star this property answer text <p>Her Majesty’s Prison and Probation Service (HMPPS) use tailored interventions with offenders - psychological, ideological and theological - to support their disengagement and rehabilitation.</p><p>We continue to regularly review Her Majesty’s Prison and Probation Service (HMPPS) intervention programmes to ensure they are informed by the most up to date research on correctional rehabilitation. Interventions are delivered by in-house HMPPS CT specialists or through a range of external providers. We are unable to disclose further information regarding external providers as we are concerned about the adverse impact disclosure will have on national security.</p><p>More widely, we have trained over 29,000 prison staff to recognise, report and challenge extremist behaviour in prison. HMPPS works closely with partners, including with law enforcement, to understand and manage the risks that terrorist offenders present in prison, using a range of control and rehabilitation measures. This is underpinned by a specialist counter terrorism case management process, which is led by HMPPS Counter Terrorism specialists.</p>

star this property answer text <p>The Coronavirus Job Retention Scheme (CJRS) was designed as a temporary economy-wide measure to support businesses while widespread restrictions were in place. After running for nineteen months, the scheme closed on 30 September 2021. To date, it has succeeded in supporting 11.7 million jobs across the UK, with employer claims totalling £69.3 billion.</p><p> </p><p>As the economy has reopened, the jobs market has recovered, vacancies are at record highs and the success of the Government’s vaccine programme has allowed us to lift almost all restrictions. That is why it is right that the Government continues to wind down its temporary pandemic support, while continuing to support businesses to invest in the recovery and supporting people into new jobs.</p><p> </p><p>The Government recognises the challenging circumstances the aviation industry has faced as a result of Covid-19. The aviation and aerospace sectors are being supported with over £12 billion that has been made available through loan guarantees, support for exporters, the Bank of England’s Covid Corporate Financing Facility (CCFF), and grants for research and development.</p><p> </p><p>Thanks to the rollout of the UK's vaccination programme, the Government has been able to relax the rules on our international travel programme. A new system for a safe and sustainable return to travel has been set out, which separates countries into a red list and the rest of the world. On Monday 11 October 2021, England's red list was reduced to just seven countries, with 47 countries coming off the red list.</p><p> </p><p>From 24 October 2021, fully vaccinated passengers with an authorised vaccine and most under 18s arriving in England from countries not on the red list can take a cheaper lateral flow test, instead of a PCR test, on or before Day 2 of their arrival into the UK. They will not need to self-isolate or take a pre-departure or day eight test.</p><p> </p><p>Eligible travellers vaccinated in over 100 countries and territories including Brazil, Ghana, Hong Kong, India, Pakistan, South Africa and Turkey, will not need to self-isolate, nor complete pre-departure testing and day eight testing requirements on arrival to the UK from non-red list countries and territories, like UK vaccinated adults. Anyone who tests positive will need to take a confirmatory PCR test which can be genomically sequenced to help identify new variants.</p><p> </p><p>The Government is focused on fully reopening international travel as soon as it is safe to do so and will further review England's international travel policy in the new year.</p>

star this property answer text <p>The Government has supported UK households throughout the pandemic with nearly £400 billion of COVID support, including through the Self-Employment Income Support Scheme (SEISS) which provided over £28 billion in grants to 2.9 million individuals.</p><p> </p><p>The SEISS was designed to support those whose income had dropped temporarily due to COVID-19. Like self-employed income, SEISS grants are subject to Income Tax and self-employed National Insurance contributions at the recipient’s rate of Income Tax in the year the grant was received. This was set out by the Chancellor when announcing the scheme in March 2020, and in subsequent SEISS guidance throughout the scheme’s lifetime.</p><p> </p><p>The Government does not think it is right to allow SEISS recipients to alter the rate of tax paid on that income over time. This is to ensure fairness for recipients of support across various schemes and for the taxpayers who are funding the schemes.</p><p> </p><p>The Government has implemented an unprecedented package of support for taxpayers struggling with paying tax liabilities. HMRC has scaled up its longstanding Time to Pay policy, which allows any business or individual in temporary financial difficulty to schedule their tax debts into affordable, sustainable, and tailored instalment arrangements.</p><p> </p><p>Anyone experiencing difficulties paying their tax bill can discuss payment options with HMRC, who are committed to supporting taxpayers through difficult times and will agree a Time to Pay arrangement wherever possible. There are further details available on GOV.UK.</p>

