The Government does not comment on internal discussions with Ministers.</p><p><strong> </strong></p><p>The UK and the EU agreed in March, in the draft Withdrawal Agreement that, in most areas, EU law will continue to have the same legal effects in the UK as now during the implementation period, in order to provide continuity and certainty to businesses and citizens.</p><p><strong> </strong></p><p>The Government has been clear that the Withdrawal Agreement &amp; Implementation Bill will be used to implement the major elements of the Withdrawal Agreement in domestic law.</p><p><strong> </strong></p><p>In order to ensure that the UK’s interests are protected during the implementation period, a Joint Committee will be established to provide the UK with a means to raise concerns regarding new laws, which we consider might be harmful to our interests. Sometimes administrative rules or guidelines will be needed in the UK whilst on other occasions legislation may be necessary. Additionally, EU legislation may be new, or it may amend or repeal existing legislation. There is often a delay before an EU law enters into force for instance in order to enable Member States to adopt the necessary domestic implementing measures; different parts of EU laws may enter into force at different times. The information which brings together all these categories of EU measures is not held centrally. 	answer	answer is ministerial correction date of answer 28/11/2017 answer text <p>The UK Government is committed to making the UK the best place in the world to do business and ministers from across Government have carried out extensive engagement on EU exit - with businesses and industry bodies from all sectors of the economy and all regions of the UK.</p><p><strong> </strong></p><p>To make the UK the best place to do business means fostering a high quality, stable and predictable regulatory environment. This means the Withdrawal Bill will, so far as possible, maintain the status quo in this regard and provide a good starting point for a deep and special partnership with the EU. Through the Withdrawal Agreement and Implementation Bill we will legislate for the Implementation Period. As the PM said in her Florence speech, the framework for this strictly time-limited period, which can be agreed under Article 50, would be the existing structure of EU rules and regulations.</p><p><strong> </strong></p><p>With regards to the future regulatory relationship this is subject to negotiations, but as the PM set out this should be straightforward in areas where regulation is outside the scope of our trade and economic relations. But there will be areas which do affect our economic relations where we and our European friends may have different goals; or where we share the same goals but want to achieve them through different means. 	answer	answer is ministerial correction date of answer 13/10/2014 answer text <p>The Recast of the Energy Performance of Buildings Directive came into force on 19 May 2010, with a transposition date of 9 January 2013.</p><p>The Departmental portfolio includes EU Regulations that do not require transposition such as the EU Construction Products Regulation which was adopted in March 2011 and came fully into force in July 2013 and the European Structural and Investment Funds Regulations.<br><br>It is the Department's policy under this Government to avoid and reverse the gold-plating of EU directives by the Labour Government; for example, we have done this on the Energy Performance of Buildings Directive by scaling back the rules on Energy Performance Certificates to the minimum requirements of the directive and scrapping Home Information Packs.<br><br>We also wish to renegotiate powers back to the United Kingdom where appropriate; as a small but pertinent example, my Department has successfully removed the legal requirement in the European Regional Development Fund Regulations (introduced in 2006 under the Labour Government) to fly the EU flag outside our building for one week a year after Europe Day.</p> answering member constituency Keighley answering member printed Kris Hopkins question first answered 13/10/2014 15:18:10 answering member 4043 label Biography information for Kris Hopkins
