answer text <p>The UK coordinates closely with the EU, US, G7 and other international partners to tackle circumvention via multilateral fora and strategic consultations. Senior officials attend the Sanctions Coordinators Forum in Brussels, most recently in February 2024 focusing on strengthening enforcement of Russia sanctions. With the EU, US and Japan we have agreed a list of 50 Common High Priority items; battlefield-critical components we are targeting through joint diplomatic engagement with third countries. With the US and EU we have jointly engaged with the UAE, Kazakhstan, Uzbekistan, Georgia, Armenia, Turkey, Kyrgyzstan, and Serbia, to highlight circumvention risks and offer technical support.</p> more like this

answer text <p>The United Kingdom consistently condemned Mr Navalny's politically motivated sentencing, called for his immediate and unconditional release and expressed our grave concern for his welfare.</p><p>Over 2020 and 2021, the UK sanctioned 13 individuals and one entity responsible for his poisoning. The UK has also sanctioned six individuals heading up the penal colony where Alexei Navalny died after years of mistreatment by the Russian authorities on 21 February 2024. Whilst we do not comment on potential future designations, the UK has designated the majority of individuals on both the original Navalny 35 list, and the wider Anti-Corruption Foundation list.</p><p>The UK remains steadfast in our support to Ukraine. Together with our international partners, we have implemented the most severe package of sanctions ever imposed on a major economy. The UK alone has sanctioned 2,000 individuals and entities under the Russia sanctions regime. Most recently, on 22 February a new package of over 50 UK designations targeted Russia's efforts to circumvent sanctions on its war machine and major revenue sources, demonstrating the UK's unwavering support for Ukraine for as long as it takes.</p>

answer text <p>We continue to use sanctions to bear down on Russia's illegal war in Ukraine. Last month, a new package of over 50 UK designations targeted Russia's efforts to circumvent sanctions on its war machine and major revenue sources. Earlier this month, we delivered new legislation to bring about a coordinated ban on Russian diamond exports. With partners, we have strengthened the Oil Price Cap (OPC) mechanism and added new items to the Common High Priority (CHP) list. We are preparing to bolster our existing powers to target malign Russian shipping activity. We continue to strengthen sanctions enforcement, with the creation of the Office for Trade Sanctions Implementation (OTSI) and a new unit within the Office of Financial Sanctions Implementation (OFSI) to licence and enforce the OPC.</p> more like this

answer text <p>Preventing circumvention is a priority for UK ministers and officials who routinely work in close coordination with G7 members and allies. Our collective response to circumvention has included the joint publication of a list of Common High Priority goods critical to Russia's military-industrial complex and the introduction of the Oil Price Cap. We continue to deliver joint outreach to third countries and coordinated packages of sanctions that include targets in third countries that are enabling Russia to sustain its war machine. Earlier this month, the former Foreign Secretary joined G7 foreign ministers in Tokyo where they reaffirmed their commitment to increase economic pressure on Russia and reinforce coordination on sanctions. This means implementing further sanctions, including those to which the UK committed at the G7 earlier this year. With the EU and US, we also undertake joint diplomatic outreach in countries where we are seeing spikes in trade of sanctioned goods with Russia.</p> more like this

answer text <p>The oil sanctions imposed by the UK and its partners, including the oil price cap, are working. Russia's oil revenues fell 25 per-cent year-on-year between January and September 2023, while the cap has also been effectively protecting global oil market security. The UK and our Coalition partners are aware of circumvention risks and employ strategies to minimise them. The UK has placed new sanctions on entities used by Russia to attempt to lessen the impact of our oil sanctions. We also continue to lead active discussions with our partners on the most effective means of continuing to tackle circumvention and increasing Russia's costs in doing so.</p><p>The UK has implemented a strong enforcement approach focused on prohibition, with the Office of Financial Sanctions Implementation (OFSI), HMRC, and the National Crime Agency jointly considering cases which may be appropriate for criminal prosecution. On 12 October, the UK published a joint maritime advisory statement directed at government and private sector actors involved in the trade of Russian crude and refined products. The statement provided recommendations concerning sanctions-compliant practices that reduce exposure to possible circumvention risks.</p>

answer text <p>China's continued failure to condemn the invasion is deeply disappointing and harmful to China's interests and reputation in Europe. We have pressed upon China at all levels not to offer support for Russia's actions. The Foreign Secretary spoke to his Chinese counterpart in August to stress that message. Internationally, we are working closely with the EU and US to engage third countries where we have seen a spike in trade in sanctioned goods with Russia. This joint diplomatic engagement is producing results, with a number of third countries agreeing to control exports of goods that are critical to Russia's war effort.</p> more like this

Since April 2022, the export of luxury goods to or for use in Russia is prohibited. This ban ensures that oligarchs and other members of the elite, who have grown rich under President Putin's reign and support his illegal invasion, are deprived of access to luxury goods. Sanctions are carefully targeted to increase pressure over time and will be maintained to secure peace. answer text <p>We have imposed the biggest package of economic pressure on a major economy in recent memory, which has starved Russia of key Western goods and technology, degrading Russia's military and restricting its capacity to fight a 21st century war. UK exports of machinery and transport equipment have decreased by 98 per cent.</p><p>Sanctions are limiting Russia's financial resources. The UK has sanctioned 29 Russian banks accounting for over 90 per cent of the Russian banking sector. We have frozen over £18 billion worth of Russian assets in the UK.
