Since 2015, repeat drink drivers must medically prove they are not alcohol dependent before getting their licence back, and the right to blood testing was removed for drivers who narrowly fail breathalyser tests. answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>Highway authorities have a duty under Section 41 of the Highways Act 1980 to ensure, so far as is reasonably practicable, that safe passage along a highway is not endangered by snow or ice. Winter service and maintenance, including ensuring adequate grit supplies, is therefore the responsibility of the relevant highway authority. Roads in Northern Ireland are a devolved matter, but there too it is a matter for the highway authority to ensure that it has an adequate supply of road grit to treat the roads for which it is responsible.</p><p> </p><p>The Department for Transport has taken a number of steps to ensure highway authorities in England enter the 2018/19 winter season well prepared. Through the current Aviation 2050 consultation the Department is considering a new Passenger Charter that will include standards for booking information, and clear terms and conditions. answer	answer is ministerial correction date of answer 18/01/2019 answer text <p>The Government has undertaken a comprehensive strategic assessment of the effects of Heathrow expansion on the area surrounding the airport as part of the Appraisal of Sustainability. This assessment included consideration of local economic impacts including a forecast that, with expansion, between 39,000 and 78,000 additional local jobs will be created by 2050. The Airports National Policy Statement (ANPS) expects that Heathrow Airport Limited’s (HAL) public pledge on apprenticeships will be met. By 2030 this is projected to double to 10,000 the number of apprenticeships available across the airport, its supply chain and airport related businesses.</p><p>Heathrow Airport already has good surface transport links to the rest of the UK. In the future, it will connect to Crossrail, link to HS2 at Old Oak Common and Transport for London has recently completed the procurement for new trains on the Piccadilly line which will increase to 15 trains per hour the number of trains serving the airport. It is important to ensure that new vehicles such as a e-scooters are built and can operate safely, both for people riding them and for other people using the roads. Whilst e-scooters can be used on private property (with the landowner’s permission), in general it is illegal to ride them on the road.
