We have committed £2 billion since 2011 to increase the uptake of ultra-low emission vehicles and green transport initiatives and to support Local Authorities to take action. This has included investment in cycling schemes and low emission buses. We will publish revised air quality plans for nitrogen dioxide (NO<sub>2</sub>) by the end of this year. These will set out actions at all levels, including national and local, to achieve compliance with legal limits for NO<sub>2</sub> in the shortest possible time.</p><p> </p> more like this

answer text <p>As part of the exhaust emissions approval process vehicle manufacturers are obliged to undertake in-use emissions testing. They are required to submit a report of their results at regular intervals or when requested to do so by the approval authority. In accordance with EU regulation 715/2007, the authority will review the information and accept or reject the report. The UK type approval authority is the Vehicle Certification Agency (VCA) and they ensure manufacturers follow this process where they are the issuing approval authority.</p> more like this

There are five of these, as well as approved laboratories at manufacturers’ premises. The Vehicle Certification Agency (VCA) manages the approval testing of vehicles in the UK.</p><p> </p><p>Additional testing which is currently being undertaken on the road uses portable emission measurement systems (PEMS). answer text <p>The Government has commissioned studies to assess the impact of vehicle speed on emissions, for example undertaking a high-resolution emission modelling approach to understand changes in vehicle speeds and how it relates to emissions. The Department uses the best available evidence to model emissions in urban areas, including evidence linking vehicle speeds with emissions based on international guidelines. The evidence is that the factors influencing emissions are complex and the relative impact of vehicle speed, acceleration/deceleration and distance travelled (which are all related to journey times), will vary depending on the local situation.</p><p> </p><p>In addition, the Government’s Joint Air Quality Unit helps local authorities to calculate NOx emissions in their local areas using outputs from traffic models, which use a range of parameters including speed and distance travelled (which influence journey time) and the number of vehicles. The results of these parameters are contained in their Full Business Cases which are all published documents.</p>

Removal of a diesel particulate filter will almost invariably result in a contravention of the regulations, making the vehicle illegal to use on the road. The potential penalties are £1,000 for a car and £2,500 for a van. answer text <p>In July this year, Defra prepared a voting brief for British MEPs concerning the revised National Emission Ceilings Directive. This advised MEPs to oppose an amendment which included the introduction of spot checks on vehicle emissions under real operating conditions, because the aim of the amendment and how it related to existing regimes was unclear. The Government supports the implementation of real driving emissions testing for vehicles but strongly believes that this should be addressed in the appropriate legislation to ensure clarity.</p> more like this

The commitments are a key part of a package of measures that will enable a mass transition to zero emission vehicles and see the carbon emissions from road transport reduce between now and 2050. answer text <p>The Government had already committed £1.5 billion to support the early market and remove barriers to ZEV ownership. Alongside the new phase out dates for new petrol and diesel cars and vans, we have pledged a further £2.8 billion package of measures to support industry and consumers to make the switch to cleaner vehicles. These ambitions will include up to £1 billion to support the electrification of UK vehicles and their supply chains, £1.3 billion to accelerate the roll out of charging infrastructure and £582 million for plug in vehicle grants.</p><p>The March 2020 Budget included the extension of favourable benefit in kind tax rates for zero emission vehicles out to 2025: company car tax is 1% in 2021/22 and 2% in 2022/23 through to 2024/25; and all zero emission cars are exempt from vehicle excise duty (VED)</p><p><br> We are currently consulting on the proposed regulatory framework for the UK with regard to all newly sold road vehicles which includes the option for a ZEV mandate. The consultation closes on 22 September.</p>

answer text <p>It is a matter for airport operators, the companies that provide operational ground support at airports, and the specialist vehicle manufacturers to work together to determine how best to introduce ultra low emission vehicles into their airport based vehicle fleets.</p><p> </p><p>Airports operators are able to take advantage of the Office for Low Emission Vehicle’s Plug in Car Grant which offers up to £4,500 off the cost of an eligible vehicle, the Plug in Van Grant which offers a grant of up to £8,000, and which has been extended to up to £20,000 for the first 200 of the largest vehicles and the Work Place Charging Scheme which offers £300 for each of up to twenty sockets for recharging vehicles.</p><p> </p><p>Gatwick has signed up to the Go Ultra Low Companies initiative with participating companies committing to 5% of their fleet being electric vehicles by 2020. Heathrow is one of the Climate Group’s EV100 and as part of this initiative is implementing comprehensive plans to increase transition to ultra low emission airport mobility.</p><p> </p>

answer text <p>Vehicle manufacture is a global industry and consequently, there is no agreed approach that can be used to inform consumers of the comparative carbon footprint of the production of different vehicles. The Government does not currently have any plans to inform consumers about the comparative carbon footprint generated by different electric vehicles in their production. We expect the transition to zero emission motoring to be industry-led, supported by measures set out in our Road to Zero strategy.</p><p> </p><p>In 2018, the Department for Transport developed the Transport Energy Model. This was published alongside the Road to Zero strategy to provide a clear assessment of the relative environmental impacts of different road vehicle technologies and fuels. The Model showed that UK battery electric vehicles have substantially lower greenhouse gas emissions than conventional vehicles, even when accounting for the energy mix of the electricity to charge the battery, as well as the electricity used for battery production.</p><p> </p><p>Electric vehicle emission values are highly dependent on the electricity mix of the country in which the vehicle is charged, and the country in which the vehicle, battery, and other parts are manufactured. Emission values will also vary according to model type, car size, and miles driven. To obtain full environmental benefits, electric vehicles and their batteries need to be manufactured using electricity from carbon-free sources.</p>

answer text <p>The Range Rover Cars on the Government Car Service (GCS) fleet are plug in hybrid electric vehicles.</p><p>(1) Short car journeys taken by ministers will be on electric power only with zero emissions.</p><p>(2) These same Range Rover Cars were classified as Ultra Low Emission Vehicles at time of procurement in 2018.</p><p> </p><p>The GCS is continually reviewing fit for purpose vehicles for Ministerial use, and with support from the Department for Transport to meet emission targets for government fleets, the GCS will be replacing cars as they become due for renewal with a continuing focus on replacement vehicles being more environmentally friendly and where possible, using fully electric alternatives.</p><p> </p> more like this

answer text <p>Government grants for plug-in cars, vans, taxis and motorcycles will be available until at least 2020, reducing the upfront purchase price of electric vehicles. The plug-in car grant was first introduced in 2011 and the other schemes in the years since. Purchasers of ultra-low-emission vehicles also receive other benefits, including lower tax rates and grants towards the installation of charge-points. A number of local authorities also provide additional incentives, such as free parking or exemption from the congestion charge. We stated in our Road to Zero strategy that consumer incentives in some form will continue to play a role beyond 2020. We also set out ambitions for the uptake of ultra-low-emission vehicles in the UK. We remain on track to meet these ambitions and will review progress by 2025.</p><p> </p><p>In addition, as announced this week, to accelerate the shift to zero-emission cars, all zero-emission models will pay no company car tax in 2020-21, 1% in 2021-22 before returning to the planned 2% rate in 2022-23 – a significant tax saving for employees and employers.</p><p> </p>
