answer	answer is ministerial correction date of answer 26/07/2018 answer text <p>The White Paper on the Future Relationship between the United Kingdom and the European Union was published on the GOV.UK website and shared in a letter to the Chairs of the European Union Committee and the Commons Exiting the European Union and European Scrutiny Committees at the moment the Secretary of State stood up to make his statement.</p><p><strong> </strong></p><p>Copies of the White Paper were put in the libraries of both Houses at 0930 on 12 July but due to an administrative error, the White Paper was not distributed to Members of the House of Commons ahead of the debate. Our estimate, based on reasonable assumptions and publically available data, falls within the range of £35bn-£39bn, and the National Audit Office confirmed in April 2018 that these assumptions were reasonable. Details of the basis on which that figure was reached can be found in the EU-UK Joint Report, published on December 8th, 2017. A clear majority of the electorate voted to leave the EU and we will respect the will of the British people.</p><p>Since then the Government has been undertaking rigorous and extensive analysis work to support our exit negotiations, to define our future partnership with the EU, and to inform our understanding of how EU exit will affect the UK’s domestic policies and frameworks.</p><p>This includes a full suite of economic analysis, as you would expect from a responsible Government. This means looking at 58 sectors as well as cross-cutting regulatory, economic and social issues to help inform our negotiation positions.</p><p>We have been clear that we recognise Parliament’s rights relating to the publication of documents. However, ministers face conflicting responsibilities - such as a clear obligation not to disclose information when doing so would not be in the public interest.
