answer	answer is ministerial correction date of answer 16/11/2018 answer text <p>By setting long term ambitions for 2040 and 2050, the Government has sent a clear signal for the UK’s direction of travel to provide industry and consumers with certainty on the transition to zero emission vehicles. The Government’s Road to Zero strategy, published in July, set out that by 2030 we want to see at least 50% and as many as 70% of new car sales being ultra low emission, alongside up to 40% of new vans. We expect this transition to be industry and consumer led, supported in the coming years by the measures set out in the Road to Zero strategy.</p><p> </p><p>There is significant uncertainty over some of the key drivers of the transition – including battery technology and new mobility services. The Government will be actively tracking market developments, looking at key factors such as uptake of Ultra Low Emission Vehicles, deployment of infrastructure, and consumer issues. Emissions of nitrogen oxides have fallen by 45% and emissions of PM2.5 by 10% since that date.</p><p>The DVSA Market Surveillance Unit will continue to conduct a vehicle-emissions testing programme to monitor vehicle emissions performance and address non-compliance where identified.</p><p>Since 2015, there have been 134 manufacturer recalls or non-code actions involving a total of 1.85 million vehicles to amend or upgrade emissions systems. In 2018 – 19, Highways England anticipates spending £8.6 million of this fund.</p><p> </p><p>Investment plans for 2019 – 20, including support to the Government’s National Air Quality Plan, are still under development. In April 2022 we consulted on its policy design features to engage further on the future regulation, and a third and final consultation outlining our final full proposal is due to be published soon. It was developed following extensive consultation with environmental groups, the automotive industry and academia.</p><p> </p><p>The Government believes its ambition for at least half of new cars and as many as 70% to be ultra low emission by 2030 strikes the right balance between conflicting environmental, industrial and consumer priorities. The level of impact that National Grid presents is readily manageable by the electricity system. answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>Regulation 98 of The Road Vehicles (Construction and Use) Regulations 1986 already makes it an offence to leave an engine running unnecessarily if a vehicle is stationary, with an exception when this is “owing to the necessities of traffic”.</p><p> </p><p>The Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002, sets out how these offences should be enforced and guidance is provided to Local Authorities on the practicalities of enforcement.
