answer text <p>The UK is committed to delivering an ambitious and inclusive COP26. We know that approaching our Presidency in a fair, inclusive and balanced way will lead to the most sustainable outcomes.</p><p>We will champion inclusivity throughout our COP Presidency and use our position as Presidency to empower and amplify the voices of those whose views are often most marginalised, addressing their needs and priorities in the run up to, and at the COP itself.</p><p>We are working with a diverse group of Friends of COP, leading figures from around the world who are sharing their expertise in support of a successful summit. This includes Sharan Burrow, General Secretary of the International Trade Union Confederation. We are also engaging regularly with the UNFCCC constituency focal points, which include the Trade Union non-governmental organisations.</p> more like this

answer text <p>Planning for COP26 is progressing in all areas and we are continuing to work closely with the venues and our delivery partners to ensure that we deliver the facilities and logistics needed for the event, in line with the requirements outlined by the UNFCCC.</p><p>Alongside summit preparations, the COP26 President, ministers and senior officials have been engaging with a wide range of UK and international partners.</p><p>Last month, COP President Designate Alok Sharma initiated a comprehensive round of consultations with the chairs of all UNFCCC negotiating groups to complement his ongoing informal engagement with international partners – which has included trips to Gabon, Ethiopia, Egypt and Nigeria already this year. And we continue to engage our international partners extensively at a technical level, as well as through our diplomatic network around the world.</p> more like this

answer text <p>COP26 will seek to address the steps needed to reduce emissions in line with the Paris Agreement. In his closing speech at the Climate Ambition Summit, the COP26 President Designate set out four strategic aims for COP26: a step-change in mitigation; a strengthening of adaptation; getting finance flowing; and enhancing international collaboration.</p><p>The UK Presidency will focus on five campaigns, in the areas of energy, transport, nature, finance, and adaptation &amp; resilience, but population growth is not an explicit focus in our work. Each aims to enhance international collaboration and accelerate progress towards a resilient and zero emission global economy. The campaigns bring governments, business and civil society together to address these systemic challenges.</p> more like this

answer text <p>Championing women’s roles as decision-makers, educators and climate leaders is essential if we are to deliver effective, long-term solutions to climate change and ensure that women and girls are empowered as agents of change, including at COP26.</p><p>There is a dedicated civil society and youth engagement team in the COP Unit that facilitates engagement with diverse women and gender groups in addition to a team responsible for gender policy that works on implementing the COP25 Gender Action Plan. Officials also lead 6 weekly calls with civil society and youth groups to update on COP Unit priorities and planning. Both have good representation of women’s civil society groups and are a part of the Presidency’s wider approach of ensuring civil society is at the heart of COP26 preparations.</p><p>The COP President Designate has also set up the Civil Society and Youth Advisory Council which is meeting monthly in the run up to COP26. The most recent meeting took place on 24 February 2021 where gender and climate change was discussed. Officials also regularly meet with the high level Friends of COP, who advise the UK Presidency on a variety of issues such as gender and inclusion.</p>

answer text <p>We recognise that progress on gender equality can drive progress on climate action and vice versa. This is why the COP26 unit’s dedicated civil society and youth engagement team is working with diverse individuals and groups to amplify the voices of those most impacted by climate change in the run up to COP26, including women and girls. The team welcomes engagement with organisations that have an interest in gender-responsive climate action.</p><p>The COP President-Designate has regular engagements with the Friends of COP and Civil Society and Youth Advisory council. When selecting the membership of these groups, inclusivity was at the centre of our approach. We have strived to ensure they have global representation, expertise and influence, as well as gender balance. The membership of both of these groups is publicly available as deposited papers in the UK Parliament's Libraries. The 6 weekly calls the COP26 unit runs with civil society and youth organisations is an open invite to ensure that we are consulting the broadest range of groups in the run-up to COP26, and we encourage, in particular, those from the global south and most marginalised groups to join.</p><p>To mark International Women’s Day on 8 March, the COP26 unit profiled the pioneering work of women climate actors from across the world on COP26 social media channels and through a panel event.</p><p>The COP President-Designate is committed to meeting with civil society and youth during his international visits and in February, met with inspiring women climate leaders in Nepal. The UK COP26 presidency is aware that we cannot tackle climate change effectively without ensuring inclusion is placed front and centre of our climate action.</p>

answer text <p>The Government is committed to supporting the unique biodiversity of the Overseas Territories, which contain over 90% of the UK family’s total endemic species.</p><p> </p><p>A summary of responses to 2019’s call for evidence on safeguarding the environment in the British Overseas Territories will be published shortly. This will be used to inform decisions on future public funding and support, which to date has supported important conservation work in marine, terrestrial and freshwater environments in the Territories. In addition, last year the UK announced an extension to the Blue Belt Programme (BBP) until 2021, with a further £7 million to provide ongoing support for protection of the diverse marine ecosystems present around the Overseas Territories.</p><p> </p><p>The ocean supports the livelihoods of one in every ten people, including some of the poorest and most vulnerable worldwide. Recognising the link between ocean health and its effect on the development prospects of the most disadvantaged communities, this Government will establish a £500 million Blue Planet Fund (BPF).</p><p> </p><p>Financed from the Official Development Assistance Budget, the BPF will help ODA-eligible countries. The fund seeks to protect their marine resources from key human-generated stressors including plastic pollution, overfishing and habitat loss. This new financing will build on the success of the BBP, embracing the wider ocean’s role in mitigating and adapting to climate change.</p><p> </p><p>The scope of the Nature for Climate Fund is under development, but as set out in our manifesto, the Fund will help to drive a step change in tree planting, peatland restoration and nature recovery in England.</p><p> </p>

answer text <p>The Government is deeply concerned about the illegal trade in waste, including reports of illegal plastic waste exported from the UK to Malaysia. Recognising the difficulties experienced by some countries in managing imports of plastic waste, the Queen’s Speech on the 19 December included a commitment to ban the export of polluting plastic wastes to countries that are not members of the Organisation for Economic Cooperation and Development (OECD). We will consult this year on the date by which this should be achieved.</p><p> </p><p>We are working closely with the Malaysian Government to support the return of 42 improperly documented containers of plastic waste. In addition, the British High Commission in Kuala Lumpur is currently supporting the Malaysian Government in tackling the wider plastic waste problem. This includes sharing UK experience as well as collaborating with the Malaysian Government in developing a Malaysian version of a Plastics Pact (a cross stakeholder grouping) to drive more effective management of plastic and plastic wastes. My department and the British High Commission also facilitated a technical meeting in Kuala Lumpur between UK and Malaysian enforcement authorities to improve plastic waste export/import protocols.</p><p> </p><p>While we acknowledge that there is a legitimate export market for plastic waste as a secondary raw material, we take firm action to enforce against those engaged in the illegal export of contaminated, low quality and unrecyclable plastic wastes.</p><p>Compliance with the legislation on waste shipments is monitored by the UK’s four environmental regulators[1]. In England in 2018/19 the Environment Agency inspected almost 1,000 shipping containers at ports and returned over 200 of those to sites. During this period, the Environment Agency also prevented 12,000 tonnes of waste from reaching ports which may have otherwise been exported illegally. Any operators found to be illegally exporting waste can face severe sanctions – from financial penalties to imprisonment for a period of up to two years.</p><p> </p><p> </p><p> </p><p>[1] The Environment Agency in England, the Scottish Environment Protection Agency, the Northern Ireland Environment Agency and Natural Resources Wales</p>
