CAR’s Electoral Authority will now produce a new electoral timetable. Free, fair and inclusive elections are crucial for the Central African Republic’s future stability and progress towards reconciliation. The UK welcomes the Central African Republic’s Constitutional Court ruling that all citizens of the Central African Republic, including internally displaced people and refugees in neighbouring countries, have the right to vote in upcoming elections and is pleased that electoral registration has now begun in neighbouring countries. The conflict that has affected CAR since 2013 has had a severe impact on agriculture, which represents almost 60% of the country’s economy. The UK has provided £27million since 2013 to the Food and Agriculture Organisation, the International Committee of the Red Cross, the Common Humanitarian Fund and NGOs to provide urgent humanitarian aid as well as agricultural inputs and technical training to CAR farmers, and to facilitate cattle vaccination campaigns to support traditional herders. In the last 15 years increasing investments in research have resulted in over 200 products at various stages of development. A large part of this increase has been due to the establishment of a number of public-private product development partnerships (PDPs) developing a range of technologies for a number of different diseases.</p><p> </p><p> </p><p>PDPs aim is to accelerate the development of new products and to date they have developed over twenty new products. It has been estimated that there is around a 10% return on investment per annum from medical research. The number of rapid chargepoints is increasing quickly, with 2,400 devices currently publicly available, but we recognise there is more to do. Along with the private sector the Government will invest £1 billion in charging infrastructure – making sure that everyone is within 30 miles of a rapid charging station for electric vehicles.</p><p> </p><p>Our grant schemes and the £400m Charging Infrastructure Investment Fund will see thousands more electric vehicle charge-points installed across the UK. In particular, the first £70 million of the Charging Infrastructure Investment fund is expected to deliver an additional 3,000 rapid chargepoints by 2024.</p><p>In July last year, work commenced to determine a vision for a core rapid charger network on England’s strategic road network. This will report in Spring 2020. answer	answer is ministerial correction date of answer 14/07/2015 answer text <p>In May 2015, the Integrated Food Security Phase Classification (IPC) assessed that 4.6million people (40% of the population) of South Sudan would be in IPC Phases of Crisis or Emergency from May to July 2015. This assessment did not take into account the subsequent fighting which erupted in Unity State in May and has left up to a million people without access to vital humanitarian aid. To respond to the ongoing humanitarian crisis in South Sudan, the UK announced £40million of funding on 16<sup>th</sup> June 2015. This is in addition to the UK’s existing commitment of £132.5m in South Sudan (and a further £58.9 million for South Sudanese refugees in the region) since December 2013. Further funding is being considered.</p><p> </p><p>The South Sudan Humanitarian Response Plan has sought $1.63 billion to meet the most urgent needs until the end of 2015 and it is so far 49% funded. The Secretary of State has also introduced a range of statutory and non-statutory property compensation schemes across the three phases of HS2 to support people and businesses affected by the programme. In applying all the property compensation schemes, HS2 Ltd aims to ensure that the compensation arrangements adhere to the Compensation Code. The Code provides for the payment of fair compensation to property owners whose land is acquired as part of HS2.</p><p> </p><p> </p><p> </p><p> </p><p>HS2 Ltd applies the standards set out in the Compensation Code and its own internal targets for the payment and completion of compensation claims. Their performance is monitored and overseen by the HS2 Ltd Executive in accordance with the published HS2 Development Agreement and the HS2 Ltd Framework Document.</p><p> </p><p>However, as the Prime Minister announced earlier this month, going forwards, there will be changes to the way HS2 is managed. So since 2010, DFID has made value for money and transparency of UK official development assistance (ODA) a top priority. In the last 5 years, DFID has worked hard to make its systems and processes more rigorous to make sure that aid projects reach intended beneficiaries and deliver results, including introducing greater ministerial oversight and new spending controls. Business cases and delivery plans are used for all DFID projects setting out the rationale for the projects and how they will be implemented. Formal project reviews are required annually and at completion against a performance monitoring framework. These reviews assess and record that funds have been used for their intended purposes and what results have been delivered. DFID has also reduced the number of bilateral country programmes since 2010. Finally, DFID has introduced greater transparency and scrutiny of DFID’s work through setting up the aid watchdog, the Independent Commission for Aid Impact, which scrutinises everything DFID does, alongside the work of the International Development Select Committee.</p><p>In line with the UK Government commitments to increase transparency, DFID publishes details of spend transactions over £500 on a monthly basis. In that year DFID also spent £39.8million on health education which includes promotion of improved hygiene practices. The source for these figures is the publication Statistics on International Development 2013 2014. The tables in that publication are not able to provide a figure for spending on women’s sanitary projects. However, we have a number of programmes globally. DFID is supporting a number of initiatives to address menstrual hygiene management. For example, in our education portfolio we support programmes that are improving the availability of disposable sanitary pads. DFID has also supported an extensive menstrual hygiene management research programme which resulted in a comprehensive manual and training pack.</p><p> </p><p>This includes the CAMFED Secondary Education Programme in Zimbabwe that is helping to ensure 24,000 orphaned and vulnerable girls complete secondary school. Through the Girls’ Education Challenge programme, DFID is providing £10million to World Vision in Zimbabwe to implement the Improving Girls’ Access to Transformational Education programme which aims to support 95,000 rural girls. It is the for the Leaders and Mayors of local and Combined Authorities to decide how best to manage the relative mix of traffic in their cities.</p><p> </p><p>The Government is tackling congestion across England through investment in roads, public transport and active travel. The £2.5bn Transforming Cities Fund is empowering 18 city regions to deliver improvements to commuter connectivity which will provide faster, more reliable transport links such as new light rail, bus or cycling infrastructure. answer	answer is ministerial correction date of answer 31/07/2019 answer text <p><strong> </strong></p><p>The Government’s response to the 2018 consultation on ‘<em>Taking Flight: The Future of Drones in the UK’ </em>sets out that it is likely that the majority of users of small unmanned aircraft (SUAs) who break the law, do so unintentionally. Therefore, the introduction of a registration and education scheme will raise awareness of how to safely fly an unmanned aircraft. SUAs will be required to display their registration number on their aircraft, which will help law enforcement agencies identify the operator of the aircraft where an offence has been committed whether intentionally or otherwise.</p><p> </p><p>The Government recognises that a requirement to register will not prevent criminals intent on breaking the law from causing damage and disruption. answer	answer is ministerial correction date of answer 17/02/2020 answer text <p>In the Road to Zero strategy, the UK Government committed to working with the Institute of the Motor Industry (IMI) to ensure the UK’s workforce of mechanics are well trained and have the skills they need to repair electric vehicles safely. Last year the Government’s Office for Low Emission Vehicles (OLEV) endorsed IMI’s TechSafe professional standards and register for electric vehicle technicians. People will be able to use the register to check the electric vehicle competencies of technicians at their garage, supporting consumer confidence in this growing market. OLEV has also endorsed the National Franchised Dealers Association’s Electric Vehicle Approved scheme to recognise expertise and promote industry standards in electric vehicle retail and aftersales. Today, owners of electric vehicles can have substantially lower fuel and maintenance costs compared to those with conventional vehicles. 100% electric vehicles are designed to be as efficient as possible and there are generally three main components powering the vehicle: the on board charger, inverter and motor. This means there is less wear and tear on the vehicle and little stress on the motor, with fewer moving parts sustainable to damage.
