	answer	answer is ministerial correction date of answer 20/02/2020 answer text <p>Government is committed to understanding the impact of its activity on loneliness and will use this insight to inform future decision-making. The 60 commitments made in the loneliness strategy vary widely and so learning is captured in different ways. Many of these commitments are still in progress and findings will emerge over time. For example, an independent evaluation of the £11.5m Building Connections Fund is underway, and findings will be published from mid-2020 onwards.</p><p>The first annual report on government’s work on tackling loneliness was published on 20th January 2020. As an independent non-Ministerial Department, Ministers cannot direct or control the Charity Commission. It is answerable to the courts for its legal decisions.</p><p> </p><p>Disputes and disagreements in charities can be particularly damaging to the public’s confidence in charities. The Charity Commission opened a regulatory compliance case into Christ Church college in January last year and has continued to engage with the charity over a number of issues connected to the dispute at the College. These have included the expenditure of charitable funds on legal expenses connected to the dispute. The Commission has also instructed the trustees to commission an independent governance review. However, it is the local authorities’ role to allocate funding and deliver youth services in line with local need. We are not aware of any conclusive evidence of a direct link between the closure of youth clubs and crimes committed by young people.</p><p><strong> </strong></p><p>This government is committed to young people and levelling up opportunities. We are investing £500 million over five years through the new Youth Investment Fund to build new youth centres, refurbish existing youth facilities, provide mobile facilities for harder to reach areas, and to invest in the youth work profession and frontline services.</p><p><strong> </strong></p><p>Government is also funding up to £7 million this financial year through the Youth Accelerator Fund, expanding existing successful projects that are delivering positive activities for young people, and to address urgent needs in the youth sector. 	answer	answer is ministerial correction date of answer 17/03/2020 answer text <p>The most recent publicly available figure from the NCS 2016 evaluation report show that for every £1 of taxpayer money spent on the 2016 summer programme, £1.79 is provided back to society by the NCS programme in terms of the economic benefit. For the 2016 Autumn programme for every £1 spend, £2.21 is provided back in terms of the economic benefits. The economic benefits relate to the identified impact the NCS programme has in respect to volunteering and leadership.</p><p><strong> </strong></p><p>The NCS Trust is the Royal Chartered Arms-Length Body overseeing and implementing the programme, in line with the NCS Act 2017. The NCS Trust’s budget is reviewed and approved by DCMS on an annual basis in line with Managing Public Money standards. We acknowledge that there will be some additional processes for those in creative industries working across the EU now that the transition period has come to an end. However, our agreement with the EU contains Transparency and Procedural Facilitation measures that will help ensure visa processes are as prompt and smooth as possible.</p><p>During our negotiations with the EU, the UK proposed measures, reflecting the views of the music industry itself, that would have allowed musicians to travel and perform in the UK and the EU more easily, without needing work-permits. Specifically, we proposed to capture the work done by musicians, artists and entertainers, and their accompanying staff through the list of permitted activities for short-term business visitors.</p><p>In practice this would have delivered an outcome that is closer to the UK’s approach to incoming musicians, artists and entertainers from non-visa national countries, such as EU Member States and the US, who can come to perform in the UK without requiring a visa.
