answer text <p>The provision of a temporary bridge is not considered to be feasible on the A63, especially in a location likely to be used by pedestrians, cyclists and disabled users, due to land constraints. It also clashes with the location of the permanent Princes Quay Bridge.</p><p> </p><p>In the short term we will work closely with Hull County Council, to increase awareness of the alternative Humber Dock Street pedestrian crossing by providing additional signage and information.</p><p> </p><p>In the medium term Highways England are investigating whether construction of the Princes Quay Bridge could begin in advance of the main A63 Castle Street improvement scheme works currently programmed for Spring 2020. In order to deliver this element early, Highways England would need the support of key stakeholders including Hull County Council in securing the land to construct the bridge and co-ordinating traffic management.</p><p> </p> more like this

answer text <p>The Government has announced an end to the sale of all new conventional petrol and diesel cars and vans by 2040. To deliver this the Government wants to encourage people to switch to cleaner forms of transport and has committed to consulting on measures to support individuals and businesses who are impacted by local air quality compliance measures later this autumn. It is welcome that number of the leading car manufacturers have announced schemes that offer substantial discounts off the purchase of a new vehicle for people who are trading in or scrapping an older, more polluting vehicle. We welcome the introduction of these schemes and are particularly supportive of the schemes that commit to scrapping the older vehicles, so that we can be sure they are helping to increase fleet turnover and improve air quality.</p><p> </p><p>We are also supporting the uptake of vehicles with zero tailpipe emissions. This includes investing nearly £100m in the UK’s electric vehicle charging infrastructure and funding the Plug In Car and Plug In Van Grant Schemes.</p>

answer text <p>Highways England are responsible for a 67 mile section of the A19 between Thirsk in North Yorkshire and Seaton Burn in Tyne and Wear. The remainder is the responsibility of North Yorkshire County Council, York City Council and Doncaster Metropolitan Borough Council as it passes through their respective areas.</p><p>Safety is a key priority of Highways England, and the safety performance of all its roads is under continuous review in order to develop and prioritise safety improvements. Since 2011, Highways England have delivered safety improvements at ten locations on the A19. These include improvements to traffic signals and road markings, provision of additional road capacity to reduce congestion, and improvement to facilities for pedestrians and cyclists.</p><p>In March 2017, the Government announced a further £220m of investment to help cut congestion, reduce journey times and improve safety. This includes the signalisation of the junction with the A179 at Shearton, near Hartlepool.</p>

answer text <p>The closure of the lay-bys on the A1 is part of a planned scheme to improve drainage and resurface the carriageway between Newark and Stamford, which is being carried out in stages. The first stage of this work, between Newark and Grantham, was carried out from 4 to 22 September and is now complete. The scheme is due to be completed by February 2018. As the scheme(s) along the A1 progresses there is potential for other lay-by closures and where possible these will be advertised in advance.</p><p> </p><p>This work is generally carried out overnight, with the carriageway being closed from 8pm to 6am. In order to ensure that the scheduled works are carried out uninterrupted, lay-bys are fully closed for the duration of the works. This closure is to prevent vehicles, primarily HGV’s, from parking for long periods and being unable to leave the lay-by when the road is closed without disrupting the works.</p> more like this

The Electric Vehicle Homecharge Scheme provides a grant of up to £500 to install chargepoints at domestic properties with access to offstreet parking. The Workplace charging scheme is available to businesses, charities, and public sector organisations to install chargepoints for their employees and fleets. A grant of £300 for each socket is available, up to a maximum of 20. Local authorities can apply for the Onstreet Residential Chargepoint Scheme which provides grant funding to install onstreet chargepoints for local residents that lack access to off-street parking, up to a maximum of £7,500 per chargepoint.</p><p> </p><p>The Automated and Electric Vehicles Bill, introduced on 18 October, includes powers to expand deployment of electric vehicle infrastructure across the UK, with requirements for provision at motorway service areas and large fuel retailers.</p>

answer text <p>The Department has published guidance for local authorities and practitioners on designing shared space schemes in Local Transport Note 1/11: Shared Space.</p><p> </p><p>To inform the advice given in the Local Transport Note, the Department commissioned an extensive research project in 2010, more information on which can be found at <a href="https://www.gov.uk/government/publications/shared-space" target="_blank">https://www.gov.uk/government/publications/shared-space</a>. This included qualitative research with a number of different road user types: visually impaired pedestrians; mobility impaired pedestrians; pedestrians with learning difficulties; pedestrians who are deaf or hard of hearing; non-disabled pedestrians; and drivers.</p><p> </p><p>We have been working with the Chartered Institution of Highways and Transportation, which has been carrying out a review of 12 shared space and other street design schemes. This will report soon, and provide recommendations for further work in this area.</p><p> </p><p>The draft Accessibility Action Plan, currently out for consultation, includes an action for us to consider CIHT’s recommendations, when received, and how to take them forward, by the end of 2017.</p>

answer text <p>The Department for Transport has not made a specific assessment of the age of tyres fitted to vehicles involved in collisions. Official statistics indicate where, in the opinion of the attending police officer, a tyre was illegal, defective or under inflated and may have contributed to the accident. In 2014, 2015 and 2016 there were respectively 714, 598 and 550 collisions where tyres were considered to be a contributory factor.</p><p>The Department first issued guidance in 2013, which was subsequently updated, most recently in October 2016, recommending tyres over 10 years old should not be fitted to front steering axles, but only at the rear on twin wheels. A year after the guidance was published, a further survey of older PSVs was carried out by DVSA. answer text <p>Officials have advised that the information requested can only be provided at disproportionate cost.</p><p> </p><p>The V5C/3 section of the Registration Certificate is used by a registered keeper to notify the DVLA of the disposal of a vehicle to a motor trader. The DVLA can write to, and take enforcement action against, those who fail to notify disposal of a vehicle.</p><p> </p><p>However, over the last five years, more than 32 million people have notified the disposal of a vehicle to the motor trade by submitting a V5C/3 to the DVLA.</p> more like this

answer text <p>Highways England published their updated Delivery Plan 2017-2018 on the 19<sup>th</sup> October 17 which showed that 12 projects had been completed by 2016-2017. Since then a further 6 schemes have been completed giving a total of 18 schemes completed to date.
