answer text

I refer the honourable Member for Tooting to the answer given by my hon. Friend, the Minister for Sport and Tourism on given on 2nd September 2014 Official Report, col 201W . The figures for 2013-14 and 2014-15 for DCMS included figures for the Government Equalities Office (GEO). Within those totals, the figures for the GEO are:

Financial Year

Contracted-out expenditure
£000
Actuals

Proportion of contracted-out expenditure to Budget
Actuals*

2013/14

2,252

26%

Forecast

Forecast

2014/15

2,782

42%

* the percentage value is calculated against a proportion of the GEO budget which excludes grant payments and internal payment transfers between departments

For prior years the Department does not hold this information, as the GEO used the expertise of the Home Office and Government Procurement Service.

answer text

Government welcomed the Equality and Human Rights Commission’s (EHRC) legal framework on board appointments. The Guidance was only recently published (July 2014) so it is still too early to assess its impact.

The EHRC Guidance is clear that the deliberate use of all-women long-lists or shortlists is likely to constitute unlawful sex discrimination. However, where there is no predetermination to draw up an all-women shortlist and an objective and consistent assessment of all candidates demonstrates that the best qualified candidates are all women, an all-women shortlist will be lawful, just as an all-male shortlist would be in the same circumstances.

The framework is also useful in highlighting that there are many good practices that focus on positive measures that will help create an even playing field. This best practice has led to great progress being made in the number of women on boards. For the first time, every board of Britain’s top 100 companies have at least one woman and we now have over 22% women on the boards of our FTSE 100 companies (up from 12.5% in 2011).

We could not have got this far without the excellent work of the Executive Search Community to improve gender parity in our boardrooms.

answer text
According to the Labour Force Survey, women are most over-represented (80%+) in the childcare and nursing/caring professions, as well as in hairdressing and secretarial occupations. Men are most over-represented (90%+) in construction, engineering, electrical trades and transport.

Changing these patterns needs to start in childhood and the Government is working hard to ensure that boys and girls are able to consider a broad range of career opportunities, unhindered by out dated stereotypes. For example, the Government supports the Your Life campaign, which aims to double the proportion of undergraduate engineering and technology degrees taken by women to 30% by 2030. It also asks employers to take action to recruit and retain female talent.

To help make sure young people are able to consider the widest possible range of jobs the Government is setting up a new careers and enterprise company to support greater engagement between employers, and schools and colleges. Chaired by Christine Hodgson (Chair of Capgemini UK) it will be independent of government and will ensure young people get the inspiration and guidance they need to leave school or college ready to succeed in working life.