star this property answer text <p>In order to keep costs down for families, the supply of electricity for domestic use, including charging an electric vehicle (EV) at home, attracts the 5 per cent reduced rate of VAT. However, electricity supplied at EV charging points in public places is subject to the 20 per cent standard rate of VAT.</p><p> </p><p>The Government has not specifically introduced a reduced rate for charging EVs at home. However, the practical challenges of differentiating between the electricity used at home for general domestic purposes and electricity used to charge EVs currently mean that the reduced rate is effectively being applied to EV charging at home.</p><p> </p><p>Harmonising the rate of VAT on electricity for public and domestic charging points for electric vehicles would require the Government to expand the existing VAT relief on electricity for domestic use (that is also used to charge EVs at home) to electricity for use at public EV charge points, and this would come at a cost.</p><p> </p><p>VAT makes a significant contribution towards the public finances, raising around £130 billion in 2019-20, and helps fund the Government's priorities including the NHS, schools, and defence. Any loss in tax revenue would have to be balanced by a reduction in public spending, increased borrowing, or increased taxation elsewhere.</p><p> </p><p>The Government is committed to supporting the transition to zero emission vehicles to help the UK meet its net-zero obligations. The Government has committed £2.5 billion since 2020 to support the transition to zero emission vehicles, which funds targeted vehicle grants and the rollout of charging infrastructure.</p><p> </p><p>There are currently no plans to change the VAT treatment of electricity supplied at public EV charge points. However, the Government keeps all taxes under review, and carefully considers behavioural effects and distributional impacts when making decisions on tax policy.</p>

On 16 November 2018, it was announced that HMCTS will be proceeding with two pilots in the Civil and Family Courts in Brentford County Court and Manchester Civil Justice Centre and a revised Pilots Prospectus was published. Local Implementation Teams in Brentford and Manchester will finalise the pilot designs and start dates, which are likely to be in Spring 2019.</p><p> </p><p>A key objective of the FOH pilots is to understand the impacts of FOH for all court users, including HMCTS staff. An Evaluation Advisory Group has been established to ensure a balanced and comprehensive assessment of pilot activity by independent assessors. Consultation with trade unions will take place under separate arrangements in recognition of the need to consider FOH in the context of wider organisational changes affecting HMCTS staff.</p><p> </p><p>In Manchester Civil Justice Centre, the total number of Full Time Equivalent (FTE) staff is 205 with 29.5 FTE at Band A to D, 146 FTE at Band E and 29.5 FTE at Band F. In Brentford County Court, the total number of FTE staff is 15.5 with 1 FTE at Band C, 2 FTE at Band D, 11 FTE at Band E and 1.5 FTE at Band F. Figures have been rounded to the nearest 0.5. We are committed to ensuring that courts and tribunals have adequate staff to meet operational demands. Staffing requirements for the FOH pilots will be considered by the Local Implementation Teams.</p>

star this property answer text <p>We are not able to provide information on the proportion of the original fines and victim surcharge that remains outstanding for without incurring disproportionate cost. In order to extract this information we would need to conduct a manual search of all current financial penalty accounts within our fines database. The courts will do everything within their powers to trace those who do not pay. Money can be deducted from an offender's earnings or from benefits if they are unemployed. Other ‘upfront’ compliance actions include, increased use of telephone and text message chasing and use of tracing tools. Warrants can be issued instructing approved enforcement agents to seize and sell goods belonging to the offender. Ultimately an offender can be imprisoned for non-payment of their fine.</p><p> </p><p>Targeted initiatives to improve enforcement of financial penalties include the recent historic debt project. This project which commenced in September 2016 resulted in the re-working of accounts which had previously been administratively cancelled. As of November 2018, £34.3 million has been collected as a result of this project. Lessons learnt from the Project have been incorporated into business as usual processes within NCES.</p>

