star this property answer text <p>General Practitioner (GP) income is made up of global sum payments for carrying out essential and additional services under the contract. Practices may also receive further payments for specific services including:</p><p> </p><p> </p><p> </p><p>- enhanced services – those that require an enhanced level of service provision above what is required under the core contract. The additional payment for diagnosing dementia falls within this category; and</p><p> </p><p> </p><p> </p><p>- the quality and outcomes framework (QOF) - a voluntary incentive scheme that provides payment to GP practices for how well they care for patients based on performance against a number of agreed indicators.</p><p> </p><p> </p><p> </p><p>Specifically on diagnosis, a number of QOF indicators are concerned with the establishment of disease registers. In order to receive payment GPs are required to ensure diagnosis levels consistent with those expected for their population for the following conditions:</p><p> </p><p> </p><p> </p><p>- atrial fibrillation;</p><p> </p><p>- coronary heart disease;</p><p> </p><p>- heart failure;</p><p> </p><p>- hypertension;</p><p> </p><p>- peripheral arterial disease;</p><p> </p><p>- stroke and trans-ischaemic attack;</p><p> </p><p>- diabetes mellitus;</p><p> </p><p>- hypothyroidism;</p><p> </p><p>- asthma;</p><p> </p><p>- chronic obstructive pulmonary disease;</p><p> </p><p>- dementia;</p><p> </p><p>- depression;</p><p> </p><p>- schizophrenia, bipolar affective disorder and other psychoses and other patients on lithium therapy;</p><p> </p><p>- cancer;</p><p> </p><p>- chronic kidney disease;</p><p> </p><p>- epilepsy;</p><p> </p><p>- osteoporosis;</p><p> </p><p>- rheumatoid arthritis; and</p><p> </p><p>- obesity.</p><p> </p><p><strong> </strong></p><p> </p><p> </p><p> </p><p>Each year NHS Employers, on behalf of NHS England, negotiates the new GP contract with the General Practitioners Council of the British Medical Association. This includes discussion of changes to the Enhanced Services and QOF.</p><p> </p>

star this property answer text <p>The 20 medical conditions listed in the answer of 5 November (HL2465) relate to indicators in the Quality and Outcomes Framework (QOF). QOF is a voluntary incentive scheme that provides additional reward to general practitioner practices for how well they care for patients based on performance against a number of agreed indicators.</p><p> </p><p> </p><p> </p><p>Each indicator is assigned a number of QOF points, further detail is set out on the NHS Employers website:</p><p> </p><p> </p><p> </p><p>http://www.nhsemployers.org/your-workforce/primary-care-contacts/general-medical-services/quality-and-outcomes-framework</p><p> </p><p> </p><p> </p><p>QOF points are awarded according to level of achievement. In 2014-15 there is a possible total of 559 points. The value of each QOF point is set out in the Statement of Financial Entitlements and is currently £156.92. star this property answer text <p>It is not for the Department to place a limit on the daily payment of doctors, nurses and other professionally qualified staff hired by the National Health Service from the private sector.</p><p> </p><p> </p><p> </p><p>The Department expects trusts to have a strong grip on their finances, and manage their contract and agency staffing spend responsibly through effective and efficient workforce planning and management.</p><p> </p><p> </p><p> </p><p>Trusts have access to these staff at appropriate prices through frameworks managed by the Crown Commercial Service and the 4 NHS procurement hubs and we are working with, for example, Monitor and the NHS Trust Development Authority, to encourage trusts to use these frameworks.</p><p> </p><p> </p><p> </p><p>Following the Francis report many trusts have increased their spend on temporary staffing to meet safe staffing levels.</p><p> </p><p> </p><p> </p><p>Where appropriate, we shall also be using the newly published section 42 guidance, for trusts requiring financial support, to expect those trusts to reduce their spending on agency staffing over the course of the next financial year.</p><p> </p>

star this property answer text <p>As at 30 September 2013 there were more than 5,600 (headcount) more doctors working and training in the hospital and community health services (HCHS) and general practice than in September 2010.</p><p> </p><p> </p><p> </p><p>The Health and Social Care Information Centre annual workforce census provides data on the number of HCHS medical and dental staff and the number of general practitioners working and training in the National Health Service in England. The latest information is for 30 September 2013 and shows there were 148,968 doctors, including registrars and retainers. 79,593 of these were male and 69,375 were female. The next census will be published on 25 March 2015 and will show the position at 30 September 2014.</p><p> </p><p> </p><p> </p><p>The attached table shows the number of doctors by gender from 2003-2013.</p><p> </p> more like this
