By 2050 we want almost every car and van in the UK to be zero emission. We will end the sale of new conventional petrol and diesel cars and vans by 2040.</p><p> </p><p>The Government’s 2018 Road to Zero Strategy sets out a clear pathway to achieving this, to give clarity and certainty to both industry and motorists. Our Road to Zero Strategy sets out a clear pathway to zero emissions, to give clarity and certainty to both industry and motorists. In 2018 the UK was the second largest market for ultra-low emission vehicles in the EU. 	answer	answer is ministerial correction date of answer 12/07/2019 answer text <p>Government grants for plug-in cars, vans, taxis and motorcycles will be available until at least 2020, reducing the upfront purchase price of electric vehicles. The plug-in car grant was first introduced in 2011 and the other schemes in the years since. Purchasers of ultra-low-emission vehicles also receive other benefits, including lower tax rates and grants towards the installation of charge-points. A number of local authorities also provide additional incentives, such as free parking or exemption from the congestion charge. We stated in our Road to Zero strategy that consumer incentives in some form will continue to play a role beyond 2020. We also set out ambitions for the uptake of ultra-low-emission vehicles in the UK. Ahead of that, a call for engagement, setting the scale of the challenge, will include the department’s forecasts of emissions based on current policies. We already recognise the need to go further than current plans, as shown by the announcement earlier this month on new cars and vans.</p><p>In that announcement, the Prime Minister set out a consultation on bringing forward the end to the sale of new petrol and diesel vehicles to 2035, or earlier if a faster transition appears feasible. This reflects the advice from the Committee on Climate Change – to make sure that the UK meets its net zero by 2050 commitments. The consultation’s purpose will be to identify what the accompanying package of support will need to be to enable the transition and minimise the impacts on consumers and businesses across the UK, building on the significant demand and supply side measures already in place. 	question text	To ask Her Majesty’s Government, in making their decision about how to vote on the implementation of real driving emissions tests at the 28 October meeting of the Technical Committee on Motor Vehicles, whether they took into account (1) estimates from DEFRA and Public Health England that pollution from mono-nitrogen oxides is responsible for 23,500 premature deaths in the UK per annum, (2) the 2010 estimates from the WHO suggesting that air-pollution related deaths cost the UK $83,069 per annum, (3) the failure of London, Leeds, and Birmingham to maintain nitrogen dioxide levels within legal limits over the past five years, and (4) the Supreme Court’s ruling in <i>R (on the application of ClientEarth) v Secretary of State for the Environment, Food and Rural Affairs </i>[2015] UKSC 28 on 29 April that they should take immediate action to tackle air pollution.

We strongly support the current Real Driving Emissions agreement, which is expected to significantly reduce average real world NOx emissions from new diesel cars from 2017. It makes type approval requirements for diesel vehicles significantly more stringent by requiring manufacturers to ensure real-world emissions are maintained below 2.1 times the laboratory-testing limit in 2017 and at or below the laboratory-testing limit by 2020 (with a margin for measurement uncertainty). Issues relating to vehicle emissions are considered in the context of the UK Government’s plans for air quality.
