Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. Iran is one of the UK Government's "Countries of Concern" on human rights and thus subject to enhanced monitoring and reporting on human rights developments. We hope that President Rouhani will act on the pledges he has made to implement social reforms and improve the rights of all citizens in Iran. But responsibility for human rights in Iran does not fall under the direct authority of the President. Genuine progress, while essential, will be difficult to achieve. Improving our bilateral relationship with Iran is in the interests of both countries. It does not mean we suddenly agree on everything; on the contrary, we will continue to have sharp disagreements with Iran, particularly over human rights. Sanctions are designed to impose a cost for Russia’s actions in Ukraine, deter further escalation of this crisis, and support the wider diplomatic effort. EU measures already announced have exacerbated negative trends in Russia’s economy; capital flight in the first half of 2014 was greater than for the whole of 2013; and we have seen a significant reduction in expected growth. Russian access to western financial markets will be severely constrained as lenders consider the risks of Russian exposure in the current climate. The strengthening of sanctions should signal clearly to the Russian leadership that their policy of trying to destabilise Ukraine will have a cost for the Russian economy. The EU’s measures have in-built review mechanisms. The UN estimate that 15,000 people have been displaced from their homes around Benghazi, and there have been reports that over 200 people have been killed since mid-October. The fighting in Benghazi also undermines the United Nations-led peace talks and diminishes the prospects of a stable and prosperous Libya. At a meeting in Paris on 30 October 2014, the UK Special Envoy for Libya, Jonathan Powell, alongside his international counterparts, from the African Union, the Arab League, the European Union, France, Germany, Italy, Malta, Spain, Turkey and the United States, reaffirmed that there is no military solution to the current situation in Libya. They called for an immediate and unconditional ceasefire, and a return to dialogue under the auspices of the United Nations. We are also concerned by reports that groups such as Ansar Al-Sharia (Benghazi), who have publicly rejected dialogue and the democratic process, are involved in the fighting. This includes reports of rape or detention of women at check-points and incidents of the abduction of women, by armed groups, whose whereabouts remain unknown. The Women’s International League for Peace and Freedom has also received reports of a rise in domestic violence and human trafficking across Ukraine. The British Government has been in dialogue with the United Nations High Commissioner for Refugees (UNHCR) around protection concerns, including sexual violence, at collective centres for the displaced and have confirmed that the UK’s £700,000 contribution to the UNHCR to repair housing for the displaced is being complemented by the work of UNHCR protection officers. Friend the Member for Runnymede and Weybridge (Mr Hammond) discussed this matter with President Rouhani and Foreign minister Zarif respectively in September. The UK’s non resident Charge d’Affaires continues regularly to raise the case with his Iranian counterpart, including most recently on 9 November. The Minister of State, my Rt. Hon. Friend the Member for East Devon (Mr Swire), raised this issue with the Chinese authorities on 19 May and made a statement on this issue on 21 May. We also fully support the EU statement of 28 May calling for the release of all those imprisoned for the peaceful expression of their views. We will use a cross-Government approach, as we did when developing the National Action Plan, to reflect the fact that business and human rights runs across a broad range of Government activities and responsibilities. A cross-Government Steering Group, led by the Foreign and Commonwealth Office (FCO) and the department for Business Innovation and Skills, and including around 10 other government departments, oversees delivery of the Action Plan. A detailed implementation plan sets out the action needed to deliver against each of the Action Plan commitments, and the departments responsible for taking this forward. This provides a mechanism for ensuring that all Whitehall departments understand their roles in delivering the Action Plan, and for monitoring progress and holding departments to account. We are committed to reporting on progress in the FCO’s Annual Human Rights and Democracy Report. We are working with business and civil society to ensure that the Action Plan delivers real impacts and contributes to preventing human rights abuses by companies wherever they operate, or providing remedy when they occur.
