Alongside the new phase out dates for new petrol and diesel cars and vans, we have pledged a further £2.8 billion package of measures to support industry and consumers to make the switch to cleaner vehicles. These ambitions will include up to £1 billion to support the electrification of UK vehicles and their supply chains, £1.3 billion to accelerate the roll out of charging infrastructure and £582 million for plug in vehicle grants.</p><p>The March 2020 Budget included the extension of favourable benefit in kind tax rates for zero emission vehicles out to 2025: company car tax is 1% in 2021/22 and 2% in 2022/23 through to 2024/25; and all zero emission cars are exempt from vehicle excise duty (VED)</p><p><br> We are currently consulting on the proposed regulatory framework for the UK with regard to all newly sold road vehicles which includes the option for a ZEV mandate. Case studies give further understanding of how local plans are affecting local groups and businesses.</p><p>The Government has published a series of annual reports which set out and discuss the analysis of these evaluation findings. Headline findings from these reports and other analyses give an insight into the effects of Clean Air Zones and other measures on air quality and vehicle fleets in Local Authorities. 	answer	answer is ministerial correction date of answer 03/02/2023 answer text <p>The Government has commissioned studies to assess the impact of vehicle speed on emissions, for example undertaking a high-resolution emission modelling approach to understand changes in vehicle speeds and how it relates to emissions. The Department uses the best available evidence to model emissions in urban areas, including evidence linking vehicle speeds with emissions based on international guidelines. The evidence is that the factors influencing emissions are complex and the relative impact of vehicle speed, acceleration/deceleration and distance travelled (which are all related to journey times), will vary depending on the local situation.</p><p> </p><p>In addition, the Government’s Joint Air Quality Unit helps local authorities to calculate NOx emissions in their local areas using outputs from traffic models, which use a range of parameters including speed and distance travelled (which influence journey time) and the number of vehicles. The success of this transition in normalising EVs on our roads means that it’s right to begin to bring electric vehicles into the motoring tax system, ensuring that all motorists start to pay a fairer tax contribution.</p><p> </p><p>Leveraging VED on EVs is not expected to significantly impact purchasing decisions. 	answer	answer is ministerial correction date of answer 06/09/2021 answer text <p>Neither the Secretary of State nor I have had any discussions with the Secretary of State for Transport on this subject to date.</p><p> </p><p>In January 2017, new legislation came into force with more stringent emission limits for major air pollutants from engines used in NRMM. It extends the scope of existing legislation to cover all sizes of petrol and diesel engines used in NRMM and it improves the legal framework. As of January 2019, new emission standards are mandatory for new engines being sold, for the first tranche of categories.</p><p> </p><p>The Government also announced that it will remove the entitlement to use red diesel from April 2022 for many sectors, which will have benefits for air quality as red diesel is currently a cheaper fuel option for use in NRMM, whether for power lawnmowers, refrigerated lorries or excavators. This change will incentivise diesel fuel users to improve the energy efficiency of their machinery, invest in cleaner alternatives, or just use less fuel. The Department for Business, Energy and Industrial Strategy has also recently launched a <a href="https://www.gov.uk/government/publications/red-diesel-replacement-competition" target="_blank">Red Diesel Replacement competition</a>, to support the development and production of innovative clean energy technologies that affected businesses can switch to.</p><p> </p><p>In addition, following recent work to improve the evidence base about different NRMM and their emissions, which involved working with industry and sector experts, we are now considering next steps. Exhaust emissions contain a range of air pollutants such as carbon monoxide, nitrogen dioxide, and particulate matter. These can affect the air quality of the surrounding environment and the air we breathe. Emissions of nitrogen oxides have fallen by 45% and emissions of PM2.5 by 10% since that date.</p><p>The DVSA Market Surveillance Unit will continue to conduct a vehicle-emissions testing programme to monitor vehicle emissions performance and address non-compliance where identified.</p><p>Since 2015, there have been 134 manufacturer recalls or non-code actions involving a total of 1.85 million vehicles to amend or upgrade emissions systems.
