This means that they become looked after children and should be safeguarded and have their welfare promoted in the same way as any other looked after child. 	answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>The government wants all children and young people with special educational needs and disabilities (SEND), and looked after children, to achieve well in early years, at school, in further and higher education and be prepared for adulthood.</p><p> </p><p> </p><p>We have put in place a number of programmes to support improved outcomes for children and young people with SEND, including, from September 2014, introducing the largest reforms to the SEND system in a generation.</p><p> </p><p> </p><p>We assess outcomes for children and young people with SEND through external measures. For example, GSCE exam results (including attainment 8 and Progress 8 measures), the early years foundation stage profile; phonics screening check, key stage 1, key stage 2, numbers of tribunal cases (including the number decided in the appellant’s favour), and destinations data (the numbers going into further and higher education, and employment), absence and exclusions data.</p><p> </p><p>We have also started looking at longer-term outcomes for special educational needs (SEN) pupils. This has been possible through analysis of the longitudinal educational outcomes (LEO) dataset. This dataset, for the first time, brings together information about learners including: personal characteristics such as gender and ethnicity; education, including schools, colleges and higher education institution attended, courses taken and qualifications achieved; PAYE and self-assessed employment and income data from Her Majesty’s Revenue and Customs; and data on benefits claims from the Department of Work and Pensions.</p><p> </p><p>Initial analysis relating to longer term employment and benefit outcomes of SEN pupils was published in July 2018. This analysis was based on those who completed key stage 4 in academic years 2002/03 and 2003/04. The data can be accessed via: <a href="https://www.gov.uk/government/publications/school-and-labour-market-outcomes-by-pupil-characteristics" target="_blank">https://www.gov.uk/government/publications/school-and-labour-market-outcomes-by-pupil-characteristics</a>.</p><p> </p><p>The corporate parenting principles, which local authorities must have regard to, require them to secure the best possible outcomes for looked after children and young people. The principles include promoting high aspirations, their health, stability in their homes lives and preparing them for adulthood and independence. The evaluation of Project Crewe demonstrated early promise through their use of family practitioners to lead multi-agency support under the supervision of a social worker. Many of them also provide specialist SEND support to other providers.</p><p>In recognition of the costs that MNS experience over and above other providers, we are providing supplementary funding – additional to funding received under the Early Years National Funding Formula (EYNFF) – of around £60 million a year. This will enable local authorities to protect MNS pre-EYNFF funding levels until at least 2019-20.</p><p>In deciding what should happen after 2019-20, we want to ensure that decisions about the future of MNS are based on evidence. However, The Children and Families Act (2014) provides a framework to ensure that children with autism are identified early and receive the support they need. The Governing Body of a maintained school can decide not to proceed with conversion before an academy funding agreement is entered into.</p><p> </p><p>There are different arrangements when a school is directed to become an academy. In this situation, the RSC, with advice from their Headteacher Board, identifies an approved sponsor to run the school. The finances of the school, MAT and the MATs ability to run and improve the school are key elements that inform the decision. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The healthy pupils capital fund (HPCF) is a one year fund of £100 million in 2018-19.</p><p>Existing mechanisms for school condition funding have been used to allocate and monitor the HPCF. Local authorities and large multi-academy trusts have received an allocation from the HPCF (£62 million). The funding can only be used for capital projects and responsible bodies are required to report on how they have spent their HPCF in the same way they report on, and alongside, their school condition allocation.</p><p>Single and small academy trusts and sixth-form colleges were able to bid for a share of £38 million of the HPCF through the Condition Improvement Fund (CIF) 2018 to 2019. All responsible bodies are required to sign up to terms and conditions which state that funding can only be spent on what was applied for before the first payment is released. Once underway, all CIF projects are required to submit regular monitoring reports to the Department for Education. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Local authorities, working with schools and other partners, are required by the Children and Families Act (2014) to set out a local offer of the support normally available to children and families affected by a disability and special educational needs (SEN).