The Government’s Road to Zero strategy, published in July, set out that by 2030 we want to see at least 50% and as many as 70% of new car sales being ultra low emission, alongside up to 40% of new vans. We expect this transition to be industry and consumer led, supported in the coming years by the measures set out in the Road to Zero strategy.</p><p> </p><p>There is significant uncertainty over some of the key drivers of the transition – including battery technology and new mobility services. The Government will be actively tracking market developments, looking at key factors such as uptake of Ultra Low Emission Vehicles, deployment of infrastructure, and consumer issues. The UK fleet is currently ahead of these targets in terms CO2 reduction and emits 22% less CO2 than in 2007. Pollutant emissions (for example particulate matter and oxides of nitrogen (NOx)) are regulated by European (‘Euro’) Emission Standards standards.　 These have become increasingly stringent and delivered large reductions for most pollutants.　 Government’s focus is now achieving real world reductions of NOx for diesel vehicles as new standards are introduced (Euro 6 for cars and vans, Euro VI for buses and lorries). The Government is committed to making the UK a global leader in the design, manufacture and uptake of ultra low emission vehicles which address both carbon and air quality issues. In Europe this is the European Aviation Safety Agency (EASA) who also have oversight of engines certified in other regions that expect to be registered in the UK or any other European country. We are in discussion with EASA as to how we might be reassured that the results for aviation certifications are robust. The certification requirement for Oxides of Nitrogen (NOx), Carbon Monoxide and unburnt hydrocarbon is based on operating the engine on a test bed at different thrust settings to simulate the landing and take-off phases of flight below 3000 feet. The visible smoke test identifies the worst case condition for smoke. A new standard for CO2 emissions from aircraft is being developed and is expected to assess the cruise emissions as this phase dominates total fuel burn. EASA certification engineers would verify the fuel burn on tightly controlled test flights. 	answer	answer is ministerial correction date of answer 16/10/2015 answer text <p><strong></strong></p><p>In the UK, the Vehicle Certification Agency conducts tests on vehicles and components to ensure they meet the minimum standards required by European and UN-ECE legislation.</p><p>Emissions tests are carried out to determine that the level of pollutants emitted from a vehicle is below the required limits. The test is a laboratory based test under controlled conditions in order to achieve repeatable results.</p><p>The Department for Transport recognises the current test cycle for emissions is outdated and no longer represents normal driving patterns. Discussions have taken place over recent years to replace this with an updated more relevant laboratory test. The Department anticipates this will be implemented from 2017. In addition, a new real world driving emissions test is being implemented to ensure emissions in normal driving comply with the legal obligation. These new tests will remove the ability of car manufacturers to falsify test results.</p><p>All new vehicles are tested in accordance with EU law to ensure that they meet the legislated requirements for emissions. As we investigate what went wrong and what we can do to stop it happening again, the priority of course remains to protect the public. We expect VW to take every step necessary to protect its UK customers, but it is right that the Government carry out their own thorough and independent investigation.</p><br /><p>A written statement was made today (10 November) informing the House of the latest developments on the Department for Transport’s vehicle emissions testing programme, following the revelations that VW had fitted defeat devices to some of its vehicles.</p><br /><p>The Vehicle Certification Agency (VCA) is working to confirm that this issue is not industry wide. They have tested two VW group vehicles known to contain a defeat device and will rerun laboratory tests on popular cars sold in the UK to compare real world driving emissions against laboratory performance. This generally involved a minimum of 3 tests, but any individual failures resulted in more vehicles being tested. In-service emissions testing is interpreted to refer to emissions testing through the MOT service. They were:</p><br /><ul><li>Mitsubishi Carisma Petrol Euro III (2005/2006 test)</li><li>BMW Mini One D (2008/2009 test)</li></ul><br /><p>In-service testing requires a minimum of three tests in order to achieve meaningful statistical results, although up to 20 vehicles may need to be tested. Where a fail decision is reached the series production is deemed to have failed, and the Approval Authority for the vehicle should be contacted to inform them of the test result.</p><br /><p>In the Case of BMW Mini the KBA (German approval authority) were informed to enable them to take action. In the case of the Mitsubishi the manufacturer was contacted directly and a number of anomalies were found with the test vehicle that could account for the failed result. In this case, the approval authority was again the KBA. We survey the campaign’s audiences at key campaign milestones to test its performance. To date, Go Ultra Low has exceeded government and industry campaign benchmarks on key measures. Of those surveyed who recalled seeing campaign activity, 71% have taken action as a result of having seen our advert, and the campaign’s website is now averaging 51,000 visitors a month following a four-fold increase in 2015 compared to 2014. The Government has been pressing for action at an EU-level to improve emissions tests and we have already secured a tough new Real Driving Emissions test. From next year, vehicles will have to meet emissions limits in real driving conditions across a wide range of typical operating conditions.</p><p> </p><p>The Secretary of State has met with the Chief Executive of Volkswagen UK to press that the technical fixes are completed as quickly as possible for UK consumers. The VCA is working closely with the VW group and other approval authorities to evaluate the proposed technical solutions. Electric vehicles have zero exhaust emissions and offer a clear benefit in tackling this ongoing air quality challenge.</p><p> </p><p>On pollution from particulate matter, evidence is limited. Recent research suggests that battery electric vehicles have similar total emissions of particulate matter to petrol and diesel vehicles, due to their higher mass causing increased non-exhaust particulate matter. A number of initiatives are underway to encourage cleaner, lower carbon fuels.</p><p> </p><p>The Renewable Transport Fuel Obligation was amended to increase rewards for suppliers of biopropane from April 2015, following a consultation which considered the potential benefits of alternative fuels, including biopropane, in delivering greenhouse gas savings. Biopropane is the term commonly used to describe liquid petroleum gas (LPG) derived from production processes that use biomass as the feedstock.</p><p> </p><p>The Department for Transport and Low Carbon Vehicle Partnership also established a Transport Energy Task Force which considered the potential of Liquefied Petroleum Gas (LPG) in meeting our greenhouse gas reduction targets, alongside other alternative fuels, last year.</p><p> </p><p>While no formal assessment of the air quality impact of LPG has been made, DfT and Defra officials met with representatives of the LPG industry during the consultation on the UK Air Quality Plans in 2015. Industry data shows that retrofitting older diesel cars and vans to run on LPG can reduce emissions of NOx (oxides of nitrogen) and particulate matter whilst producing CO2 (carbon dioxide) emissions between those of equivalent diesel and petrol engines.</p><p> </p><p>Birmingham City Council were awarded £500,000 to enable the conversion of older black cabs from diesel to LPG as part of the 2014 Clean Vehicle Technology Fund (CVTF) grant scheme. As part of this funding, emissions will be measured before and after conversion.</p><p> </p><p>As part of the Department’s Heavy Goods Vehicle emissions testing programme, the Low Carbon Vehicle Partnership is testing a dual fuel (diesel / LPG) retrofit conversion to a Euro VI truck, as well as gas and diesel comparators. Vehicle tests are currently underway and we expect to publish the results later this year. In 2014/15 these savings were equivalent to taking 1.3 million cars off the road. We have been working with industry and others on proposals to increase the supply of low carbon fuels in line with our UK carbon budget targets.
