	answer	answer is ministerial correction date of answer 01/03/2016 answer text <p>The Welfare Reform and Work Bill introduces a four-year freeze for the main rates of most working-age benefits from 2016-17 to 2019-20, as part of the Government’s welfare reforms that are moving the country to a higher wage, lower tax, lower welfare society.</p><p> </p><p>The freeze does not apply to benefits related to the additional costs of disability, such as Disability Living Allowance and Personal Independence Payment; to the support group component of Employment and Support Allowance or the limited capability for work and work-related activity amount in Universal Credit; or to the disability premiums in Jobseeker’s Allowance, Employment and Support Allowance, Income Support or Housing Benefit. As soon as testing has shown the system to be robust, a small number of people with a pending Personal Independence Payment appeal will be invited to take part in an initial pilot of COR. Current indications are this is likely to commence before the summer.</p><p> </p><p>The Tribunal’s judiciary intend, following successful testing, to be able to offer COR to all appellants. Prior to carrying out an assessment, assessors refresh their knowledge of any condition with which they are not fully familiar.</p><p> </p><p>Benefit entitlement is determined by the Department’s decision makers, who receive extensive training to enable them to evaluate a claim and assess a claimant’s needs. Motability is an independent charitable organisation that is wholly responsible for the administration of the Motability scheme, including collating its own management information and client statistics. Whilst the Department meets regularly with Motability to discuss scheme performance, questions relating to the details of the scheme’s operation should be directed to Motability itself.</p><p> </p><p>Personal Independence Payment (PIP) began replacing Disability Living Allowance (DLA) for claimants of working age in April 2013. We recognise that the transition from Disability Living Allowance to Personal Independence Payment (PIP) can be challenging for individuals, which is why the Department worked closely with Motability as we developed our plans for the introduction of PIP. The Motability charity provides a one-off package of transitional support and advice to support customers who no longer meet the eligibility criteria for the Motability scheme. For most of these customers who entered into their first lease agreement with Motability before January 2013, Motability will provide transitional support of £2,000. This will enable many former Scheme customers to continue to meet their mobility needs by purchasing a used car.</p><p> </p><p>For customers who entered into their first lease agreement with the scheme after January 2013 and up to December 2013, Motability will supply transitional support of £1,000 to assist with mobility costs. Motability is also providing help with the cost of adaptations made to non-scheme vehicles and information on non-scheme motoring and insurance.
