star this property answer text We have applied no sanctions against London Midland in regard to performance on the Birmingham Cross City line; we do not disaggregate performance by the train operators to that level. In the autumn of 2012 London Midland experienced a high number of cancellations, largely due to issues with availability of train crew. As a result, they breached the terms of their Franchise Agreement, and a remedial plan and package of benefits was agreed with the Department. As the Secretary of State for Transport announced to the House on 20 December 2012, this package included passenger benefits of: 500,000 discounted tickets, free travel for season ticket holders (worth up to c.£5.4m), capital investment, and additional driver training investment worth a combined £6.25m more like this

star this property answer text <p>We want to see more and more people using public transport - one of the key ways of encouraging this is to make sure it is a safe option. The transport industry, local authorities, the police and others are already investing in, and undertaking, wide-ranging initiatives to improve the personal security of public transport passengers and staff and to keep our public transport systems as low crime environments.</p><p> </p><p>However, the Government is not readily able to increase passenger services in commercial transport markets. For example, decisions about bus services outside London are largely a matter for the private sector. Equally, it is difficult to see that any such increase would have a positive effect on matters of personal security.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>We have no firm information, but our best current estimate is that about seventeen percent of cars currently in use are fitted with wall-flow diesel particulate filters. We have made no estimate of the proportion of lorries, buses, and coaches that are fitted with diesel particulate filters. Reduction in airborne particulate has clear public health benefits. Some 29,000 premature deaths are estimated to occur each year as a result of airborne particulate, and poor air quality has health costs estimated at £15 billion annually for the UK.</p> more like this

star this property answer text <p>We have made no specific assessment of the impact of low quality fuels since all fuel supplied for road vehicles has to comply with the Motor Fuel (Composition and Content) Regulations, and these requirements are set in order to reduce the environmental impacts of vehicles.</p><p> </p><p>In practice, all producers supply fuel that also meets the EN 590 (Diesel) or EN 228 (Petrol) industry standards. The Composition and Content Regulations, and the standards, have been revised over time, most notably to remove lead from petrol and to ensure that all road fuel is effectively sulphur-free. There should be little difference between the air quality emissions from vehicles running on fuels that meet the statutory and industry standards.</p> more like this

star this property answer text <p>We consider the change to the 40 mph HGV speed limit will remove an out-dated and poorly observed speed limit. We consider modernising that limit in itself reinforces the importance of other speed limits, particularly lower local speed limits. Other key safety-related laws, such as the ban on using had-held mobile phones whilst driving, have similar penalties to those for speeding and their importance is likewise enhanced by the modernisation of the HGV speed limit itself. For mobile phone use whilst driving large vehicles the Government is already introducing and encouraging the greater use of vocational driver conduct hearings, where action can be taken against drivers’ licence entitlements.</p><p> </p><p>In addition having the current limit gives rise to an untenable position where motorists’ expectations of relatively quick journeys on some rural roads are only being met because HGV drivers are routinely breaking their speed limit.</p><p> </p><p>Having a law in place which we know to be widely disregarded can only increase the likelihood that drivers will consider other laws to be optional, and so the Government decided a change in the HGV speed limit to a more modern and credible 50mph is necessary.</p>

star this property answer text <p>Unlike economic regulation of the Channel Tunnel there is no European legislative obligation to move responsibility for railway safety in the Channel Tunnel to national regulators. The Government considers that currently there is no justification on safety or other grounds for moving safety regulation and therefore has no plans to do so at the moment.
