answer text <br /><p>Tests which were undertaken by the Vehicle Certification Agency (VCA) include the in service light duty testing programme, which were conducted in accordance with the New European Drive Cycle requirements.</p><br /><p>Aftermarket alterations tests were conducted in accordance with the European Transient Cycle and North London Delivery Truck Cycle. Light duty emissions followed the New European Drive Cycle requirements.</p><br /><p>The models that were tested by VCA in the last ten years can be found in the table below.</p><br /> <br answer text <br /><p>The Government is committed to taking action on vehicle emissions testing that restores consumer confidence and delivers our wider air quality and climate objectives. We strongly support the current Real Driving Emissions agreement, which is expected to significantly reduce average real world NOx emissions from new diesel cars from 2017. It makes type approval requirements for diesel vehicles significantly more stringent by requiring manufacturers to ensure real-world emissions are maintained below 2.1 times the laboratory-testing limit in 2017 and at or below the laboratory-testing limit by 2020 (with a margin for measurement uncertainty). Issues relating to vehicle emissions are considered in the context of the UK Government’s plans for air quality. More detail is set out in the air quality plans published by the Department for Environment, Food and Rural Affairs on the 17<sup>th</sup> December.</p> more like this

answer text <br /><p>The Secretary of State for Transport’s written statement of 10 Nov 2015 advised that the programme was underway and that he would keep the House informed of progress.</p><br /><p>The Vehicle Certification Agency has tested 7 independently sourced vehicles at a commercial laboratory. Two more laboratories will increase the volume of tests in the New Year. We intend to test approximately 40 vehicles and a report will be published next spring.</p> more like this

In-service emissions testing is interpreted to refer to emissions testing through the MOT service. answer text <p><strong></strong></p><p>In the UK, the Vehicle Certification Agency conducts tests on vehicles and components to ensure they meet the minimum standards required by European and UN-ECE legislation.</p><p>Emissions tests are carried out to determine that the level of pollutants emitted from a vehicle is below the required limits. The test is a laboratory based test under controlled conditions in order to achieve repeatable results.</p><p>The Department for Transport recognises the current test cycle for emissions is outdated and no longer represents normal driving patterns. Discussions have taken place over recent years to replace this with an updated more relevant laboratory test. The Department anticipates this will be implemented from 2017. In addition, a new real world driving emissions test is being implemented to ensure emissions in normal driving comply with the legal obligation. These new tests will remove the ability of car manufacturers to falsify test results.</p><p>All new vehicles are tested in accordance with EU law to ensure that they meet the legislated requirements for emissions. There is no evidence that these emissions tests have been falsified in the UK.</p>

answer text <p><strong></strong></p><p>There has been no assessment made at national level.</p><br /><p>The government has been at the forefront of action at a European level to introduce real driving emissions (RDE) testing, to ensure tests of all new passenger cars and vans accurately represent performance out on the road and ensure public confidence. answer text <p><strong>Consumers must be able to trust data provided to inform their purchasing decisions. That is why the government pushed in Europe for the recently agreed changes to the way emissions are measured. </strong></p><p><strong></strong></p><p><strong>I am pleased that real driving emissions will be measured from 2017 but, in the meantime, officials are retesting the emission performance of the most popular vehicles in Great Britain. We will publish a report of this work in spring 2016.</strong></p> more like this

answer text <p>Action taken by the Vehicle Certification Agency is below;</p><br /><p>In the last 10 years, two models failed the tests. They were:</p><br /><ul><li>Mitsubishi Carisma Petrol Euro III (2005/2006 test)</li><li>BMW Mini One D (2008/2009 test)</li></ul><br /><p>In-service testing requires a minimum of three tests in order to achieve meaningful statistical results, although up to 20 vehicles may need to be tested. Where a fail decision is reached the series production is deemed to have failed, and the Approval Authority for the vehicle should be contacted to inform them of the test result.</p><br /><p>In the Case of BMW Mini the KBA (German approval authority) were informed to enable them to take action. In the case of the Mitsubishi the manufacturer was contacted directly and a number of anomalies were found with the test vehicle that could account for the failed result. In this case, the approval authority was again the KBA. Following further discussion with the manufacturer, no further action was taken.</p><br /><p>The Driver and Vehicle Standards Agency has not taken any action against any vehicle manufacturer as a result of in service emission testing during the past 10 years.</p><p><strong><br> <br> </strong></p><br /><p><strong></strong></p>
