The July 2019 “<em>A New Deal for Renting</em>” consultation included a question on student accommodation. 19,697 consultation responses in total were received from a range of individuals and, since then, the Government has undertaken extensive stakeholder engagement. star this property answer text <p>Local authorities have a statutory duty to provide temporary accommodation for households owed the main homelessness duty until suitable long-term accommodation can be offered to them. They must ensure temporary accommodation is suitable in relation to the applicant and to all members of their household who normally reside with them, or who might reasonably be expected to reside with them, and there is a right of appeal.</p><p>Housing authorities should, as a minimum, ensure that all temporary accommodation is free of Category 1 hazards as identified by the Housing Health and Safety Rating System (HHSRS). We have given local authorities very strong powers to take enforcement action when they identify seriously hazardous conditions, including the power to issue heavy fines. Consideration of whether accommodation is suitable will require an assessment of all aspects of the accommodation in the light of the relevant needs, requirements and circumstances of the homeless person and their household.</p>

star this property answer text <p>There were 237,340 long-term vacant dwellings in England on 4 October 2021, a decrease of 31,045 (11.6%) from 268,385 on 5 October 2020.  The data is published annually with the next publication scheduled for March 2023.</p><p>In this dataset, long-term vacant dwellings are defined as properties liable for council tax that have been empty for more than six months and that are not subject to Empty Homes Discount class D or empty due to specific flooding events.</p> more like this

star this property answer text <p>The Government is committed to creating a more transparent housing system that works for everyone. We have brought forward legislation that sets ground rents on newly created leases to zero through the Leasehold Reform (Ground Rent) Act 2022, which came into force on 30 June 2022. <br> <br> We understand the difficulties some existing leaseholders face with high and escalating ground rents. This is why we asked the Competition and Markets Authority (CMA) to investigate potential mis-selling of homes and unfair terms in the leasehold sector. <br> <br> The CMA have secured commitments benefiting over 20,000 leaseholders, including commitments to return doubling ground rent terms to original rates. These settlements will help to free thousands more leaseholders from unreasonable ground rent increases. The CMA continue to engage with a number of firms and we urge other developers to follow suit.</p> more like this

Once established, Green Belt boundaries should only be altered where exceptional circumstances are fully evidenced and justified, through the preparation or updating of plans. Before concluding that exceptional circumstances exist to justify changes to Green Belt boundaries, the relevant authority should be able to demonstrate that it has examined fully all other reasonable options for meeting its identified need for development. Local plans should be shaped by early, proportionate and effective engagement between plan makers and communities.</p> more like this
