answer text <p>Vehicle manufacture is a global industry and consequently, there is no agreed approach that can be used to inform consumers of the comparative carbon footprint of the production of different vehicles. The Government does not currently have any plans to inform consumers about the comparative carbon footprint generated by different electric vehicles in their production. We expect the transition to zero emission motoring to be industry-led, supported by measures set out in our Road to Zero strategy.</p><p> </p><p>In 2018, the Department for Transport developed the Transport Energy Model. This was published alongside the Road to Zero strategy to provide a clear assessment of the relative environmental impacts of different road vehicle technologies and fuels. The Model showed that UK battery electric vehicles have substantially lower greenhouse gas emissions than conventional vehicles, even when accounting for the energy mix of the electricity to charge the battery, as well as the electricity used for battery production.</p><p> </p><p>Electric vehicle emission values are highly dependent on the electricity mix of the country in which the vehicle is charged, and the country in which the vehicle, battery, and other parts are manufactured. Emission values will also vary according to model type, car size, and miles driven. To obtain full environmental benefits, electric vehicles and their batteries need to be manufactured using electricity from carbon-free sources.</p>

answer text <p>In July this year, Defra prepared a voting brief for British MEPs concerning the revised National Emission Ceilings Directive. This advised MEPs to oppose an amendment which included the introduction of spot checks on vehicle emissions under real operating conditions, because the aim of the amendment and how it related to existing regimes was unclear. The Government supports the implementation of real driving emissions testing for vehicles but strongly believes that this should be addressed in the appropriate legislation to ensure clarity.</p> more like this

We have committed £2 billion since 2011 to increase the uptake of ultra-low emission vehicles and green transport initiatives and to support Local Authorities to take action. This has included investment in cycling schemes and low emission buses. We will publish revised air quality plans for nitrogen dioxide (NO<sub>2</sub>) by the end of this year. These will set out actions at all levels, including national and local, to achieve compliance with legal limits for NO<sub>2</sub> in the shortest possible time.</p><p> </p> more like this

We strongly support the current Real Driving Emissions agreement, which is expected to significantly reduce average real world NOx emissions from new diesel cars from 2017. It makes type approval requirements for diesel vehicles significantly more stringent by requiring manufacturers to ensure real-world emissions are maintained below 2.1 times the laboratory-testing limit in 2017 and at or below the laboratory-testing limit by 2020 (with a margin for measurement uncertainty). Issues relating to vehicle emissions are considered in the context of the UK Government’s plans for air quality. answer text <p>Members of the public can report excessively smoky lorries and buses to the Driver and Vehicle Standards Agency through their website (https://www.gov.uk/report-smoky-vehicle). There is no similar reporting system for cars or other vehicles. However all vehicles must meet strict standards before they enter service, as well as standards which must be maintained at all times while a vehicle is in service. It is the owner’s responsibility to ensure that the vehicle meets the necessary limit requirements at all times.</p> more like this

This includes amended advice to detect where catalytic converters and diesel particulate filters have been removed from vehicles where they were fitted as standard.
