	answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>All establishments holding young offenders (either “young adults”, who are aged 18-21, or “young people”, who are aged 15 to 17) are designated as young offender institutions. In 2017 there were three self-inflicted deaths of young adults, and no self-inflicted deaths of young people.</p><p> </p><p>There are no ‘juvenile wings of prisons’, as any site with a population that includes both adults and young people is designated as both a prison and a young offender institution. The only such establishment in the estate at this time is HMP/YOI Parc, where there were no self-inflicted deaths of young people (or of adults) in 2017.</p><p> </p><p>The safety and welfare of every young person in custody is our priority. That is why we are already investing in more front-line staff and building on our reforms to youth custody. We are expanding front-line staff capacity in public-sector YOIs by 20%, equating to over 120 new recruits. This can be found here in the supplementary tables Annex E; <a href="https://www.gov.uk/government/statistics/youth-justice-statistics-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/youth-justice-statistics-2017-to-2018</a>. However, as many establishments are designated as both prisons and young offender institutions, this does not reveal how many of the deaths were of young offenders.</p><p> </p><p>The number of self-inflicted deaths by age can be seen in table 1.6 of the same spreadsheet.</p><p>There were three self-inflicted deaths of young offenders aged 18 to 21 in 2017, the lowest number since 2012, and there have been no self-inflicted deaths of young offenders aged 15 to 17 since 2012.</p><p> </p><p>The Government takes very seriously its responsibility to keep prisoners safe, and we are committed to reducing the incidence of self-inflicted deaths and self-harm across the estate. The UN’s 2019 humanitarian appeal for Yemen is the largest in the world at $4.2 billion. The Geneva Pledging Conference in February of this year saw $2.6 billion pledged, approximately 20% of which has been disbursed to date.</p><p> </p><p>The UK is actively engaging with other large donors to encourage the rapid disbursement of funding to the UN to enable it to cover urgent needs.</p><p> </p><p>The UK has also brought forward funding and we will have disbursed over half of our £200 million pledge for this financial year (2019/2020) by the beginning of June. This included funds for UNICEF to respond rapidly to a spike in cholera. This was the third largest amount pledged at the UN 2019 Yemen Pledging conference and brings the total UK commitment to Yemen to £770 million since the conflict began in 2015.</p><p> </p><p>We are encouraging other large donors to disburse promptly and are confident that if this happens the UN and NGOs will be able to deliver a strong humanitarian response. The Geneva Pledging Conference in February of this year saw $2.6 billion pledged, approximately 20% of which has been disbursed to date.</p><p> </p><p>The UK has brought forward funding to cover urgent UN funding gaps and will have disbursed over half of our £200 million funding by the beginning of June. 	answer	answer is ministerial correction date of answer 19/03/2019 answer text <p>Sentencing is a matter for our independent courts, who take into account all circumstances of the case, including any aggravating and mitigating factors. We are clear that sentencing must match the severity of a crime.</p><p> </p><p>However, sentences should also rehabilitate. There is persuasive evidence showing community sentences, in certain circumstances, are more effective than short custodial sentences in reducing reoffending. The MoJ study ‘The impact of short custodial sentences, community orders and suspended sentence orders on re-offending’ published in 2015 found that over a 1-year follow up period, a higher proportion of people re-offended having been sentenced to custody of under 12 months without supervision on release than other similar people given community orders.</p><p> </p><p>Unless we tackle the underlying causes of offending, we cannot protect the public from being victims of crime. Effective community orders can address offenders’ behaviour, answer their mental health and alcohol or drug misuse needs, and provide reparation for the benefit of the wider community.</p><p> </p><p>Data on the highest number of previous cautions and convictions for a selected offence type for a person who received their first immediate custodial sentence for the selected offence type, covering the period year ending September 2016 – year ending September 2018, can be viewed in the table.</p><p> </p><p>The data provided in the accompanying response table is sourced from MoJ's extract of the Police National Computer. As benefit fraud offences are not prosecuted by the police, we are unable to answer PQ230707.</p><p> </p><p>Caution should be exercised in drawing general conclusions from this data. By definition these are the very extremes of the system – the individuals with the very most convictions.
