answer text <p>Grand Central will not pay the same access charges as Intercity East Coast as Open Access Operators do not pay Fixed Track Access Charges (FTAC). However, both Franchised and Open Access Operators pay Variable Track Access Charges (VTAC) since these are set to reflect the direct ‘wear and tear’ costs that train services impose on the network when they are run.</p><p> </p><p>For Control Period 5 (CP5) the Office of Rail Regulation (ORR) has held <ins class="ministerial">the Capacity Charge element of VTAC at CP4 levels for services currently run by existing passenger Open Access Operators, however they will pay CP5 rates for any additional or new services whilst any new entrant Open Access Operator will pay CP4 rates on services below a set threshold and CP5 rates on services above that threshold. </ins><del class="ministerial">Open Access (both passenger and freight) VTAC at CP4 levels, whilst</del> Franchised Operators pay the new, higher CP5 rates<del class="ministerial">.</del> <ins class="ministerial">for both existing and new services.  However, this is the only element of VTAC that is calculated on a different basis.</ins></p><p> </p>

answer text <p>Network Rail, which leads the industry deployment of the European Rail Traffic Management System (ERTMS), is fully engaged within European groups involved in ERTMS rollout. In particular Network Rail is looking closely at the Danish deployment, which will deliver ERTMS onto mixed traffic corridors. The assessments of Network Rail are fed into national planning activities for ERTMS implementation.</p> more like this

answer text <p>Our estimates are based upon information and assessments carried out by industry, who have used data from UK and EU deployments.</p><p> </p><p>The Government uses these estimates as a benchmark only, to be used during the evaluation of those new passenger franchises affected by the European Rail Traffic Management System (ERTMS) deployment. As this information is used in commercial competitions, it would not be appropriate to put this in the public domain.</p> more like this

answer text <p>The Department for Transport is working with Hitachi, the Office of Rail and Road, London North Eastern Railway (LNER), and Network Rail to ensure that the new Intercity Express Programme trains enter service on the the East Coast Main Line as soon as possible, and that the transition from LNER’s current fleet to the Azumas is a smooth one.</p><p> </p><p>With the rollout of any new rolling stock, it is prudent to plan for potential issues that might affect services, and the Department is working with LNER to ensure that contingencies are in place for such eventualities.</p> more like this

answer text <p>The Green Book requires that all new policies, programmes and projects be subject to a comprehensive but proportional assessment of value for money and that, wherever feasible, all impacts of the proposal should be accounted for within the social cost benefit appraisal.</p><p> </p><p> </p><p> </p><p>The Department for Transport appraises transport investment using the Department’s Transport Analysis Guidance, which is fully compliant with the Green Book. The guidance takes into account a number of wider economic impacts, such as labour market effects and agglomeration economies. The Department also appraises the impacts of transport investments on unlocking housing developments and regeneration areas. Where appropriate these impacts are quantified and monetised for transport schemes.</p><p> </p><p> </p><p> </p><p>The government guidance on project appraisal, including that specifically relating to transport investment, is kept under constant review and is updated and developed when appropriate.</p><p> </p><p> </p><p> </p>

answer text <p>The Government, as part of the Rail Investment Strategy (RIS) for CP5, provided a £240m connectivity fund for infrastructure improvements on the East Coast Main Line. The apportionment of this fund is being administered by an industry programme board and enhancements under the fund are to deliver an increase in capacity, which the new franchise plans to utilise to deliver their train service.</p><p> </p><p>The new franchise will be responsible for delivering the new Intercity Express Programme (IEP) fleet of class 800 / 801 trains into service. The Government’s RIS for CP5 has specified investments of £330m on the East Coast Main Line to enable the class 800 / 801 fleet to run to a range of destinations.</p><p> </p><p>Through the franchise competition, Virgin Trains East Coast was required, as part of their bid, to protect the existing level of open access and freight services. The infrastructure improvements provided by the RIS for CP5 create additional capacity. Applications to use the capacity are currently with the Office of Rail Regulation (ORR) from both the InterCity East Coast franchise and an open access operator. A decision on these applications is expected from the ORR in due course. Any decision on future aspirations for additional open access or freight services will taken by the ORR.</p><p> </p>
