We take the mental health of prisoners extremely seriously, which is why we have increased the support available to vulnerable offenders - especially during the first 24 hours in custody - and invested more in mental health awareness training for prison officers. We are putting more funding into prison safety and have embarked on major Prison Safety Programme, in order to reduce the number of self-inflicted deaths and incidents of self-harm in our prisons. They are therefore not required to create accounts and book their own travel which can be monitored through our management reports. Instead, their travel is booked by Private Office employees and logged as guest users.</del></p><p><del class="ministerial">Furthermore, any flights for prisoners would not show on the MI that they are for a prisoner. We are therefore unable to break down prisoner travel for the same reason as Ministers due to not being employees of the department and not requiring accounts.</del></p><p><ins class="ministerial">The answer given to the question on 4 November 2022 provided the spend on commercial flights by the MOJ, rather than the cost specifically of private charter flights.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The MOJ does not monitor spend on private charter flights, because a very low volume of private charter flights are used. To provide an answer to the cost of private charter flights since 2010 would incur a disproportionate cost. Information for charter flights used by ministers during 2022 has been provided below. Private charter flights are occasionally used for prisoner repatriations and for travel by ministers and senior civil servants when suitable commercial flights are not available.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In respect of the use of charter flights for ministers, during 2022, one private charter flight was used by the Deputy Prime Minister and nine officials for return travel to the Hague at a cost of £22,895. I have asked the Authority to reply<del class="ministerial">.</del> <ins class="ministerial">and I will place the response in the Library of both houses.</ins></p><p> </p><p><em><strong>Letter from John Pullinger CB, National Statistician, to The Lord Pearson of Rannoch, dated 15 June 2018.</strong></em></p><p>Dear Lord Pearson,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Question asking about the number of suicides since 2000 of separated fathers compared to those of separated mothers <strong>(HL8615)</strong>.</p><p>The Office for National Statistics (ONS) publishes suicide rates for the UK, constituent countries, regions and local authorities in England and Wales in an annual bulletin[1].</p><p>The information we hold on deaths is limited to what is recorded on the Medical Certificate of Cause of Death by a doctor, provided to the registrar by the informant at the time of death registration, or recorded by a coroner following their inquest into the cause and circumstances of the death. We can provide the number of suicides per year by legal marital status, but we have no available information on whether the deceased was (a) separated at the time of death, that is, living apart from their partner; or (b) was a father or mother.</p><p> </p><p>Table 1 attached provides the numbers and crude rates per 100,00 persons of deaths due to suicide, by sex, for each year between 2000 and 2016 in England and Wales. The rates are broken down by marital status recorded at death. Environmental protection is an area of devolved responsibility in Overseas Territories. Cayman law requires that an environmental impact assessment be conducted before a development of this nature proceeds. An updated environmental impact <del class="ministerial">assessment</del> <ins class="ministerial">scoping document </ins>has been submitted to the Environmental Assessment Board for review; once this review is complete a period of public consultation will commence before a final report is issued. Under the Blue Belt programme, United Kingdom funding has been provided to support the Overseas Territories protect and manage their marine environments. The programme is currently on course to protect 4 million square kilometres of ocean around the UKOTs.