star this property answer text <p>The HMCTS change management consultancy contract is with pwc, who provide a delivery partner service to support our reform programme. Overall, we are scheduled to spend up to £30 million with them on the contract which was signed in July 2017, and runs for two years, with an option for a one-year extension. star this property answer text <p>I would like to apologise to those who were affected by the recent intermittent disruption, which was caused by an infrastructure failure in our supplier’s data centre. Services continued to operate, and court hearings continued, but I know how frustrating this was for anyone affected.</p><p>We have been working continuously with our suppliers and connectivity has been restored across the Ministry of Justice estate. The Ministry of Justice Permanent Secretary and Chief Executive for HM Courts and Tribunals Service met with the Chief Executive of Atos UK &amp; Ireland to understand what went wrong. We are continuing to carefully monitor the situation in case any new issues arise.</p><p>I am very grateful to HM Courts and Tribunals staff who put in place contingency plans to make sure trials went ahead as planned and for staff who have worked tirelessly and around the clock to resolve these issues alongside our suppliers.</p> more like this

star this property answer text <p>The recent disruption to IT systems intermittently affected all 362 HMCTS Court and Tribunal sites across England and Wales. Connectivity has been restored across the Ministry of Justice estate.</p><p> </p><p>I want to apologise to those who were affected by the intermittent disruption last week. Services continued to operate, and court hearings continued, but I know how frustrating this was for anyone affected.</p><p> </p><p>I am very grateful to HM Courts and Tribunals staff who put in place contingency plans to make sure trials went ahead as planned and for staff who have worked tirelessly and around the clock to resolve these issues alongside our suppliers.</p><p> </p> more like this

In the case of each court closure, we undertook a public consultation exercise and considered the responses we received very carefully. The Lord Chancellor has only agreed to close courts when satisfied that effective access to justice would be maintained.</p><p>Allowances and travel expenses for victims of crime and prosecution witnesses are paid for by the Crown Prosecution Service.</p><p>Staff who move their work location to an alternative court as part of the Estates Rationalisation Programme, and who incur extra travelling costs to do so, are supported financially by access to an Excess Fares Allowance in line with MOJ policy.</p> more like this

star this property answer text <p>HMCTS has recognised the impact that the Courts Reform Programme will have on its workforce over the next few years. To support this change, HMCTS is providing a new style of career transition support. This means that employees will get access to career transition support services earlier. It has invested in an end to end career transition support service for all employees to access. The comprehensive support package has been designed to support employees to make a proactive choice in their future via an online portal – <em>My Future Matters</em>. The portal is a central point for employees to access support and practical career tools such as workshops, one-to-one coaching, on-site support sessions, and a personal career coach to assist them to develop their own transition plan. We are also committed to providing continuing employment within HMCTS for all staff impacted by Courts Reform, including priority access to suitable alternative roles within the organisation, and appropriate opportunities within the Ministry of Justice and wider civil service departments.</p>

star this property answer text <p>This government is investing over £1 billion to reform and modernise the justice system, providing easier and more efficient justice for all. As we increase the use of digital services, we reduce the number of staff needed to run the Courts and Tribunal systems, decommission old IT systems and exit court and tribunal buildings which are no longer needed.</p><p> </p><p>Savings of £158m have been achieved between the start of the programme in 2014-15 financial year and the date of the NAO report. Of this £76m arises from savings from closing court and tribunal buildings we no longer need, with every penny raised from selling these underused buildings reinvested back into the justice system; £68m has been saved from the costs of administering the courts system through achieving greater efficiency and the use of modern IT processes; £9m from more effective use of judge time; and £5m from decommissioning old IT systems.</p> more like this

In the case of each court closure, we undertook a public consultation exercise and considered the responses we received very carefully. The Lord Chancellor has only agreed to close courts when satisfied that effective access to justice would be maintained.</p><p> </p><p>Research and analysis of changes to journey times for those who attend court is conducted and published as part of the consultation process. The analysis is further reviewed based on responses to the consultation and is carefully considered by the Lord Chancellor before final decisions are made regarding the future of a court.</p><p> </p> more like this

