	answer	answer is ministerial correction date of answer 29/07/2019 answer text <p>The Office of Rail and Road (ORR) and the Rail Safety and Standards Board (RSSB) have both confirmed that the driver operating the doors is a safe method of working. It is vital that train operators have policies in place so that passengers with disabilities are able to travel with confidence. ORR is the organisation which is responsible for the approval and monitoring of operators’ Disabled People’s Protection Policies (DPPP). Following the introduction of driver-controlled operation on Southern, ORR carried out a period of enhanced monitoring to ensure that policies were in place on Southern so that disabled passengers, regardless of whether they had pre-booked assistance or chose to travel spontaneously, and regardless of whether they were travelling to a staffed or unstaffed station, were able to complete their journey. ORR concluded that GTR had provided assurance that it has the systems and processes in place for this purpose. This Statutory Instrument includes provisions which enable the Government to continue to issue pre-arrival notification (PAN) exemptions to operators of vessels travelling on scheduled services from the EU into the UK after our withdrawal from the EU, even in a no deal scenario.</p><p> </p><p>Vessels travelling from the UK into the EU following the UK’s withdrawal from the EU will need to provide the necessary pre-arrival security information for scheduled routes. Government has communicated widely with operators and has provided advice to them about the change. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p><strong> </strong></p><p>The Government’s response to the 2018 consultation on ‘<em>Taking Flight: The Future of Drones in the UK’ </em>sets out that it is likely that the majority of users of small unmanned aircraft (SUAs) who break the law, do so unintentionally. Therefore, the introduction of a registration and education scheme will raise awareness of how to safely fly an unmanned aircraft. SUAs will be required to display their registration number on their aircraft, which will help law enforcement agencies identify the operator of the aircraft where an offence has been committed whether intentionally or otherwise.</p><p> </p><p>The Government recognises that a requirement to register will not prevent criminals intent on breaking the law from causing damage and disruption. While performance has improved recently, the new Transport Secretary understands passengers need the certainty of reliable journeys, and is determined to work with industry to improve performance.</p><p> </p><p>Official statistics on passenger rail reliability and performance are published by the Office of Rail and Road (ORR).</p><p> </p><p>Cancellations and Significant Lateness (CaSL) measures the proportion of trains arriving at the final destination more than 30 minutes after the planned timetable or is cancelled either in full or in part.</p><p> </p><p>The Public Performance Measure (PPM) is defined as the percentage of trains arriving at the final destination within five minutes of the planned timetable for London and South East, Regional and Scotland operators, or within ten minutes for the Long Distance operators.</p><p> </p><p>Both PPM and CaSL measures reflect punctuality and reliability at the final destination, rather than at each station stop. In particular, the first £70 million of the Charging Infrastructure Investment fund is expected to deliver an additional 3,000 rapid chargepoints by 2024.</p><p>In July last year, work commenced to determine a vision for a core rapid charger network on England’s strategic road network. This will report in Spring 2020. This recommends that road works are limited to a maximum of 6km (around 3 and ¾ miles), although the adoption of longer lengths of road works is permissible providing they do not create unacceptable impacts. Where longer lengths of road works are adopted, site specific risk assessments are required to identify the safe maximum length. The funding available is for 75% of the capital costs of procuring and installing the chargepoint and an associated dedicated parking bay, and is administered by the Office for Low Emission Vehicles (OLEV). In October 2019, I wrote to all local authorities encouraging them to send their strategies for infrastructure deployment and to take advantage of ORCS funding. Last month we announced that Government funding will be doubled to £10 million for the installation of chargepoints on residential streets next year. This could support as many as 3,600 chargepoints for those that do not have off-street parking.</p><p> </p><p>To date, no applications have been made for funding through ORCS from Central Bedfordshire Council. It is the for the Leaders and Mayors of local and Combined Authorities to decide how best to manage the relative mix of traffic in their cities.</p><p> </p><p>The Government is tackling congestion across England through investment in roads, public transport and active travel. The £2.5bn Transforming Cities Fund is empowering 18 city regions to deliver improvements to commuter connectivity which will provide faster, more reliable transport links such as new light rail, bus or cycling infrastructure. However, the Bus Services Act 2017 provides the tools local authorities need to improve local bus services and increase passenger numbers.</p><p> </p><p>Of the £30 million of additional funding announced to improve current services and restoring lost services, West Yorkshire Combined Authority has been allocated £1,086,414 which will be available from April 2020 if the funding requirements are met.</p><p>This is from the £220 million Better Deal for Bus Users package to transform bus services. As such, the Department does not carry out such assessments.</p><p> </p><p>The Department has always advocated the use of traffic responsive systems, and junction designs that optimise operation to reduce unnecessary delays and maximise junction capacity as far as possible.</p><p> </p><p>The Department has recently updated its guidance on the design of traffic light junctions, in Chapter 6 of the Traffic Signs Manual. This makes clear that the most efficient way to operate a junction is to adopt sequences and techniques that allow one or more arms to run at the same time, to keep traffic moving safely. This funding is supporting battery R&amp;D from the Faraday Institution’s academic research, through Innovate UK’s programme of collaborative applied R&amp;D, to scale-up in the cutting-edge UK Battery Industrialisation Centre.