</p><p>Schools are also required under the act and the accompanying Special Educational Needs and Disabilities Code of Practice to identify and address the SEN of the pupils or students they support. We expect schools to be monitoring closely the progress of all pupils. The first response when any child is falling behind is good quality teaching. When this does not produce expected progress, the school should consider whether the child has a learning difficulty. The school should assess the child, plan an intervention if a learning difficulty is identified, implement the intervention and then review the outcome and progressively repeat this cycle until the child’s learning difficulty is properly supported. This is called SEN support and the cyclical process is referred to as a ‘graduated approach’ to meeting children’s needs. The Equality Act requires all schools (whether maintained or academy) to produce an accessibility plan. These plans are about ensuring that all aspects of school life are accessible to disabled pupils. The Act also requires local authorities to produce accessibility strategies with the same aims as the school-level plan, but with different coverage.</p><p>We have funded the Schools Development Support Agency, working with pdnet to deliver a contract to improve knowledge, skills and capability of the school workforce. Pdnet standards have been developed for the early years, schools and post 16 settings, along with level 1 training for schools raising awareness of physical disabilities. I am meeting with the National Deaf Children’s Society in November to find out more about their concerns.</p><p>In April, the Whole School special educational needs and disabilities (SEND) consortium, led by the National Association for Special Educational Needs, were awarded a two-year contract for a new programme of work which will focus on building the skills of teachers working in mainstream and special schools and ensuring the schools’ workforce are equipped to identify and meet their training needs in relation to SEND. The National Sensory Impairment Partnership are part of the consortium.</p><p>Local authorities play a key role in providing support to children and young people with sensory impairment. They are best placed to determine local priorities and make funding decisions in consultation with local people and having regard to the range of statutory responsibilities placed on them. The government sets out required minimum standards for school food in the School Food Standards to ensure that children are served healthy, nutritious meals at school. The standards do not specify food requirements in terms of cultural and religious needs.</p><p>Headteachers, governors and their caterers are best placed to make decisions about their school food policies, which includes acting reasonably to provide choices that take account of cultural, religious and special dietary needs. Schools that choose to arrange their school meals through a local authority or another catering organisation may wish to take this into consideration. We provide 15 hours of free early education for disadvantaged two year-olds, with almost 750,000 benefitting since 2013, and we provide the Early Years Pupil Premium, which delivers up to £300 per eligible child per year to support better outcomes for disadvantaged three and four year olds. The additional £1.3 billion announced last year for schools and high needs is above and beyond what was promised at the 2015 spending review, and means that local authorities received an additional £140 million in high needs funding in 2018-19. Underfunded authorities will continue to see higher increases – of up to 6% per head of of the population aged 2-18 years old, compared to 2017-18.</p><p>We are listening to the concerns that some have expressed about the pressures on high needs budgets. It is not possible to give figures for transfers from the schools block to high needs, as the precise amounts spent by local authorities will also be affected by transfers to and from DSG reserves, and any funding from other sources (for instance, local authorities’ general funds) spent on educational purposes.</p><p>In 2018-19, with the introduction of the national funding formulae for schools and high needs, we have limited this flexibility in order to ensure that the majority of schools funding that local authorities receive is going directly to schools.</p><p>Local authorities are able to move up to 0.5% of their funding from the schools block to the high needs block, with agreement of their schools forum. This means young people can continue to benefit from a stable and secure family setting, preparing for independence at a more gradual pace and moving into independent living when they are ready, rather than facing a cliff-edge on reaching age 18.</p><p>To support local authorities to implement Staying Put we have provided £68.35 million to date. Funding for 2019/20 will be £23.77 million, and funding beyond 2020 will be subject to future spending reviews.</p><p>The latest data show that for the year ending March 2018, 55% of those ceasing to be looked after in a foster placement on their 18th birthday stayed put with their former foster carer, which is an increase of 4% on the previous year. Furthermore, 31% of 19 year-olds were still with former foster carers on their 19th birthday, and 26% of 20 year-olds still with former foster carers on their 20th birthday. The local authority can also give additional funding from its high needs budget to schools that have a disproportionate number of pupils with SEND, whose additional support costs up to £6,000.</p><p>When the costs of additional support required for a pupil with special educational needs exceed £6,000, the local authority should also allocate additional top-up funding to cover the excess costs. This funding comes from the local authority’s high needs budget. This year, high needs budgets total just under £6 billion across England, a £142 million increase since last year.
