answer text <p>BEIS has funded the development of a modelling tool that enables local authorities to set carbon reduction targets, model the impact of various emission reduction interventions and report progress against their targets.</p><p>There are also reporting requirements that are relevant to energy use, for example the requirement in the Home Energy Conservation Act 1995 that all 326 local authorities in England submit and publish reports once every two years, demonstrating what energy conservations measures have been adopted to improve the energy efficiency of residential accommodation.</p><p>BEIS uses the data submitted within these returns to inform policy development on energy efficiency.</p> more like this

answer text <p>The Government ran a consultation from October 2018 to January 2019 on Ethnicity Pay Reporting and received over 300 detailed responses. BEIS Ministers and officials have met with businesses and representative organisations to understand the barriers towards reporting and what information could be published to allow for meaningful action to be taken. We have also run voluntary methodology testing with a broad range of businesses to better understand the complexities outlined in the consultation using real payroll data and will share next steps in due course.</p> more like this

answer text <p>Government recognises the Retail Sector is changing. We are committed to helping communities adapt and also supporting all parts of the retail sector during this change.</p><p>The industry-led Retail Sector Council provides a single source of strategic liaison between BEIS, on behalf of all relevant government departments, and retailers. All retail activity in the UK, including small independent shops, is represented on the Council.</p><p>The Council aims to accelerate positive change, increase the productivity of the sector, and ensure the sector remains robust and sustainable to continue providing a beneficial service to consumers and the community.</p><p>We have announced a £3.6 billion Towns Fund, including an accelerated £1 billion Future High Streets Fund, which will support local areas in England to renew and reshape town centres and high streets in a way that improves experience, drives growth and ensures future sustainability. We are promoting small independent shops through initiatives such as the Great British High Street Awards, which has been won by Welsh High Streets for the past two years.</p><p>We are also supporting local leadership with a High Streets Task Force, giving high streets and town centres expert advice to adapt and thrive.</p><p>For one year from 1 April 2020, eligible small retailers will benefit from a 50% retail discount off their business rates bills. This is an increase on the one third off bills available through the retail discount scheme in 2019/20. In addition, the Government has doubled the threshold for 100% small business rates relief, meaning more than 675,000 of the smallest businesses, including many independent shops, pay no rates at all.</p>

answer text <p>The Government recognises how valuable it is that whistleblowers are prepared to shine a light on wrongdoing, and believes that they should be able to do so without fear of recriminations.</p><p> </p><p>The Government has continued to make reforms to the whistleblowing regime to enhance the role of prescribed persons. The most recent reform was a new legislative requirement for most prescribed persons to produce an annual report on whistleblowing disclosures made to them by workers and how they were taken forward. Relevant prescribed persons were required to publish the second of these reports by the end of September 2019. The duty increases confidence in the actions taken by prescribed persons through greater transparency about how disclosures are handled.</p><p> </p><p>Alongside the new duty, the Government published guidance for prescribed persons to help them understand their role and provide advice on complying with legal requirements as well as practices beyond the whistleblowing legislation.</p><p> </p><p>The Government has committed to reviewing the whistleblowing framework once the recent reforms have built the necessary evidence of their impact.</p>

answer text <p>As a Member State of the EU, the UK did not contribute financially to specific programmes. Member States pay for participation in EU Framework Programmes through the general UK contribution to the EU Multiannual Financial Framework (MFF).</p><p> </p><p>The Withdrawal Agreement means that the UK continues to participate in EU Programmes financed by the 2014-2020 MFF until their closure. Horizon 2020 is a Programme funded under the current MFF. UK scientists, researchers and businesses can continue to participate in these programmes and receive EU grant funding for the lifetime of individual projects, including projects finishing after the transition period ends in 2020. This will include UK participations in Horizon 2020 projects running until 2027 where the funding has been committed under the 2014 – 2020 MFF.</p><p> </p><p>Information on the UK’s participation in Horizon 2020 can be found on the European Commission’s Horizon 2020 dashboard.</p><p> </p><p>The shape and content of EU Programmes post-2020, including Horizon Europe, are currently being negotiated in the EU Institutions. This includes budget discussions which are decided as part of the EU’s Multi-annual Financial Framework negotiation. The Horizon Europe Regulation budget is as of yet unknown and will only be finalised after the overall EU budget has been agreed.</p><p> </p>

answer text <p>Replacing natural gas in the gas grid with hydrogen may be an option which could contribute to decarbonising heat, along with other options including heat networks, electric heat pumps and biogas. The Government’s December 2018 report on Clean Growth: Transforming Heating concluded that there is currently no clear consensus on the best approach to decarbonising heat at scale and that further work is required on the 100 per cent hydrogen option to prove the safety and feasibility case and to better understand the costs and benefits.</p><p>BEIS is currently working with industry organisations and other stakeholders to ensure that all the R&amp;D, testing and trialling work required to achieve this has been identified.</p><p> </p><p>The Government is also currently investing in a range of innovation programmes to explore and develop the potential of low carbon hydrogen for end use sectors. This includes:</p><p>o Up to £20m to test the potential for switching to hydrogen (and other low carbon fuels) across a range of industrial sectors,</p><p>o Hy4Heat – a £25m hydrogen for heat innovation programme with the aim of establishing if it is technically possible and safe to replace methane with hydrogen in residential and commercial buildings and gas appliances,</p><p>o £23m to support deployment of hydrogen vehicles and growth of refuelling infrastructure.</p><p> </p>
