Maintaining our current vehicular access to the EU without Green Card checks after we leave is one of a number of issues that will need to be addressed through negotiations. While the Government acknowledges that any changes to arrangements for EU workers will be a factor in the availability of skilled staff for road haulage, it is not the only factor. As noted in the Government’s response to the Transport Committee’s report on skills and workforce planning in the road haulage sector, there are encouraging signs. For example there were about 10,000 more HGV driving test passes in 2015/16 compared to two years before, in response to the higher demand for HGV drivers and the shortages. Those applications still in the process after 12 weeks are likely to be complex or require further clarification from the applicant. The average time that full accreditation applications have been in the queue since applying is currently five and a half months.</p><p>Ofgem is committed to continuous improvement of accreditation processes and works with applicants to get applications approved as quickly as possible.
