star this property answer text <p>The Government is concerned about the worrying rise in vaping among children, with youth vaping tripling in the last three years, and one-in-five children having now used a vape. Underage sales and illicit vapes are undermining the work the Government is doing to protect our children's health.</p><p>To address this, in April 2023, the Government announced a £3 million investment over two years to enhance work on illicit vape enforcement. Led by National Trading Standards, this builds on existing work by local trading standards officers across the country to ensure that vapes sold in the United Kingdom comply with The Tobacco and Related Products Regulations 2016, as well as other relevant legislation that applies to vaping products. Activities include data collection and analysis to understand the scale of illegal products and sales, and market surveillance work. Through this work, they identified that 2.1 million illicit vapes were seized across England by trading standards from 2022 to 2023.</p><p>To strengthen our enforcement activity, the Government will also provide an additional £30 million of funding per year for enforcement agencies, including trading standards. This increase in investment will help to stamp out criminal activity by boosting the enforcement of illicit tobacco and vapes.</p>

star this property answer text <p>There are around 14,000 licensed medicines, and the overwhelming majority are in good supply. However, the medicine supply chain is highly regulated, complex, and global and supply disruption is an issue which affects countries all around the world.</p><p>The Department’s medicines Discontinuations and Shortages (DaSH) portal was established in October 2020 to collect notifications from suppliers of potential supply issues. Data from before October 2020 cannot be provided as this information is not held. star this property answer text <p>Highway authorities have a range of powers to deal with utility street works. If the grassed area or verge is part of the public highway, utility companies carrying out excavations need to apply for a permit from the relevant highway authority, and they must reinstate them after works have been completed in line with requirements in the <a href="https://www.gov.uk/government/publications/specification-for-the-reinstatement-of-openings-in-highways" target="_blank">Specification for Reinstatement of Openings in the Highway (SROH)</a>. Authorities can inspect the quality of the reinstatement, during works and up to two years later, and can require any defects to be repaired.</p><p> </p><p> </p><p> </p><p>New guidance and regulations introducing a performance-based inspections regime came into force <a href="https://www.gov.uk/government/publications/street-works-inspections" target="_blank">on 1 April 2023</a>. The new regime enables highway authorities to carry out more inspections of poorly performing utility companies.</p><p> </p>

star this property answer text <p>Early diagnosis and treatment are crucial to improving survival rates for cancer, including prostate cancer, and thereby reducing the number of cancer deaths. The Department is taking steps to reduce cancer diagnosis and treatment waiting times and is working jointly with NHS England on implementing the delivery plan for tackling the COVID-19 backlogs in elective care. This includes plans to spend more than £8 billion from 2022/23 to 2024/25 to help drive up and protect elective activity, including cancer diagnosis and treatment.  <br> <br> To support early diagnosis, NHS England introduced the Faster Diagnosis Standard (FDS) which sets a maximum target of 28 days from urgent suspected general practice or screening referral to patients being told that they have cancer, or that cancer is ruled out. To achieve this target, NHS England have streamlined cancer pathways, including implementing a best-timed prostate cancer diagnostic pathway so that those suspected of prostate cancer receive a multi-parametric, magnetic resonance imaging (MRI) scan first, which ensures only those men most at-risk undergo an invasive biopsy. Best practice timed pathways support the on-going improvement effort to shorten diagnosis pathways, reduce variation, improve experience of care, and meet the FDS. For patients, the prostate best-practice timed pathway may reduce anxiety and uncertainty of a possible cancer diagnosis, with reduced time between referral and receiving the outcome of diagnostic test</p><p><br> In November 2023 we announced a £42 million screening trial with Prostate Cancer UK, to find ways of detecting the country’s most common male cancer earlier. The first-of-its-kind trial, called TRANSFORM, will use innovative screening methods like MRI scans to detect prostate cancer, and will see hundreds of thousands of men across the country participating</p><p><br> On 24 January 2023, the Government announced that it will publish a Major Conditions Strategy to consider the six conditions, including cancer, that contribute most to morbidity and mortality across the population in England. We published the Major Conditions Strategy: Case for Change and Our Strategic Framework on 14 August 2023, which sets out our approach to making the change over the next five years that will deliver the most value in facing the health challenges of today, and of the decades ahead.</p>

star this property answer text <p>Permitted development rights (PDR) are a national grant of permission that allow certain building works and changes of use to take place without having to submit a planning application. They are subject to limitations and conditions to manage impacts and protect local amenity. In some cases, prior approval is required which allows the local planning authority to consider specific planning matters before development can take place. The local community may comment on the matters for prior approval.</p><p> </p><p>Individual permitted development rights including their associated limitations, conditions, and where relevant, matters for prior approval are set out in the General Permitted Development Order. There is no specific guidance on the permitted development rights for electronic communications.</p><p> </p><p>In addition to the planning framework, additional duties and obligations relating to telecommunications installations are included in the Electronic Communications Code (Conditions and Restrictions) Regulations 2003 (“the 2003 Regulations”).</p><p> </p><p>The 2003 Regulations require that in certain PDR cases, the operator must notify the local planning authority of its intention to deploy certain apparatus, provided that they have no pre-existing equipment in the area. The local planning authority may give written notice of conditions with which they wish the Operator to comply with in respect of the installation of the apparatus (although these do not have to be complied with to the extent they are unreasonable in all the circumstances).</p><p> </p><p>In addition, there is a Code of Practice (The Cabinet Siting and Pole Siting Code of Practice 2016) in place relating to the siting of cabinet and pole installations. This was developed in 2016 by the Government, in collaboration with two major fixed-line operators and other interested parties. It provides guidance on ways operators can ensure these installations are placed appropriately, and that local authorities and communities are engaged with regarding proposed installations. For example, it sets out that where new poles are to be installed the operator should place a site notice to indicate to nearby residents the intention to install a pole, and the proposed location.</p><p> </p><p>We believe that communities benefit enormously from the deployment of high quality digital infrastructure, with all the economic and social benefits it brings. We want to make sure that deployment happens efficiently, but at the same time, in ways that make sure the impact on communities and the environment is taken into account and broad support is maintained for the rollout of this critical infrastructure.</p>

star this property answer text <p>The Department has assessed the viability of a range of alternative schemes to the Birmingham PFI contract. Following this, we have committed to continue Birmingham’s existing funding at approximately £50m for 2024/5. In subsequent years, Birmingham would be allocated formula funding in the same way as other local highways authorities across the country, as part of the highways maintenance block grant. This will be paid via the West Midlands Combined Authority in the usual way.</p><p> </p><p>The Department will increase the additional funding going to the West Midlands Combined Authority (WMCA) under the Network North Roads Resurfacing fund to take account of the fact that the allocations announced in November 2023 did not include an amount for Birmingham. WMCA is also benefiting from over £1 billion of City Region Sustainable Transport Settlement (CRSTS) funding up to 2026/27, and set to benefit from indicative CRSTS2 funding of over £2.6 billion between 2027/28 and 2031/32.</p><p><strong> </strong></p>