This is the same as other departments including HMRC and the Home Office, as well as a range of bodies outside Government including the BBC, the RSPCA, Oxfam and Ofcom.</p><p>Calls to 0300 numbers are charged at the same as local rate calls by phone providers.</p><p> </p><p>The helplines are not premium lines and do not generate revenue.</p><p>There is no evidence to suggest that call charges are deterring people from using our services, as we dealt with more than 46,000 calls last month alone.</p><p> </p> more like this

star this property answer text <p>The information requested in point A of each question is listed below.</p><p>HMCTS has spent the following on third party suppliers:</p><ul><li>1 April 2015 – 31 March 2016: £415,684,106</li><li>1 April 2016 – 31 March 2017: £528,626,816</li><li>1 April 2017 – 31 March 2018: £679,957,077</li><li>1 April 2018 – 28 February 2019: £667,349,522</li></ul><p> </p><p>The information requested within point B of each question could only be obtained at a disproportionate cost.</p><p> </p><p>HMCTS use third party suppliers to provide a wide range of goods and services across the court estate, including security, fines enforcement, court interpreters and IT software.</p><p>As part of the governance process, approvals are sought from finance business partners, HR business partners and the director general to ensure that project outcomes and budget are validated and to seek confirmation that internal resource is not available to deliver either due to the specialist nature of the project or due to capacity issues enabling delivery within the project timescales. By using third parties the department can save on salary, national insurance and pension costs associated with permanently employing individuals whose skills may not be needed after a set period.</p><p> </p><p>Spending has increased as HMCTS delivers its £1 billion Reform programme, bringing new ways of working to the justice system.</p>

star this property answer text <p>In recent years, there has been progress in achieving a more representative judiciary but we acknowledge there is more to do. As at 1 April 2018, BAME judges made up 7% of judges in the courts in England and Wales and 11% in UK tribunals. Women made up 29% of judges in the courts in England and Wales and 46% in UK tribunals. In courts in England and Wales, as at 1 April 2018, 8% of female judges were BAME, and in UK tribunals 13% of female judges were BAME.</p><p> </p><p>The Ministry of Justice is continuing to work closely with the Lord Chief Justice, Chair of the Judicial Appointments Commission and other members of the Judicial Diversity Forum, including the legal professions, to increase the diversity of our world-renowned judiciary. MoJ is funding the pre-application judicial education programme (PAJE), which will launch later this month. This is a Judicial Diversity Forum initiative, to support and encourage lawyers interested in a judicial career and will target lawyers from underrepresented groups including BAME and women lawyers, to help them prepare for a judicial career.</p>

star this property answer text <p><em>Magistrates</em> play a vital role in our justice system and the latest statistics show there has been progress in achieving a more representative magistracy. As at 1 April 2018, 12% of serving magistrates declared themselves as BAME, broadly in line with the general population, and 55% of magistrates were women. Of the female magistrates appointed as at 1 April 2018, 11% were BAME.</p><p> </p><p>We remain committed to increasing <em>diversity</em> even further and are working closely with Judicial Office and HMCTS to review the attraction, recruitment and retention of magistrates.</p><p> </p><p>We have been building working relationships with a number of organisations, such as Operation Black Vote, with the aim of launching targeted campaigns for more BAME magistrates. Working groups have also been established and promotional materials developed to raise the profile of the magistracy particularly amongst employers.</p><p> </p><p>We are also implementing a national end-to-end recruitment process that will ensure every applicant to the magistracy is treated equally.</p>

star this property answer text <p>We’re investing £1 billion to modernise the justice system, making it easier to use and providing better value for the taxpayer. Our reforms will provide a range of ways to access our services (digital, paper and phone) so users can choose the way the want to interact with HMCTS at any given time. Our digital services are developed iteratively, meaning that we continuously refine them to ensure they are as simple and easy to use as possible. However, we know that this isn’t always an option for some people so our assisted digital support services help people who are less confident using online systems to use the digital services.</p><p>HMCTS is piloting face to face digital support in 18 locations. Paper forms will also remain for those who choose to use them and improvements are also being made to paper forms.</p><p>We recognise that we need to look further at how we support those who need help with the digital process. HMCTS is continuing to raise awareness of the support on offer to ensure those who require help in these pilot areas can access it. Community engagement in pilot locations is increasing the number of referrals and seven sites will be added to the face-to-face pilot in May.</p><p>Pilot face-to-face centres are able to identify and refer people who need digital support to use HMCTS services in their communities. Since starting this process in January 2019, take up of the service has increased week on week with 41 people now having had successful appointments. We are continuing to look at the ways we can ensure that people get the support that they need.</p>
