Some manufacturers have committed to offering voluntary software changes to EU5 and EU6 vehicles to improve their real world performance and we are encouraging other manufacturers to do the same.</p><p> </p><p>In the Autumn Budget, Government announced supplements to Vehicle Excise Duty and Company Car Tax for new diesel cars not certified to step 2 of Real Driving Emissions (RDE2) standards – also known as Euro-6d. There is no similar reporting system for cars or other vehicles. However all vehicles must meet strict standards before they enter service, as well as standards which must be maintained at all times while a vehicle is in service. Defra and the Department for Transport work closely together at all levels to embed air quality considerations in the development of transport policy and delivery, including in relation to vehicle emissions. The inter-Ministerial group on Clean Growth meets as and when required and its members include Ministers and officials from the relevant departments, including Defra and the Department for Transport.</p><p> </p><p>The Government’s comprehensive National Air Quality Plan (www.gov.uk/government/publications/air-quality-in-the-uk-plan-to-reduce-nitrogen-dioxide-emissions), published in December last year, is based on the best available evidence and uses the latest COPERT (Computer Programme to Calculate Emissions from Road Transport) (4v11) factors to calculate emissions from diesel cars.</p><p> </p><p>In May, the Government will present the results of its vehicle testing programme (www.gov.uk/government/publications/vehicle-emissions-testing-programme-conclusions) to European Research for Mobile Emission Sources (ERMES), the body responsible for collating vehicle emission data, to inform its updated emissions factors later this year. 	answer	answer is ministerial correction date of answer 01/11/2016 answer text <p>The Driver and Vehicle Standards Agency deals with the front line enforcement of high polluting vehicles. This is primarily dealt with at the annual roadworthiness test, which DVSA administers, where exhaust emissions are checked once a vehicle becomes subject to testing due to its age. If the vehicle fails this test, the vehicle cannot be used on roads until the excess pollution is remedied. DVSA enforce emission outputs from the commercial vehicle fleet. When vehicles are seen to emit visual smoke, enforcement action is taken. 	answer	answer is ministerial correction date of answer 14/03/2017 answer text <p>Local authorities already have the powers to issue fixed penalty notices of £20 to drivers who allow their vehicle engines to run unnecessarily while the vehicle is stationary, using powers under the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002, and are able to use signage to discourage idling. Local authorities can also voluntarily introduce Clean Air Zones should they wish to do so using their powers under the Transport Act 2000.
