir John concluded that a separate Star for the Arctic was warranted on the basis that this comprised a distinct theatre of war in its own right, and his recommendation of the award of a bespoke campaign medal brought Arctic convoy veterans into line with awards for other distinct campaigns, such as the Africa and Italy Stars.
more like this

Sir John concluded that Bomber Command had been treated inconsistently with those who served in the Battle of Britain, and his recommendation of the award of a clasp to Bomber Command air crew brought them into line with Fighter Command veterans, who were awarded a Battle of Britain clasp to the 1939-45 Star.
more like this

answer text
The UK is at the forefront of international discussions on the use of explosive weapons with wide area effects in populated areas. Officials contributed extensively to the Vienna Conference on Protection of Civilians in Urban Warfare in October 2019, in which steps towards a political declaration were taken. The next round of negotiations will take place in Geneva in February 2020 and we will take an active role in those discussions in order to ensure humanitarian concerns are balanced against operational realities. In the UK's experience, support and assistance to victims of conflict is best provided through integrated social and economic development programmes in affected countries.
more like this

answer text
45 Watchkeeper airframes were in service as at 23 July 2020. 13 have flown in the past 12 months and 23 have been in storage for longer than 12 months. Of those flying, 10 have been operated by the Army from Akrotiri in Cyprus and Boscombe Down in Wiltshire, three have been used for test and evaluation. The airframes in storage are held at specific, graduated, levels of readiness. This is commensurate with practices used on other Defence capabilities and assets.

more like this

answer text
The National Shipbuilding Strategy Refresh reiterates the Ministry of Defence (MOD) shipbuilding procurement policy set out in the Defence and Security Industrial Strategy (DSIS). This states that the procurement approach for each class of ship will be determined on a case-by-case basis. As well as considering the specific capability requirements, the MOD will consider the long-term UK industrial impact of different options, including delivering value for money for the overall programme and maintaining the key UK industrial capabilities required for operational independence.

The MOD is clear that for national security reasons, the UK needs to maintain a shipbuilding enterprise.

Across all parts of the Government's 30 Year Cross-Government Shipbuilding Pipeline, the National Shipbuilding Office will seek to maximise the opportunity for UK industry, within our international and legal obligations. This is not limited to naval vessels; the pipeline includes vessels of all types, sizes and complexity, creating a baseline of volume to encourage industry investment in facilities, infrastructure, innovation and skills.
