answer text <p>The Government took decisive action on this matter by reversing the 2009 decision by banks to phase out cheques.</p><p> </p><p> </p><p> </p><p>As well as this, the Government is bringing in legislation that will require banks to accept cheques in both paper and digital forms. This digital innovation will allow consumers, firms and charities to pay in cheques using only a smartphone image if they wish. It will increase the efficiency of the cheque payment system, making it more sustainable for banks and building societies to provide cheque services. answer text <p>Although the costs of operations are met from the Exchequer, the House of Commons and House of Lords are not government departments and their budgets are a matter for each House rather than the government. The Clerk of the House of Commons and the Clerk of the Parliaments in the House of Lords, as the respective Accounting Officers, account for the expenditure of each House.</p><p> </p><p> </p><p> </p><p>For reference, the costs attributable to the operations of Parliament were £358.2 million in 2013/14 (on an accruals basis); and £22.9 million in 1983/84 (on a cash basis). It should be noted, however, that the latter amount does not include services, such as printing and works, paid for at the time out of government departmental budgets. answer text <p>Under the Companies Act listed companies are required to report on diversity, including gender, in their annual reports. Company reporting is overseen by the Financial Reporting Council and companies are required to follow the UK Corporate Governance Code on a comply-or-explain basis.</p><p> </p><p> </p><p> </p><p>In September 2014 FRC published an updated Code, including changes to the preface reinforcing the importance of diversity in all its forms on the board. This includes, but is not limited to, gender and race.</p><p> </p><p> </p><p> </p><p>At the launch on 15<sup>th</sup> December 2014, the Secretary of State for Business Innovation and Skills welcomed a new private sector-led campaign which will look to address the lack of ethnic diversity in boardrooms, based in part on research that indicates the proportion of Black &amp; Ethnic Minority people in leadership positions is lower than expected compared to the wider population (estimated at 5.1% and 14% respectively). Measuring progress is a key part of the campaign.</p><p> </p>

answer text <p>The UK’s membership of the European Union brings many benefits to the UK, including jobs and investment, free access to the largest common market in the world and a strong collective voice to negotiate free trade agreements. EU Membership also gives the UK greater international influence on global threats such as climate change and Ebola. The Government’s position remains clear: the EU must reform to become more competitive, democratically accountable and fair for those inside and outside the Eurozone. The need for reform is widely recognised among EU Member States and the Government has already shown that it is possible, through our success in cutting the EU budget, reforming the Common Fisheries Policy, reducing the burden of EU regulation on business and ending the UK’s bailout obligations.</p> more like this

Data are not available on repealed or revoked legislation or offences for the period from June 2009 to May 2012.</p><p> </p><p>The latest edition of the bulletin was published on 11 December. It can be found at: https://www.gov.uk/government/statistics/new-criminal-offences-statistics-in-england-and-wales-may-2014</p><p> </p><p>I would expect the development of all government policies including criminal offences to include appropriate consideration of the potential impact on areas such as freedom of speech. All new legislation requires a certificate of compliance with human rights or an explanation as to why it does not.</p><p> </p><p>The decision to review criminal offences after they are commenced is a decision for individual departments. Where appropriate for collective Government agreement.</p>
