On 3 September, my Hon Friend, the Member for Southend and Rochford East (James Duddridge MP), the Minister for Africa, led the UK delegation to the Abuja ministerial meeting on security in Nigeria. At this meeting, he emphasised the importance of regional coordination between Nigeria and its neighbours in defeating Boko Haram and locating the girls. The Prime Minister has stressed to President Jonathan our continued commitment to helping the Nigerian Government find the girls. It is not yet clear what impact the recently announced ceasefire between the Nigerian security forces and Boko Haram might have on the missing Chibok girls. The British Government strongly condemns the persecution of communities on the basis of their religion, belief or ethnicity. We are working closely with the Iraqi government and our international coalition partners to assist and protect civilians wherever we can. We are aware of reports from Human Rights Watch and others that Yezidi men, women and children are being detained by ISIL along with people from other religious groups. Friend the Member for Richmond (Yorks) (Mr Hague), visited Tripoli in March 2014. The former Minister of State at the Department for International Development, my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan), visited on 22 June. Our Embassy in Tripoli has been temporarily closed since 6 August due to ongoing fighting and instability in Libya. The Prime Minister’s Special Envoy to the Libyan Political Transition, Jonathan Powell, visited Libya on 11 October in support of efforts being led by the UN to agree a ceasefire and political settlement. A HMRC publication for Budget 2014 <em>(‘Direct Effects of Illustrative Tax Changes’, </em>19 March 2014) found that an increase in the £125,000 threshold by £5,000 would cost £35 million in its first year and £40 million subsequently.<p> </p><p> </p><p> </p><p>Published research was undertaken by HMRC examining the impact of a first-time buyer’s relief that was in place between 2010 and 2012 (‘<em>Evaluating the Impact of Stamp Duty Land Tax First Time Buyers Relief</em>’, November 2011). It found that there was a substantial deadweight effect as many of the property transactions would have taken place anyway.
