BDUK’s Superfast programme will provide at least 24 Megabits per second (Mbps) coverage to 95% of the UK by the end of this year. This includes its interests in two major UK Media companies Sky PLC and Endemol/Shine. 21st Century Fox currently remains as the bidder for Sky PLC and Disney and 21st Century Fox confirmed in their joint announcement that they want the 21st Century Fox bid for Sky - announced in December 2016 – to continue. The current Competition and Markets Authority (CMA) inquiry into the Fox/Sky merger will therefore continue.</p><p>The CMA are of course fully aware of the Disney bid and it is for them to consider how to account for this development in their inquiry. The CMA are due to publish their interim findings on the merger in mid-January and provide their final report by 6 March. In March 2020, the government announced a deal with the mobile network operators, including Vodafone, to increase 4G coverage to 95% of the UK landmass. The Government’s ambition is for the majority of the population to have access to a 5G signal by 2027 and we want to ensure that UK businesses reap the full benefits of 5G.</p><p>There is no explicit regulatory requirement for mobile network operators to maintain a 2G or 3G network and the government has limited powers to compel operators to maintain, switch off or streamline specific networks. In the US, all 3G networks have already been switched off. This might affect the experience of UK customers travelling to the US, in particular for customers with an older phone model. In some cases, UK customers might not be able to make calls or access data unless they are connected to WiFi.</p><p>There is no specific obligation for UK mobile providers to inform their customers of changes to network provision in other countries. However, Ofcom is speaking to providers to ensure that they are informing customers of this impact and some providers have been proactively sending messages to potentially affected groups. Ofcom will regularly report on coverage improvements towards this goal through its Connected Nations report.</p><p>Exact site deployment plans will be managed by the operators themselves in order for them to best deliver the agreed coverage outcomes. However, we expect that consumers will feel the benefit of the programme long before its conclusion and the operators will consult with communities as roll out plans become clearer.</p><p>While the biggest improvements in coverage arising from the Shared Rural Network will be in Scotland and Wales, there will be improvements across all four nations. 4G geographic coverage in England is currently 97% from at least one operator and 81% from all four operators. As a result of the programme, this will increase to 98% coverage from at least one operator, and 90% from all four by end-2025.</p><p>The Shared Rural Network will help close the digital divide between urban and rural areas by improving mobile coverage in largely rural areas across the whole of the UK. The programme is not directly aimed at improving coverage in dense inner-city areas such as the West End of London which, typically, have good 4G coverage from all four operators, and it will remain a commercial decision for operators to decide whether to improve coverage in such areas.</p><p>We are aware of the European Commission’s Digital Economy and Society Index report 2019, which compares 4G coverage of homes across Member States. Ofcom’s Connected Nations summer update report, shows that 44% of the Scottish landmass had 4G geographic coverage from all four mobile network operators (MNOs), with 81% from at least one operator. As a result of the programme, this will increase to 98% coverage from at least one operator, and 90% from all four by end-2025.</p><p>The Shared Rural Network will help close the digital divide between urban and rural areas by improving mobile coverage in largely rural areas across the whole of the UK. The Shared Rural Network is a programme to improve 4G coverage across the landmass of the UK, rather than offshore. As a result of the Shared Rural Network, it is possible that offshore coverage may be improved near ports or ferry routes, or adjacent to coastal population centres. This is not guaranteed, however, because exact deployment plans will be managed by the Mobile Network Operators themselves, in order for them to best deliver the coverage outcomes for the programme. Furthermore, the current 4G spectrum licenses issued by Ofcom to the Mobile Network Operators limit 4G coverage to the UK and the UK Territorial Sea (up to 12 nautical miles).</p><p><strong> </strong></p><p>At the World Radiocommunication Conference in 2019, the UK signed an international treaty ensuring global coordination of radio spectrum frequencies. These regulations are of great importance to the international maritime community because they help minimise the likelihood of interference and allow for the unconditional operation of critical nautical safety communications. However, these regulations also impose certain measures to limit interference between countries and can therefore impact on 4G offshore coverage potential for fishing vessels.</p><p><strong> </strong></p><p>DCMS supports improvements in maritime communications and is currently monitoring developments in alternative communications technologies that could provide better connectivity to fishing vessels, where coverage from land based systems is limited. Some vessels may already have these technologies installed for safety related requirements.</p><p><strong> </strong></p><p>DCMS also recognises the importance of the maritime sector for the UK economy and is aware of its dependence on suitable maritime communications services. Whilst Ofcom have provisionally stated that these bands will be auctioned on a national basis, the Government continues to explore spectrum sharing models which would allow community or small provider solutions to meet the needs of local areas.</p><p> </p><p>DCMS meets regularly with Ofcom to discuss these issues and consider future use cases for 5G technologies. However as Ofcom is the national regulatory authority, they are responsible for managing spectrum and ensuring that spectrum is used in the most effective way to facilitate such growth.</p><p> </p><p>More broadly, the Government believes that there should be greater liquidity in the spectrum market and barriers to spectrum trading should be removed. Government supports Ofcom's recent consultation document on ‘Enabling Opportunities for Innovation’ and is continuing to engage with stakeholders on the potential impact of a dynamic, flexible spectrum sharing model.</p><p> </p><p>In February the Government published a consultation on its Statement of Strategic Priorities which reaffirms our support for flexible shared spectrum models and the release of additional public sector spectrum are some of Government’s strategic priorities. Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p> </p><p>Ministers have regular discussions with Mobile Network Operators on a full range of subjects relating to mobile coverage and future digital infrastructure development, including 5G. Specific issues relating to health concerns and the natural environment are the responsibility of DHSC/Public Health England (PHE) and DEFRA respectively.</p><p> </p><p>A considerable amount of research has been carried out on radio waves and we anticipate no negative effects on public health.</p><p>PHE’s Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications.</p><p>Central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). 	answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>The Government is committed to create a policy and regulatory environment which will ensure the most efficient use of radio spectrum (or airwaves), including setting the right conditions for the development and deployment of 5G networks while protecting important satellite services and applications.</p><p> </p><p>Government departments and agencies have been actively involved in the work of international telecoms groups, ITU (International Telecommunications Union) and CEPT (European Conference of Postal and Telecommunications Administrations), to study the necessary technical conditions for 5G, to ensure that they meet internationally agreed protection criteria for satellite communication and scientific satellites, including Copernicus.</p><p> </p><p>These technical conditions must balance the needs of the 5G industry and the science community. Such conditions have already been agreed within Europe. That included £35 million for nine winning projects from our rural and industrial 5G competitions, and a new £30 million open competition - 5G Create - that will launch in due course.</p><p><strong> </strong></p><p>The Programme ensures that each of our projects has a security strategy in place that identifies and mitigates security risks and is proportionate for R&amp;D environments. Testbeds are encouraged to employ nationally recognised standards and best practice security approaches. This includes identifying and mitigating supply chain risks and taking steps to manage High Risk Vendors. None of the successful projects announced as part of Industrial 5G and Rural Connected Communities will use equipment from high risk vendors.
