answer	answer is ministerial correction date of answer 10/12/2014 answer text Whilst security for claimants and those returning to their land is a key concern, our 2013 Human Rights Report (released on 10 April 2014) notes that some progress has been made on the issue of land restitution. Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. The EU continues to urge the parties to fully implement the temporary mechanism for monitoring and verification of reconstruction materials negotiated by the UN, Palestinian Authority and Israel, as an important step towards the necessary urgent opening of all crossing points. The decision to withdraw from the Commonwealth was an executive decision taken solely by Gambian President Jammeh. Although the Commonwealth Secretary-General has publicly stated that The Gambia’s return would be welcomed, President Jammeh has made it clear that he will not reverse his decision. answer	answer is ministerial correction date of answer 11/12/2014 answer text The Government remains fully committed to the 1984 Sino-British Joint Declaration, lodged at the United Nations as treaty number 23391. We regularly reiterate this commitment with the Chinese government. We have made clear our legitimate interest in developments in Hong Kong under the Joint Declaration, and we do of course expect China to continue to recognise this. Our Ambassador to China recently raised this with the Chinese Vice Premier and the Chinese Vice Foreign Minister. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) recently raised this with the Chinese Foreign Minister and I personally raised it with Hong Kong’s Secretary for Justice. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) also restated our shared commitment with China as co-signatories of the Joint Declaration during Premier Li’s visit to the UK in June. We have not received any information or requests that would suggest that humanitarian assistance is required on Mount Sinjar but we continue to monitor the situation closely. The Government is providing £39.5 million of humanitarian assistance in response to the crisis in Iraq.
