A list of the items temporarily moved will be placed in the Library of the House.</p><p>This includes safely transferring the political cartoons donated by former Chancellors, including Alistair Darling's from 2007, “With hindsight, that wasn’t the best time to ask the Chancellor which music he prefers – Johnny Cash or Northern Rock.”</p><p>I hope the Rt Hon Member and her staff will appreciate the importance of preserving such moments from history of the last Labour Government.</p><p>The full activity schedule is attached, with lists A,B,C and D on the following pages. After careful consideration of the potential impact, my Department agreed with ACE to delay the announcement of its 2023-26 investment programme. I can now confirm the new date for the announcement is Friday 4 November and that this has been agreed with ACE.</p><p>I recognise that this delay caused some uncertainty for organisations in the short term but I am confident that this will be minimal as the investment programme begins on 1 April 2023.</p><p>Individual funding allocations to organisations in the Investment Programme are always a matter for ACE and all of these funding decisions are taken at arm’s-length from the government. The primary funding source for the ACE investment programme is non-ring fenced Grant-in-Aid provided by DCMS. As set out on its website, and in the ‘Addendum to the Guidance for Applicants’, ACE’s average annual budget for this investment round is £428 million, and it will receive a 2% uplift to the total budget compared with the 2018-22 investment programme. Decisions about which organisations to fund in its Investment Programme, and by how much, are taken by Arts Council England alone. As part of its decisions regarding the 2023–26 Investment Programme, Arts Council England has offered the English National Opera £17 million to help it transition from its current model and explore a new future.</p><p>I can confirm that all decisions on which organisations to fund through the 2023–26 Investment Programme and their precise allocations have been taken by Arts Council England.</p><p>As the Cabinet Minister responsible for arts and culture, the Secretary of State regularly meets Arts Council England, which is an arms-length body of the Department. She met Arts Council England officials to discuss the overall process, outcome and plan for announcement on 2 November. 	answer	answer is ministerial correction date of answer 26/01/2023 answer text <p>Heritage and the arts have an important role to play in boosting people’s health and wellbeing – a point which has been underlined by our experience during, and since, the COVID-19 pandemic. DCMS and our arm’s-length bodies, including Arts Council England and Historic England, play an important role in the Government’s work to improve health and wellbeing.</p><p>Arts Council England’s ‘Creative Health and Wellbeing Plan’ sets out its ongoing commitment to help people live happier, healthier lives, while Historic England’s ‘Wellbeing and Heritage Strategy’ aims to ensure that everyone can experience the wellbeing benefits of heritage. Both organisations work with the NHS and partner with the National Academy of Social Prescribing.</p><p>The Government’s <a href="https://www.gov.uk/government/publications/opportunity-for-all-strong-schools-with-great-teachers-for-your-child" target="_blank">schools White Paper</a>, published in March 2022, said that all children should be entitled to take part in sport, music and cultural opportunities, noting that “These opportunities are an essential part of a broad and ambitious curriculum, and support children’s health, wellbeing and wider development, particularly as we recover from the pandemic.” The Government published updated <a href="https://www.gov.uk/government/news/sport-and-music-education-championed-with-new-investment" target="_blank">plans</a> to support sport and <a href="https://www.gov.uk/government/publications/the-power-of-music-to-change-lives-a-national-plan-for-music-education" target="_blank">music</a> education in 2022, and will publish a <a href="https://www.gov.uk/government/news/baroness-bull-cbe-appointed-chair-of-the-expert-advisory-panel-for-the-cultural-education-plan" target="_blank">cultural education plan</a> in 2023, which DCMS is working with the Department for Education and our arm’s-length bodies in developing.</p> answering member constituency Pudsey answering member printed Stuart Andrew question first answered 26/01/2023 18:09:19 answering member 4032 label Biography information for Stuart Andrew
