answer text <p>We provide a range of programmes for this highly complex group of offenders. These are tailored to address an individual's risk and need, and can also include substance misuse, anger management and violence reduction. Sex offender treatment programmes are not suitable for every prisoner. In each case a thorough assessment will be carried out. We are looking to make sure that the resources we are targeting specifically towards sex offenders deal with the highest risk sex offenders and have created the Sex Offender Management Board to address this. This should lead to increased high risk sex offenders accessing programmes. A greater focus has been placed on higher risk offenders who pose the greatest risk of harm to the public and this therefore requires investment in lengthier more expensive programmes which offer greater benefit to the public. This may result in a reduction in overall places but represents a better investment in public protection. This is why simply looking at the number of starts or completions does not tell the full story. The table below sets out the number of prisoners by establishment and in total who started each of the named programmes in the financial years 2009/10 to 2012/13.</p>

answer text <p>We have a robust and diverse market. In mid December 2013, the bidders who passed the first stage of the competition to win the regional rehabilitation contracts were announced. The list includes a mix of private and voluntary sector partnerships with more than 50 organisations represented – from charities experienced in tackling a range of issues affecting offenders, to small and large British businesses and experienced multinationals. All of these Tier one bidders have experience in working with offenders or across the wider Criminal Justice System. Approximately one third of the bidders included a potential mutual organisation within their consortium. Additionally, for similar commercial reasons it is not general practice to release information on those organisations which have withdrawn from the competition.</p><p> </p><p>As requested by the Authority, all bidders updated their CPA preferences on 22<sup>nd</sup> January. The current lot preferences are an initial indication of the bidders for each region. This is not finalised and we will be conducting another refresh of lot preferences before final bids are submitted.</p><p> </p>

During the Pre-Qualification Questionnaire (PQQ) stage of the competition, we tested providers rigorously against a number of criteria, including Economic and Financial Standing, to determine Potential Bidders' ability to fund a proposed contract. In mid December 2013, the bidders who passed this eligibility test were announced. The list includes a mix of private and voluntary sector partnerships with more than 50 organisations represented – from charities experienced in tackling a range of issues affecting offenders, to small and large British businesses and experienced multinationals. All of these Tier One bidders have experience in working with offenders or across the wider Criminal Justice System.</p><p> </p><p>We do not anticipate supplier failure, butcontracts will have the full range of remedies in the case of failure; up to and including contract termination in the case of insolvency, default or persistent breach. NOMS will be able to exercise step–in rights, for example in the case of a breach that materially affects the performance or services, and the NPS will ensure we retain this expertise in the public sector. The contract allows for discussions with another CRC provider to be brought in as provider of last resort in the event that the initial provider fails. No change of ownership may occur without the prior written consent of the Authority, and we would exercise those rights to ensure our stringent suitability criteria are met before the initial provider was taken over.</p><p> </p>
